The empty slots in cloaking device would've been probably two pieces of Miracle for the recovery bonus, and a generic endmod. Or three pieces of Numina's if it turned out that the unenhanced buff was enough to run all those toggles off, which I suspect it might've been especially with Agility. Second ATO set was going in charged shot if I remember rightly, since one of its bonuses was energy/negative/range defense.
Being able to fire the only attack in beam rifle with 100% chance to spread disintegration every six seconds or so would've been awesome. And doing so on a character that's also softcapped to everything that matters would've been even better. And Overcharge and Piercing Beam were being buffed a little too... so much awesome for one character in one issue that I'll never see now. -
If you log to the character select screen though, doesn't that technically log you out and back in? So the character you just logged out would be ejected from the server before the 30 seconds were up.
Still, pretty minor as far as potential exploits go. -
Being unemployed I don't have a lot of spare money, but I would gladly donate every cent I can scrounge up to an effort at saving CoH.

I still can't believe no other game ever jumped on the player-created content bandwagon that we started with AE.
Or sidekicking, why has no other game embraced the concept of being able to play with your friends regardless of level difference? It seems like such a basic QoL thing to us here, but no one else has it. Why? -
If I don't end up playing Secret World fulltime, I'll most likely either play Champions or resub to WoW. It's a tossup, really. I was considering getting GW2 before this, but now? Hell no.
To anyone at NCSoft: The fact that I would resub to WoW, a game which is almost as old as this one and one I've played and quit twice in favor of this game, rather than try your brand new MMO which is a sequel to a game I played and liked.... that should tell you something. -
Wouldn't have missed it for the world. I wish I could've been up early enough for Dr. Q, though. Just so I could have the screenshot of all four badges to remind me of it.

I haven't said it in any of the other threads I've posted in, so let me put it here so there's no doubt.
Thank you. To former devs, current devs, community team members alike. Thank you for helping make this the best MMO on the internet. And in my opinion, it'll be a cold day in Hell before some other game tops what we have here.
And thank you to the players, as well, for making the best MMO out there also the friendliest. -

We'll never see what the Omega slot would've actually been.
I'll never get to play the Beam Rifle/Devices blaster I made specifically for I24 with the changes that would've made her amazing.
Bio Armor will never actually come out, after being in Beta for months and months.
But most importantly to me, as a RPer.... I'll never see where the stories of my characters and my friends' characters actually would've ended.
And now I'm crying again. -
Or there's people like me, who constantly try other games and just keep coming back to CoH because it's that good, even eight years later.
Hell, especially eight years later. Think about it. How much cool stuff have we gotten even since the game went f2p. How much more cool stuff was on the beta server just waiting to be released when it was suitably bug-free. All of it, gone because of some Korean boss more focused on money than on people. -
I remember stumbling through the old tunnel from where I started in Galaxy City into Kings Row, and immediately getting flattened by a Paladin. I remember seeing a call in broadcast for a team to take down said Paladin, and joining it. I remember being level 8 at most, and helping take down what in any other game would probably be a raid boss for maximum level players only.
I remember a week or so later getting a trial for CoV as well just so I could keep playing for another two weeks, and laughing hysterically as I watched my robot minions lay waste to an alley full of random boxes and crates in a level 15 or so mayhem mission.
I remember finally finding a copy of the game on a store shelf six months later, and immediately buying both CoH and CoV, back when they were seperate games. I remember buying all three 60 day timecards the store had in stock at the time, because I knew I'd need them.
I remember being subscribed uninterrupted from then until now, five and a half years later. I remember staying up late at night to play the new issue or buy the latest booster pack the moment it was possible to do so.
I remember trying other games, and lasting all of a couple of months on them. I remember not even considering cancelling my CoH subscription while I did, because I knew even before trying whatever game that it wouldn't be enough to make me leave CoH. Notably, I remember trying Aion when it was in Beta, and I remember it being the only game I've ever cancelled my purchase of. To this day there is a permanently banned Aion account attached to the same master account as my CoH one is, after they refunded my purchase mere days after I made it.
I remember seeing other games, from the lowliest startup company to WoW itself, adding 'new' features that CoH had for years beforehand. I remember seeing games without these features and wondering why, given how universally loved they are here.
I remember saying on these very forums only a few months ago that it'd be years before I'd have to type a post like this. And now, writing this, I'm openly crying.
But most of all.... I remember the awesome people I've met and played with along the way. And I'm happy to say that I have skype or steam details for most of them, so we'll be able to keep in touch. -

Also, can we get the crystal, mushroom and tree looking mobs scaled up all the way to 54? After about level 40 the DE become entirely rock guys aside from the occasional boss, which makes them far less interesting to fight.
And while we're on that topic, can Crey get the same treatment? They're far more interesting at lower levels when you get the security guards, agents, scientists and such rather than exclusively tanks and paragon protectors. Even if new mobs need to be made with extra powers for the higher levels. -
Personally I still like the one Outcasts will say sometimes to Tsoo in Steel Canyon: "Those who live by the sword get shot by those who don't."

Someone call for a build?
A word of advice though, if you're asking for one try to be as specific as possible. You gave a budget at least, which is good. But no preference as to travel power, what you want to do with the character, what epic pool you want... all important things to know. Still, here's a build for you. Without the above mentioned information it may not be exactly what you want, but it's what I'd do with it. It may also have slight endurance problems in an extended fight. Grab ageless destiny if you have access to incarnates, and they'll go away.

Sounds like some good solid numbers (can't look at it at work). I wonder what that would look like on the beta server with the new IO adjustments.
Realistically, though, you're still going to be better building for defense. Mostly because resistance only mitigates damage, and only of that type. Defense on the other hand also mitigates secondary effects like debuffs by virtue of the attack not hitting you to begin with. And also mitigates other damage types to some extent depending on the attack. Consider the energy melee some of the IDF guys use, just as an example. If you have resistance to smashing and lethal, you'll take less smashing damage but still take full energy damage, unless you also have energy resistance. While with defense, over time you effectively reduce both damage types by the attacks not hitting you at all. Admittedly that makes more of a difference on a straight resistance set like fiery aura than it does here, but still something to be aware of. -

Heck, even *just* the soft-cap is very good. And some of the mitigation you get from Staff/ will make that even better.
Specifically, this is incarnate softcapped to smash/lethal/energy without energy drain, and everything except psi with it. Because if it's worth doing, it's worth overdoing.

Funny. I tend to open most fights by planting a tripmine on someone's feet, on my devices blaster. Resulting in the near death of half the spawn from that alone, usually. But meh, maybe I'm weird.
Also, targeting drone already gives enough tohit for instant snipes. With three SOs it's something like half a percent off it, which is easily gotten by slotting a kismet unique, a fourth SO or some enhancement boosters. -

Sure, why not. I'll throw my hat in the ring for this as well. Though I can't be here for Dr Q, since 12pm EST is 4am here and there's no way I'm getting up that early. Probably tentative for the second as well, depending on how long it takes you to finish Dr Q.

Admittedly, I like the idea of a power with random effects. But I think it should be kept to similar effects, and not too many. Apotheosis is ok, but Rewrite Probability while conceptually cool is just too much random to be dependably useful. Restrict it along some guiding line (does it mez? debuff enemies? Buff allies) rather than the chance of literally anything, so it can be relied on to do something at least sort of like what you want to. (So the dice hate you and it's a defense debuff instead of resistance like you wanted. Oh well, still a debuff at least.)
I do like the idea of a (very) small chance of an outright backfire, though. If nothing else, it provides an excuse to make the beneficial effects stronger as there's always that risk it'll screw you over instead.
