DA's presence - this I seem to recall being the old Prima guide, but where they got *their* backstory info from I couldn't say. They're drawn to it because of a god even older than they are, whose power they want to tap (I want to say it's Mot.) While heroes were distracted with the Rikti, they fired off a ritual which sacrificed ... well, everyone in DA. DA got walled up because they couldn't deal with it at the time.
Whether Mot is "The Sleeper" the COT keep referring to keeping bound, we don't know. -

Only things I can say are these:
There are already stickies in every forum, and they're roundly ignored, it seems. Right along with forum descriptions, and even forum *names* at times. I don't know that another sticky will do much of anything.
The bigger issue, though, is that you're talking about player based policing. Not really the right word for it, I think, as that somewhat implies partial mod powers (or higher attention from the mods.) Honestly, how well do you think it would go over if - say - *I* were given that responsibility? (I wouldn't take it, btw. Yes, I *could* do it, and - despite what some may think - do it fairly. But I'm not interested in the least.) But even without that - look at your own words, a compliation of the best suggestions of the week.
How is that standard being met? What makes a "best" suggestion? What makes it into that list? (Plus, honestly, if you're looking for 'no repeats,' I think you'd run out of new lists very, very fast.)
It just seems very... unfeasible, I suppose is what I'm looking for. And it'd just move some of the land mines around, with the mod staff getting pestered because (again, using me as this compiler for an example) "Bill wont' put this in the list because he has something against me/personal bias about the idea/is a stinky doodyhead."
The only way, short of changing people, to change this forum would be to lock it down. Get a list of dev statements on the common topics, have that posted. Have set threads (like Jay's costume request thread) on each common topic (server merge, market caps, vehicles... I'm sure we can rattle off pretty much the same list without thinking much about it) and delete any new thread that comes up about them, directing the poster to post there, doing the same with rants (including walls of text.)
And I think that'd kill the forum all together, frankly. -
If it's optional, let those that want them, use them.
If it's required, I'll have two extremely secure accounts - since they'll be closed (with the stuff on them given away) and I won't care. I hated the old "Before playing, look up word 3 on paragraph 2, page 29 of the manual" stuff, and I'd find trying to track down some damn piece of plastic doodad annoying, as well.
When I worked at Lockheed Martin, they made sense to have. For a game, *I don't want the hassle.* -

For *some* characters, maybe - though you'd better have some *damn* weak enemies there. Masterminds are survivable because of bodyguard mode. Now, yeah, it "makes sense" they can't just whistle up their mercenaries/thugs (for instance,) but without them, that's one of the lowest HP, no-defense characters around. And who's going to say "Oh, they're weak now, we'll use the worst guards we have in the area to watch them?"
Don't get me wrong, I like the... I guess "gist of the idea," would be the best way of putting it. Some good (single player) RPGs have done that to players. (And don't most sequels, in general, end up with you back at square 1?) But on the flip side, I'd see it being annoying or frustrating - or just dropped - more often than not.
Finding some way of doing it where you *fail* if you use powers (inherents and autopowers aside - you can't really do anything about those) until you destroy a detector of some sort, for instance, might go over better - but that's going to be a hard mission to tailor. It'd pretty much have to be a stealthing (without using stealth!) sort of mission - no guard deaths, no indication you're there until you hit the device in question. Or you have to not use powers, sneak over and disable a detector - then you can start drawing guards into that room, working your way through, perhaps, so you get more "power-usable" rooms...
I'd say work through various permutations of the concept. -

I TP everyone in, the team fires off, the enemies are stunned and generally have no END... if they're alive.
Your replacements would not only be completely useless to me, but completely useless to that team, and in fact be *detrimental* to them all.

Only things that end up coming to mind are things that can slow you down - calculations aside, you're going to run into groups that give more or less XP, arcs that do, etc. I'd assume, however (and I know what that ends up doing...) that it all balances out... if I ran your challenge, in other words, I might break the time (say) at 25, then hit some particularly nasty group (resistances, lower XP, widely spread missions - how's travel time in this anyway? Run mission, log, log in, use mission teleporter?) I can't avoid that drags me back into range by 30.

Only AT-related side switching I can see myself doing is Dominators and Controllers - and I see that going both ways. I love the "Control and...." playstyle, regardless of what's after the and.
And you'll see more of it blueside. Redside, frankly, has nothing to offer after having played it so... many.... times. Unlockables help a little, but even then, I've *seen them all.* I find the environment depressing and irritating. I have a hard time starting new villains because they'll see *the exact same thing,* in the same order. Heroside, I've got multiple paths to get from 1-50 and "tailor" a story for the character.
Redside needs more content, and more non-"this is what happens when you don't take out the garbage for a decade" styled zones.. actually, *any* non-trashed zones. Blueside, I can go "oooh, I forgot all about this guy!" and play a "new old arc." Redside, no. I'm running stuff redside for one of a very few reasons -
1. Friends wanting to run something.
2. Theme characters (usually related to 1.)
3. Finishing "one of each AT to 50." I'm down to corruptors and soldiers, both in the 40s (meanwhile having multiples of some heroside ATs there.)

Debt now... pretty much isn't a penalty. And if you don't want to farm INF... don't. First, no IO is needed. Desired, yes. Desire +rarity = higher prices. However, you can trade among friends, run the content that drops the IO (purple = lvl 47+ mobs, PVP IOs = PVP, TF specific, etc,) use the merits you get for mission arcs and task/strike forces, use AE tickets and try for a good roll... the market is not the only source. -

Yes. AE is as much a part of the game as Atlas Park (or Mercy Island.) You won't *not* be able to use it. Every edition has the exact same access to everything (this will probably change with GR and its zones and such, as it is an expansion.)
