Why would you need two seperate powerset choices whe you have the ability to make up to 396 alts?

I'd agree to this as long as the different "set" you create shares with your original "set" just the costume and the character's name, otherwise, no.

It'd work conceptually if you restricted it to elements, like if you were a fire/energy blaster you could only pick fire or energy based sets as your alternate build. It'd be the same character with the same powers, just using them in different ways.
Mechanically though, no. A thousand times no. We have enough people running around on 50s with no idea how to play already, we don't need that compounded by each of those having a second set they have no idea how to play.

Personally, I have something against alts, I couldn't stand playing any other char besides my main. But instead of covering him up in dust, I could be enjoying a second or maybe even third and fourth set on him. Maybe do it so you have to level up back from level 1. Which either way would sitll be pointless because it seems to me that after 5 years of playing this game, I'm pretty sure I could handle any set naturally well or get good with them after playing through one or two missions/tfs. Or realize that I don't like the set so I go try something else instead of having to grind through 50 boring levels just to figure out that I don't like the set.
Duh. The only things that above posts tell me is that you're probably on your 20th or so char to get to 50 and would hate this being implemented after so much *work*.... working on a videogame instead of enjoying it must be alot of fun.
I am against this idea because of the possible exploitation. For example, playing a Tank; Stone armor is moderately weak at the lower levels (mix of defense and resist, slow, low protection values) while something like Willpower is pretty strong in the mid-game, I level Willpower to level 32 and suddenly I have Granite Armor. It's not that much of a problem with Blaster sets where there aren't some obvious disparities in the performance of powersets at different levels. It's a much bigger problem when you have powersets that get a sudden and large jump in power at a certain level when they were previously fairly weak.

I wouldn't mind seeing something like this on the Test Server. It would be nice to have some place to "test drive" a particular set at the higher levels to see if it's fun to play. Obvously with the fast levelling thru the lower levels, it would be less useful to check out them.
Unfortunately, with PvP concerns on the Test Server, I doubt making true Test characters could happen. Personally, I wouldn't see a problem with allowing any PvPer to set up a character on Test at whatever level works best for them, but I'm thinking others might see that as unfair.

That's why I think something like this could work in the Arena or in the Architect. Drop an NPC in either of these locations that allows you to perform a regular respec, but you choose your Pri/Sec beforehand. Once done, you enter a mission and battle it out. After completion (or cancellation) you revert back to your original build.
It's a lot of work, and I'm not sure it would be worth it, but I know I'd use it at least a few times.

Roll an alt, call him the same, pick different powers and start over. This is absolutely identical, at least in function, to what you're asking for. You can do this right now. You don't have to play "another" character. Hell, you could even save all of your costumes and reload them into your new character directly.

You can't keep your badges, true, but you can remake the name name on a different server, provided it's there. I don't actually do that, but I know people have posted they do. Maybe they'll have more advise on how to avoid the limitations.
I still don't believe that alternatives to making alts are needed, however.

I don't really see how this is exploitation. Doing that would just be called playing smart. I see farming AE missions as a far bigger concern than having to deal with somebody who just chose the easy path, power disparities and imbalances which shouldn't even be in the game in the first place...

Take a late blooming Scrapper set combo like Spines/Dark. Its a pain in the neck to play up to mid level. But a MA or Dark/Regen is a piece of cake. So, you play the MA/Regen to 32, switch to Spines/Dark and you're good to go continuing to have your cake and eat it too.

I would appreciate being able to select different power set combos with your second build choice if you had to level from one once you spec'ed out of your original power set choices.
with this concept, spec'ing back in to your original power set choices would restore you to whatever level your original set is at.
My character is a technology character. It makes sense conceptually to be able to put down the power fists and pick up and learn how to use a rifle from level 1.
You have two problems:
1. You are not entitled to a free instant character with no experience loss at any time just because you may not like your current set. You've already noticed a way to exploit this, and tried to play it as a good thing. It isn't.
2. TF balance. Being able to suddenly change AT or even set during a TF is exploitable.

Well, to be fair, VEAT already have this. Your SoA can go from Crab to Bane and back and your WoA can go from Widow to Fortunata and back. To some extent the HEAT can also do the same: from single or dual form to triform and back. So that's four out of 14 AT where this is already alowed.
