They should be under Back Options. If you have some other back option active, or the Bolero, or Trenchcoat(I think), you can't wear wings.
If you still can't find them, then try quitting to desktop and then restarting the game.
Check your badges under the Veteran category. If you've gotten the 15 month badge, head to the tailor. Any costume will have the wings listed under Back Options. Nothing special need be done.

Sometimes the Veteran badges take a few days to kick in. Be patient. In the meantime there's more than one way to get wings.

Short inquiry I did my 15 months in game at this point I'm supposed to get a set of wings for the time. I got a tailor's visit outt'a the deal but no wings, do I have to complete a mission for them or something, and who do I have to see about them.
