Dear OP, I'm guessing that you're coming from WoW so I'll put this in terms you'll understand. You were running Molten Core and most of your team was probably in Blackwing Lair gear. Of course it was easy.

The least useful proc (not the set as a whole) is for controllers. It's more or less then same thing blasters get but at least dealing damage is what blasters do.

Okay, so WWD 6 cutscene shows Manticore killing Sister Psyche.....
Or does it? Manticore initially refuses and then, without comment, shoots her right through the chest. That's all a villain sees of things. Heroes can attempt to talk to Manticore but he is completely unresponsive.
But is SP really dead? Shalice Tilman is well known for having the ability to 'mind ride' in someone elses head. Her praetorian counterpart's body is long 'dead,' but she's still hanging around in Aurora Borealis' body and the takeover in that case was probably not voluntary on Aurora's part (despite the offical propaganda.) Perhaps, seeing that Manticore was unwilling to kill her she took the desperate step of jumping into his head and doing the job herself. Manticore's lack of response at the end might not be simple shock, it could be that the two personalities are still sorting themselves out.
So now Darrin Wade has the powers of both Statesman and Sister Psyche and will need them both for his planned takeover of Rularuu. However, we know from WWD Part 1 that his method of stealing power is not permanent unless the original owner is actually dead. If Sister Psyche is now mind-riding Manticore, is she 'dead enough' to count for the ritual? If not this could be an important key to stopping Wade. Things could go very badly for him if he were to lose his new psychic powers at a key moment.
Note: I'm not saying that any of this definitely happened, this is just speculation. Maybe what we see in the cutscene is nothing more than what it looks like. -

And I don't care about a statistical analysis either. I was just stating that the data you show (and made the effort to compile) is simply too small a sample to be meaningful. It doesn't prove anything and posting it was pointless.
And for the record, I agree with you on the actual worth of windfalls. I'll use the ones I got as vet rewards and super packs (and I'm not buying anymore of those) but not buy any specifically off the market. -

ONE run with windfall running and THREE runs without do not provide nearly enough data for a worthwhile analysis. Come back when you have data on a few hundred runs of each.
That said, I wouldn't bother spending real money on them but when I do use the ones I've gotten along the way I run x8 missions and usually end up trashing stacks of common high level salvage since it's worth so little and my salvage keeps filling up. -
I tend to get purple drops in clumps. I'll get three or four in a couple of days and then nothing for a couple months. Luck is a finicky mistress.

There's also the type of damage done to be considered. It isn't an issue so much in your case since none of the procs does smashing damage, but if you're a fire blaster you probably want to pick something other than reactive so you'll take less of a hit when running into mobs with high fire resistance. And some powers mesh better with certain damage types. Spiders have venom grenadge which reduces the target resistance to most damage types by 20%, but it reduces toxic resistance by 40%. So spiders could possibly get more damage out of degenerative interface than others (I don't have the hard numbers to state it definitively.

What (some) people fail to understand is that one person's experiences are simply not a large enough sample to be statistically relevant. The dev's have said that once the participation threshold is passed that damage done, healing done, nose picking done, etc. does not effect the the reward table the player receives.

One of my favorites is misdelivering Faultline's valentine to Lady Grey. She seems to protest a bit too much about not being interested....

I've been wanting Radiation Emission for Masterminds as long as Masterminds have been around. Though I'd like to see Fallout work on henchmen which could turn the suicidal behaviour of Arsonists and Medics into a good thing.

My point, a little clarity on the descriptions of said items goes further than one would think. Especially when you are making efforts to keep tabs on your inventory. More moving parts, more that can go wrong.
I'm not entirely bashing this new thing, It's not one bit of my business or concern how people chose to spend their money -however- anyone else get a "taint of gambling" feeling to this? -
The OP's specific complaint was that the 2D version was not available in his area. I don't think anyone's terribly upset about other people wanting to watch films in 3D, but rather the difficulty in finding 2D showings.

As I said, I'm just passing on what the wiki says. At least for some time it definitely worked as you say and I also can't recall any offical notes about a change. But Conductive Aura does list the target as 'self.'

Here's what paragon wiki has to say on the Performance Shifter proc:

PS: This is what the wiki says and I can't confirm it from my own experiences. But they're usually pretty good at having such things straight.
PPS: The number of mobs you're fighting will have no effect on how often it procs. It will have a chance to proc when you first turn the aura on and then a chance every 10 seconds as long as you keep the aura going. This bit I'm sure about. -
