Yesterday I popped into KR to stop Paladin construction and saw one, a level 12 Elec/Dev with no vet badges. He kept blasting the Clockwork ambushes while four of us were pounding on the construction site, but he was having so much fun none of us had the heart to tell him he was supposed to be shooting the boring pile of scrap metal in the center.
Some time ago I met another as I was going to park my Controller in the Talos hospital. The first thing he said was, "I admit I'm a noob". He was a level 3 Blaster.
I said, "Err." (Yes, I stutter in-game. Hush.) He then asked me how to get back to Atlas. It turned out he had just bought the game, was fiddling with powers, used the Pocket D VIP pass by mistake, and got from there to Talos. I had to escort him on foot and use base teleporters to get him back. He was very amazed that I could fly. A week later I saw him, now level 17... with Fly.
These guys are cute and fun to mess with. We need more of them. -
My Scrapper was once nearly killed by a lieutenant (yes, a lieutenant, singular) in an AE mission. I was Kat/SR. The critter was Inv/SS. With Rage, it was consistently hitting me for over 600 damage - around the level of most AV ranged attacks - and it had high lethal resistances plus Dull Pain, so I couldn't kill it faster than it could kill me.
Then I soloed the AV at the end while half-asleep. -
I'm looking to trade 1bn infamy for influence, on Guardian.

I have a hypothesis that the less DPS an AT has, the whinier its forum is.

What would you think of a build with in the range of 32.5% melee and ranged defense?
You'd be softcapped with 1 small purple, still have significant mitgation without it, and hopefully the build sacrifices would be less severe - since ranged defense is easy to get. -

Sometimes there just isn't a good APP to take. Obviously this wasn't the case with your example, but I'm often frustrated with scrappers only having 3 APPs to choose from. (I'm tired of Body Mastery, dang it!)

I've never played scrappers, but nosing about in Mid's I have always been unimpressed with the choices available. Nothing really exciting and it strikes me the devs might have been worried about what to give scrappers due to balance, and so played it down as much as possible.

APPs are intended to grant capabilites that an AT doesn't normally get through their primary/secondary. Hence Blasters get armor toggles and mini-T9s, Tankers get controls and blasts, and Scrappers get set mules and concept powers. -
I've always been suspicious of extremely complex DPS calculations, especially when they try to incorporate effects like Defiance and pets. So I decided to find out mine the only way I know: pylon soloing. Go empiricism!
I bought a ton of Phenomenal Lucks and Resurgences, ate them, and blew up Pylon 17 in 5: 47 , using a timed Borea mission as a clock. By the formula ( 38343.75 / seconds ) + 127.8125 = DPS, that's 238 DPS.
I'm pretty certain I can do it in under 5 minutes: The Pylon would KB me everytime it landed a hit, and I kept letting my inspirations wear off or BU/Aim sit unused, all of which ate into my time. Can I borrow someone on Virtue with an FF defender? -
Combat Jumping's endurance cost is insignificant, and to hit the softcap you do not need to run Tough; either use it as a set mule for the Steadfast unique, or only turn it on during very tough fights. That leaves you with 4 toggles - Weave plus your SR ones.
If you still have endurance issues, you can also think about trying to softcap without the Fighting pool. This saves you 3 power choices, but is more expensive in slots and you have less freedom in slotting options.

It's not just the time. Some people have had bad experiences with people quitting when the going gets tough, or not even being able to complete the TF, or frustration when they hit a rough spot, etc. so they're willing spend more time assembling a team that stacks the odds in their favor.

1) Yes, keep both.
2) Actually, the slotting I gave is 4% lower damage. (You do save two slots, and IO builds tend to get some +Damage set bonuses, though.) 3 level 50 common Damage IOs is +99% damage, while 4 Dam/Rech IOs is 95%. Due to enhancement diversification, going over the equivalent of 3 even-level SOs (or about +95% enhancement, for damage and recharge - some other types are lesser) gives sharply diminishing returns. Mids' indicates this to you by showing the enhancement value in red.

I'll just comment on the slotting:
Level 1: Ring of Fire- [*] (A) Accuracy IO
- (A) Positron's Blast - Accuracy/Damage
- (9) Positron's Blast - Damage/Endurance
- (9) Positron's Blast - Damage/Recharge
- (15) Positron's Blast - Damage/Range
- (34) Positron's Blast - Accuracy/Damage/Endurance
Ring of Fire does about the same damage as Fire Blast (albeit as a DoT with shorter range), animates quicker, and can be used while mezzed. Since you skipped Flares, I'd slot and use Ring of Fire as a blast to beef up your single-target attack chain. It's also another nice place to slot ranged damage sets for the set bonus.
Level 8: Fire Breath
Slotting Range enhancements in cone attacks increases the length of the cone, letting it hit more enemies. I'd 6-slot Fire Breath and put a Range common IO in the last slot.

I would replace the Miracle: Heal with a Numina's Heal/End. You lose 4% regen and the 2.5% recovery set bonus, but gain 1.88% HP bonus, which will help you hit the HP cap (which I think all Blasters should at least attempt to do).

This is badly underslotted. FSC is a good attack, but it recharges slowly and is very heavy on end. You can add 2 slots and mix and match pieces from the other PBAoE sets to round out the enhancement values, or try 5 Obliteration (all but the proc) + 1 EndRdx common IO, which also gives you pretty good enhancement values ontop of a 5% recharge bonus.

You spent 5 slots in a power that doesn't need any slotting just to get a 3.75% recharge bonus; that's not really a good use of slots. Take those 5 slots and 6-slot all your attacks.

Consume needs accuracy to hit.

Badly underslotted. Blazing Aura and Hot Feet need Accuracy to hit, and like any proper attack, you need to cap the Damage enhancement. Mix and match triples from the PBAoE sets so that you max out the damage, accuracy and endurance reduction. -
I've been hit by this bug too, not once but twice: One character was given 33 months and the VIP badge (which I petitioned), and I just found out that another got 15 months.
It's really annoying, since I enjoy being a (relatively) new player. And because I have very few characters, not playing the affected ones isn't really an option, either. >.> -
Once, steamrolling the second mission of the LGTF, we were fighting the 4 EBs at the end of the last encounter. Death was was in the deep red and started to fly away, out of my range, when the Fire blaster's Blazing Bolt exploded him from clear across the room.
We all know that snipes suck, but that was the closest the game came to making me want to take Blazing Bolt since I respecced out of it last year. -

Congratulations.
Were you buying recipes and crafting them or just flipping the crafted purples? Not many people seem to be aware that crafted IOs occasionally sell for far below recipe price since less people lowball them. When I'm crafting, I always leave some bids out for the crafted IO at a few million above recipe price and flip any that fill. -
Given how CoH is so heavily instanced, I doubt you'll ever find a large group of people milling about anywhere other than AE and the Markets.
For teaming, I normally idle in global channels. It's not likely for you to be "seen" unless you say something first, but they have the advantage that people can talk in them even if they're in missions, SG bases, or six zones away. -
All this talk about expensive IO pieces got me thinking: what if you entered the billionaire's club (and promptly exited it) by paying 1bn for an IO?
Wouldn't that be stylish! -
When a friend and I played Gladiator matches, we also found that the Snake Cobras were unusually tough. Not only do they have a Dull Pain clone and a toxic damage cone attack, I believe one of their melee attacks is also an AoE. In our matches the Snakes beat even Freakshow Tanks in even numbers. Only a few things could take them out - Tsoo bosses being one of them (Critical strike, kin powers), Archmages of Agony and Nemesis Warhulks.
