But saying that they are all the same because they're "just power effects", then you might as well say that Vengeance and Fortitude work the same way because they're "both power effects".
If you want to avoid arguing over semantics, it's a power effect. That's not very helpful, because nearly everything in the game is a power effect.
By the by, Vengeance and Fortitude do work in the same way. Both activate targeting their specified target type. Both affect all correct type targets within their specified area. Both apply a series of power effects to those targets.
That description of the two powers isn't very helpful, but it's completely truthful. The difference between comparing Vengeance/Fortitude and various special IOs is that the terminology for describing Vengeance/Fortitude in a useful fashion was laid out by the developers and by previous games. Not so for our special IOs. -
We're talking about when you're under level 10 (when you don't get debt at all), or killing yourself with the Self Dectriction power from the Cyborg pack (which doesn't give debt)

It's just semantics. If you want to shoot to the heart of what it really is: it's a power effect. So are set bonuses. So are the effects of enhancements on your powers. They're all power effects.

Also, in the I11 trailer, Mender Silos says that there are "11 methods of time travel". The Pillar of Ice and Flame "grants us the greatest temporal accuracy while also being the most accessible to the super powered beings needed to alter the causality curve."

I agree with the sentiment, but I don't think they "missed" the opportunity. They intentionally avoided it. =/

I've always suggested the introduction of an NPC on the shore of Lake Salamanca (or in a boat in the lake) who hands out a Camera temporary power.
Mechanically, the camera would instagib Sally, and Sally would be immune to any other form of damage.
In context, you'd be taking snapshots of the Lake Salamanca Monster to prove her existence, making you a "Believer".
- We know critters can be immune to all damage (100% resistance to all)
- We know powers can instagib a target (Snake-B-Gone temporary power)
- We have a camera emote already
Her death animation already has her diving back under the water. All that's really needed is the Camera temporary power and an NPC to give it to us, and buff Sally's resistance. -
When I work toward purples, I generally run at -1/x8, and on average I've been getting 1 purple per play session (during play seesions when I'm trying for purples); my play sessions are usually 4-5 hours long, though they're occasionally longer.

Since you're interested in creating an IO build, I STRONGLY recommend Mids' Hero Designer. It will let you plan out your build and the IOs you slot, without forcing you to buy, sell, farm, and respec for months on end to find what you like. Mids' will also tell you the results of your slotting, as well as when you're breaking the Rule of Five.

Fear powers, of any kind. This is why I want Dark Miasma ported to Controllers, so that I can make a Mind Control/Dark Miasma Controller with Intimidate and Invoke Panic from the Presence pool. Then I'd probably pick up Power Boost from Primal Forces Mastery.

Actually interacting with the game is highly unlikely for a mobile app. The devs aren't likely going to make any mobile apps for the game, and the community doesn't have access to the network traffic that needs to be sent and received (and to where). There's also the issue of security, since you'd be entering your account's user/password into a 3rd party application (bad idea).
A program like Mid's could be done, but someone has to take up the project first.
There is one thing you could do, right now. I believe there's at least one Remote Desktop mobile app; there's probably even more than 1. If your computer is turned on and connected to the web, you could use a remote desktop application from your phone to connect to your desktop and make your desktop play the game thruogh your phone.
It wouldn't be fast, and it might be prone to crashes, but you could probably chat or manage your stuff on the market in that fashion. -

Open your veteran badges window, and there should be a copy of your 9mo badge which isn't really a badge, but instead has a "claim respec" button next to it. After clicking the button, the not-really-a-badge will disappear.
Clicking the button gives you an earned respec, just like completing a trial or a patron arc. In order to actually respec, you need to visit Jack Wolfe (Galaxy City), Arbiter Lupin (Nerva Archipelago), or Arbiter Sawyer (Port Oakes) -

Because Cryptic is finalizing an update which adds a new zone and fixes some glaring problems with their leveling path which they have already admitted to having... which will be a paid expansion.
Of course, since people are leaving CO over a paid expansion, I'm not sure releasing GR info (another paid expansion, albeit one with more meat) is the best attack. We should get I17 info instead
