First Lvl 50 Character Build Fire/Fire
Welcome fellow disciple of Meg. My main is an updated version of the suggested build which I've been playing for about 8 months. The build comes together amazingly well. I was considering taking Flame Mastery for my alt build but I caught alt-itis.
1,3. I'd recommend sticking with the guide and taking Recall Friend aka Summon Meat Shield as your lvl 49 power instead of Assault. It's amazing that you can run Aura and Hot Feet while constantly blasting. Assault pushes the endurance demands of the build too far imo.
2. From my personal experience, Meg's build maximizes damage being able to cycle through fire/fire's most damaging attacks while at the same time having Aim/Build Up as quickly as possible.
4,5. Recharge is the goal of the build. Having Aim and Build Up 19.5% faster makes all the difference in the world.
6. 5 Obliteration is the optimum slotting for Inferno now.
7. Any io unique slotted into a constantly running power will run continuously. So as long as you don't exemplar down below the power or shut off the toggle it will always be on.

I'll just comment on the slotting:
Level 1: Ring of Fire

Ring of Fire does about the same damage as Fire Blast (albeit as a DoT with shorter range), animates quicker, and can be used while mezzed. Since you skipped Flares, I'd slot and use Ring of Fire as a blast to beef up your single-target attack chain. It's also another nice place to slot ranged damage sets for the set bonus.
Level 8: Fire Breath
Slotting Range enhancements in cone attacks increases the length of the cone, letting it hit more enemies. I'd 6-slot Fire Breath and put a Range common IO in the last slot.
Level 18: Health

I would replace the Miracle: Heal with a Numina's Heal/End. You lose 4% regen and the 2.5% recovery set bonus, but gain 1.88% HP bonus, which will help you hit the HP cap (which I think all Blasters should at least attempt to do).

This is badly underslotted. FSC is a good attack, but it recharges slowly and is very heavy on end. You can add 2 slots and mix and match pieces from the other PBAoE sets to round out the enhancement values, or try 5 Obliteration (all but the proc) + 1 EndRdx common IO, which also gives you pretty good enhancement values ontop of a 5% recharge bonus.

You spent 5 slots in a power that doesn't need any slotting just to get a 3.75% recharge bonus; that's not really a good use of slots. Take those 5 slots and 6-slot all your attacks.

Badly underslotted. Blazing Aura and Hot Feet need Accuracy to hit, and like any proper attack, you need to cap the Damage enhancement. Mix and match triples from the PBAoE sets so that you max out the damage, accuracy and endurance reduction.
Ok, looks like I got a little more homework to do. I'll incorporate the comments and try to post a build later this week. I won't have access to my computer with the builder for 3 more days and I can't download it on the computer i'm currently using. Any other comments are always welcome.
Question 1: If I one slot combat jumping should i keep the +6% hit or the recharge speed. Seems like a good idea to keep both.
Question 2: 3 dmg IO is 42.4*3 and the same for recharge I think (don't have numbers in front of me). If i changed inferno to 4 slots with 4 dmg/rec at 25.6% each how does that equate to the same enhancement values exactly?
1) Yes, keep both.
2) Actually, the slotting I gave is 4% lower damage. (You do save two slots, and IO builds tend to get some +Damage set bonuses, though. ) 3 level 50 common Damage IOs is +99% damage, while 4 Dam/Rech IOs is 95%. Due to enhancement diversification, going over the equivalent of 3 even-level SOs (or about +95% enhancement, for damage and recharge - some other types are lesser) gives sharply diminishing returns. Mids' indicates this to you by showing the enhancement value in red.
Ok I think i've incorporate the first round of comments. I got responses below. Of course, let me know what you think. The set below has 184% recovery +65% recharge according to total sheet in the builder. The first one had 187% recovery and 63.8% recharge but gained a good bit of damage.
1) Consume - 234 and leav both thought consume needed changes. Added 6 piece Efficiacy there. It is really a good set. I originally had 2 End Mod/1 Rech. So this required adding 3 slots.
2) Inferno - 234 wanted me to take 1 slot away and add 5 piece obliteration. Leav wanted me to add 4 dmg/rech IOs from different sets. I really like the bonuses for obliteration so I added 5 pieces to it. Therfore, I took away one slot
3) Char - Had to add 1 slot. Added 4 piece devastation/2 Piece lock from 234's build.
4) Rise of the Phoenix - removed 3 slots. Originally had 5 piece performance shifter 1 recharge. Added 3 piece obliteration from 234's build.
5) Changed lvl 49 ability to recall friend. A purpose for this ability would be nice. Seems useless.
6) Ring of fire - I hate it so I don't plan on changing it. Blaze/fire blast/fireball hopefully will be ok for single mob attacks. I will keep this in mind for a tweak later. I apologize.
7) Fire Breath - Had to add 1 slot and put a range IO in it.
8) Health - replace Miracle Heal w/ Numina's Heal; would lose -4% regen -2.5% recovery but 1.88% hp. I kind of don't want to do that because I want the 2.5% recovery. I will keep this in mind if as a possiblity later. No changes were made.
9) Combat Jumping - removed 4 sockets. Keep kismet (acc +6%) and luck of the gambler (recharge speed). This made me lose 1.5% Recovery but I made it up at efficiacy set bonus that was just added.
10) Fire Sword Circle - drop 4 piece scircco which the only good set bonus was +9% acc (nothing else good imo) but changed it to 5 piece obliteration 1 end. The set bonus on obliteration for 5 pieces includes +9% acc and had other great bonus which i'm sure is why it was suggested. [/b]Had to add two slots[/b].
11) Blazing Aura/Hot feet - at this point i only had one extra slot. I added one to blazing aura and reworked the enchancements for both to fit the suggestions. I don't know where to get more slots and I slot 1.5% Recovery doing this by dropping Tempest 2 piece.

1) The abilities I've chosen may not be the best overall for a fire/fire blaster. The abilities i've chosen are fun for me and that is why I play this game. Unless there is something obviously wrong with the abilities i've chosen they are pretty much set in stone.
2) The guide I referenced highly valued recharge over damage. Is this a general consensus among blasters, if not then the entire build will need to be redone and that's fine.
3) I have absolutely no idea what to choose as my level 49 ability. Assault is decent but i'm afraid I have too many toggles and I only have one slot in it therefore little end. reduction.
4) Ranged Damage IO set - Decimation (lvl 40) vs Devastation (lvl 50). The guide suggested:
Decimation
Acc (62.7%), End Red (43.4%), Dam (91.6%), Rec (62.7%)
2: reduces the duration of Immobilize effects on you by 2.75%.
3: Increases maximum Health by 1.13%.
4: Increases maximum Endurance by 2.25%.
5: Improves the Recharge of all your powers by 6.25%.
I like devastation alot which has more % modifiers overall

3: Increases maximum Health by 2.25%.
4: Improves the Damage of all your powers by 3%.
5: reduces the duration of Hold effects on you by 3.3%.
Since the primary focus of the build is recharge I can see why he choose decimation but was curious what the pros thought.
5) Melee Damage - Same as question 4 with Crushing Impact vs Mako's Bite.
6) Inferno - The guide suggest 3 dam (127.2%) and Rec (127.2%) but I also looked at the set below.

My thought is that inferno is always used with build up/aim and that should take care of accuracy, so it may be better to do the 3 dmg/3 recharge. Just wanted opinions.
7) How exactly does Celerity: Stealth, Mirage + Rec, Numina +Rec/+Reg, Regeneative Tissue +Reg work, and a few others. The COH wiki says they last 120 seconds but I can't find what the cooldown is.
Ok I realize this is a lot to ask. You don't have to answer everything just help with what you can. So....let the scrutiny begin.
