Open your veteran badges window, and there should be a copy of your 9mo badge which isn't really a badge, but instead has a "claim respec" button next to it. After clicking the button, the not-really-a-badge will disappear.
Clicking the button gives you an earned respec, just like completing a trial or a patron arc. In order to actually respec, you need to visit Jack Wolfe (Galaxy City), Arbiter Lupin (Nerva Archipelago), or Arbiter Sawyer (Port Oakes)
