Certain badges, missions, story arcs, basically anything that exposes your character to time travel in one form or another gets you a shiny new portal. Using someone else's portal is just the easiest way.

From Paragonwiki: Completed a Time Travel mission, including any mission under the flashback system.
You can get the power as low as lvl 1 if your sg has the flashback crystal in their base and you join a lvl 25 or higher toon when they do a flashback to a lvl 1-5 ouro arc. Completing one mission or the arc will award the power. Of course, you would have to turn off xp to still be at lvl 1 but... whatever.
