If you left around Issue 8 or 9, a lot has changed, and is still changing. There's a lot more to do at all levels, and as of the next issue (16) it will be easier to play and gain rewards at any level. However if you're looking for a WoW-style grind driven endgame, you won't find it. There are Invention Origin enhancers to work on that make high level characters even more powerful, and there's a lot of content geared to the highest level characters, but there isn't a system where most of what there is to do is meant for the highest level.
You've missed a lot of great additions though. It doesn't do much good to type it all here just for you when there's a nice wiki page for you to look at though.

Well, if you had an account that is currently inactive, it should still be there. If you want to get back into the full game instead of just doing a trial, I would suggest contacting customer service. They can help you reactivate your old account and all your characters should still be there.

Oh, I figured my old stuff would be there. It's just not worth $30 for me (me and husband) to see if it's worthwhile. If they had like a 2-day reactivation trial thing, that'd be good. But unfortunately, it seems they do not >.>
Though, I am interested in this wiki. Could I get a link to it, please?

First off, welcome back to the game!
Secondly, a LOT has changed.
Cryptic Studios no longer operates City of Heroes or City of Villains. In November of 2007, both games were fully bought by NCSoft, taking most of the original development team with them. These developers, numbering around 15, moved to new offices and formed a new studio, NCSoft Northern California. NCSoft is reinvesting majorly in City of Heroes in order to improve it, including the expansion of the development team. In April of this year, NCSoft NorCal announced it would be changing its name to Paragon Studios, symbolizing their commitment to the game. They've been doing a good bit of hiring and the development team has grown to over 60 people.
City of Heroes and City of Villains are now, for all intents and purposes, one game. Buying a City of Heroes box gets you City of Villains too, and vice versa. I don't know the full details on old accounts though.
I'm guessing if you played City of Villains over 2 years ago you might not have been around for the addition of the Invention system or the markets. This ParagonWiki article has information and dates on all the issue releases thus far.
I hope that answers a few of your questions.

Of course, my mind is, at present, flooded with fun memories of hours sitting in front of the character creation screen (I made like 20 characters before I was satisfied XD), standing around dancing, filling up the base with stuff, crying out with glee when we got those awesome wings that flapped when we flew... it was fun.

There are 6 Task Forces geared toward higher levels that didn't exist when you left.
They are:
Statesman's TaskForce, for level 45-50 heroes
Recluses StrikeForce, for 45-50 villains (that one might have been around when you played)
Imperious Task Force, for 35-50 heroes OR villains (you can team with the opposite faction)
Lady Grey Task Force, for level 45-50 heroes OR villains (same deal as ITF, you can team with the opposite faction)
Kahn Task Force, for 45-50 heroes
Barracuda Strike Force, for 45-50 villains.
The Rikti Crash Site is now the Rikti War Zone and is open to both sides (this is where the Lady Grey TF is located) Also, an assault on the crashed Rikti mothership is available as a new high level raid.
Villains can make Hami raids now, in a zone called the Abyss, which can be accessed from Grandville.
That's about all I can think of that is end-game or high-level specific that would be new to you. Hope that answers your question in that regard.

I don't think Ouroborus was mentioned. Its a new zone that allows you to access the Flashback system, which allows you to go back and redo, or just do, any arc you may have out-leveled. It does exemplar you down, but chances are there's something that you haven't done yet.
There are new powersets to try including Willpower (defensive set for scrappers, tankers, stalkers, and Brutes), Dual Blades (melee offensive set for scrappers, tankers, stalkers, and brutes), Pain Domination (villain team support set for Corruptors and Masterminds), Villain Epic Archetypes: Soldiers of Arachnos and Arachnos Widows which have a branching power set system in place, plus issue 12, and soon issue 16, brought us powerset proliferation that has brought in one or two existing primary or secondary sets into new archetypes.
Issue 14 was the mission Architect. It gave us player-created content with custom missions and custom enemy groups. A lot of players have created a lot of farms, but if you look through there is some fun new content there.
Issue 16 is revamping the sidekick and difficulty systems as well as bringing in the beginnings of power customization. This may bring you to retry a old character with a new flair.
Dominators (and maybe Stalkers, forget when they got there's...it could have been since you left) have been adjusted a bit lately.
Issue 10 gave us Invasions. Either randomly on some weeks/weekends, or also sometimes triggered by player actions, swarms of Rikti invaders or Zombie invaders will pop into a zone. Some like them, some don't, but they can be fun. They can also be lagfests if its busy and your computer isn't all that great for graphics.
Issue 9 was the invention system. I believe that was mentioned before though.
This is minor, but if you like badges, issue 13 brought in the Day Job system that depending on where you log out you can build up credit for bonuses and badges while you're logged out.
A few other cool things are to look into that you may miss if you don't know about them: Costume Change Emotes, animations that play when changing your costume now. Issue 13 (i think...maybe 12) and Issue 16 brought a lot of quality of life updates like being able to 3 combine inspirations of one size and kind into one of another kind of equal size (like 3 small reds can be combined into a small rez). Some people missed that when it came out but is very useful in a pinch.
I know this was more than just the content updates, but they are nice things to know if you're coming back for a while. Note that issue 16 isn't QUITE out yet. Its expected within a few weeks (before October). Also Going Rogue was an expansion recently announced for the future (no release date yet, probably next year at this point) that will introduce more new powersets and zones and the ability to change from a hero to a villain. There are some cool things coming soon.

as an aside, did you play a dominator or a stalker? you will notice both play differently. stalkers do more damage now with their secondaries, though they no longer do extra damage in domintion(still get the end bar fillup and extra magnitude) and stalkers are jsut plain better now. if you played either of them, expect a treat.

I'm increasingly inclined to think I'll be going to City of Heroes/Villains. I've been playing WoW for a while, and well... the company is a bunch of bastards. Of course, the only reason I might stay is if my friends cannot be persuaded elsewhere. So I'm hoping to talk them into City of Heroes/Villains. It's nice, instead of paying $90 + $15/month, it's just $15/month, and amusingly enough, the servers don't go down as much (from what I can see on the internet). Of course, I daresay, if the servers went down more, the game would simply not exist >.>
We'll have to see how it goes.

I don't think there's been many specific changes to Ice corrs, though there have been across-the-board ones. PVP finally got a revamp, and all the PVPers quit in response so they can't even get feedback now, but the game's never been PVP-oriented anyway. The Architect has provided a potentially limitless source of new content, though it's currently being heavily abused for exploits and farming, which the devs are repeatedly coming down with the hammer on.

I played City of Villains a good, long time ago... a bit over 2 years now, I believe. There were some things I felt were lacking, not worth the subscription fee, so I went elsewhere.
I do remember that the game was really quite a lot of fun, and I'm wondering how it's changed. Thus, I made this trial account (letting me post, yay, but unfortunately lacking all the cool stuff I'd had >.>) and will fiddle around on it for a bit, but I was basically wondering if anyone could give me any sort of idea on changes that have been made. Particularly, I'm interested in end-game content.
I'd like to get back into the game, and if it's improved enough, I think I will. Thank you to anyone who helps with this
