Sounds like the bug affecting Oil Slick, it also cons with a blue "friendly" box and is difficult to light according to some posts here in the forums [since yesterday].

Well, this isn't true for the Invention Discount Coupons (Entrepreneur Day job), since I had 5 when I logged in and used them all, logged off for about 2 hours, and I just logged in and another was earned in that time.
Edit: Just noticed that during that time I also earned a charge on the Enhanced Day Trader teleporter as well; went from 9 to 10. -

Rolling over each of the zones give's you it's name.
(To add; if you are looking for Rikti for the Aura mission, the Science Store contact in Brickstown gives a mission with Rikti in it to unlock his store). -

Although the statues are generic and used everywhere, some of the statues are the same as in other zones where they are identified by plaques or zone descriptions. I'll see if I can dig them up once the servers come back up.
South East statue could be John Knox. In Steel Canyon the history plaque on the same statue reads:
This statue honors John Knox of the Midnight Squad, otherwise known as the Crimson Fist. Knox was among the many heroes to give their lives in the Rikti War, but he is best remembered for his efforts to keep Superadine off the streets. Using his powers of telepathy and divination, it was he who first linked the sale of Superadine to the Family.
North East statue could be Wavelength in a different pose. The large statue at the north end of the northern bridge in Independence Port is of Wavelength. It is mentioned in the mission text for "Assist the Security Chief in Independence Port", which reads "If you get a chance take a look at the Statue of Wavelength near the water. She was a speedster who fell in the Rikti War."
North West statue could be Mustang in a different pose. The large statue in the Rikti War Zone with the Ace badge has this description: "This statue honors Mustang, a valiant hero who fought during WWII."
South West statue could be Galaxy Girl in a different pose. Her large statue is in Galaxy City with a plaque that reads: " Kelly Graham never thought she was destined for greatness. That changed one night when she was walking home from work. She came upon an innocent woman being dragged into an alley by some masked men. Kelly called out for help, to no avail. As her fear and anger grew, she launched herself toward the alley. After a blur of flying, energy blasting, and healing light... Galaxy Girl was born!"
Also, the statue in the lake at Prometheus Park is of Wayland; his statue, and that of Cassiopeia and M1 are mentioned in the Galaxy City zone description: "Several breathtaking statues are found scattered throughout the district, reminding the residents of those who gave so much of themselves for the people of the city. The sculptures are all dedicated to heroes who made the area their home, and include Wayland, a self-proclaimed descendant of a Norse hero; Cassiopeia, the lovely psionicist; and M1, born and raised Matthew Barnes in Equinox, who enlisted during World War II and joined the 1st Hero Brigade." -

I might be able to put something together. I only did the two for Kheldians because someone suggested it, and there was already animation/VFX there for shape-changing. VEATs don't have any sort of shape-changing powers to pull directly from.

I'm going with the odds on favorite and most common cause. A reskinning program like Windowblinds. This is a program that gives your interface a custom feel to it. It's by Stardock so it will usually be found in a subfolder of stardock on your programs list. Tell it not to reskin any program in the city of heroes directory.

Yup, looks like a version of Stardock for Dell is installed:

Edit: upon a closer look it may not be a skinning program but worth seeing if it has an option to disable it to see if it might be a cause. -

Earn the Day Job Accolade "Socialite", that gives the placate power "Beguile". Then you can placate and go invisible to evade.
(Also great to have 2 placates on a stalker/night widow/bane spider.) -

If you open the Enhancement management screen and roll over the power a pop-up window will give you the details of the power. If you don't see this roll over window check your options and make sure "tool-tips" is turned on. [Menu > Options. General Tab, Miscellaneous section]
For Acrobatics [in the Leaping power pool] it shows under the heading "Allowed Enhancements": Reduce Endurance Cost, Enhance Recharge Speed, Enhance Knockback.
The knockback protection is enhanced as Panzerwaffen described above. As you can see from the list there is no allowed enhancement for the hold resistance. -

I also have had it granted through petition 3 times with characters who finished between lvl 27 and 30 (non-flashback), but since that patch note was added I've run it once with level 25, and dinged 26 upon facing Heracles and was still awarded the Wedding Ring along with the merits. It might have been because I was still level 25 as I hadn't trained to 26 yet. -

So basically, due to the inability to pay my subscription I was deactivated. After like... a 7 month hiatus I come back to play. The last active person was online 102 days ago and counting, yet when I go to check on my base upkeep, it says that it has already been paid. Odd?
I go to my base, which used to work fine, and none of my items that use energy or control work, yet my generators are all there. It also says 120 energy being consumed, 0 being produced. 80 control being consumed, 0 being produced. Now, I've tried everything, I've made generators, mainframes, they don't even show up apparently on the status.
Did a /petition and they told me that after a few months you get locked out and need to pay the base upkeep to reactivate it. But.. it always says the base upkeep has already been paid, and no one has been on in 102 days. Help?

This bug has happened even before the base rent changes. Just escalate the ticket you already put in.
I've had this happen about 6 times on various bases, 5 times it was cleared within 24 hours.
The last petition I put in used the same format as the others, but I got a support person that didn't read bother to read my one clear sentence:
Me: Rent for villain supergroup is not due, SG registrar will not accept payment, yet base power is disabled.
Response: [paragraph on how base payment works] ...
So , please check if your base rent has been paid up or not. if it is not been paid, please pay it thruogh your Supergroup Registrar.(sic)
So I re-worded and simplified my first email :"Rent not due. SG registrar will not accept payment." and they escalated the ticket. It took about 3 days for that one to be fixed. -

Missed the announcement, but I tend to use the freespecs as I need them; not because there's a new one on the way. Think I've only used a vetspec once after running out of freespecs.. and this is on. .er . .100+ characters in 4 years. -
It's from Tobias Hansen actually. I do love the map on that one; getting into the base through access grates, the fog, and also the wandering patrols makes it feel less ... static.

Strange, I just ran into Positron, playing solo/level 1, and he was listed as an Elite Boss. I teamed with a friend an hour later who had the same mission [but the difficulty raised to 4] and his title changed to Hero with the increased team size/difficulty.
Mission was "Defeat Positron" from Ambassador Kuhr'Rekt.
Edit to add: I agree the title "Hero" is used inconsistently. -
I can think of about 4 missions right now ( I'm sure there are a couple more ) that have always had timed waves rather than defeat one and the next spawns.
I haven't noticed any other missions "change" from the second style to the first.
Off the top of my head, mission that send waves in timers and do not wait for the first to be defeated: Help find Fusionette, Rescue Waylon McCrane, Extract Pyriss, Recover Amanda Vines, Find the Truth behind the PTS and Free Willy's source from Arachnos. I know there's a Freakshow map during the Freaklympics arc as well, and a one-off Crey lab mission where you get about 8 waves after clicking a computer. -

Just to expand on the contact difference a bit more:
Unlike heroside, contacts will only pass you up the contact chain within the same zone. Once you outlevel a zone you'll need to go to the next zone and run newspaper missions until your broker bar for that zone is full, then do a mayhem and get introduced to a contact in that zone.
As well, if you don't have any more contacts in the contact chain you have to do newspaper missions to start another contact chain in that zone.
