I know from the science pack test that the costume change animation continues through the change. On live, my toon is set to /e idle instead at the change instead of the rest of the drinkformula and superserum emotes. (well heck, ALL of the costume change emotes are like this) I could see if this was due to change in skeleton (male/female/huge), but it's happening without.
Why did it break from test to live? -

Ok, seriously. My Brutes often keep to a soft cap of 30% without an AV around. Even at that, Brutes may out damage a scrappers' inherent 5% chance of double damage. -

This name has been stupid for years. It is not going to get fixed just now because of perceived 'heroicness,' especially because you have a narrow definition of what flavour is and isn't okay.

Thermal just looks evil. Granted, both Cold Dom and Thermal were both Villain only sets. Statesman never intended powersets to cross AT's like they have. It's a lot more fun that they have, though. -

I posted a similar responce in another thread in the player questions section...but I haven't seen where the devs have specifically said we are NOT getting any more that whats listed for customization. Castle mentioned that the proliferation listed sounded final, but didn't talk about customization. They have said somethings were mistakenly off the list of main powersets they did list (poison, pain dom, etc). They have also said they are still working on it and aren't finished, like traps. Even says more to be announced at the bottom of the overview page.
Its too soon to start crying doom about no pool/epic/patron customization. If they don't do it this issue, maybe next or even a 16.5 release. They have the process figured out (or at least almost) on how to do it. Most of the epic and patron powers are clones of powers that are getting customized. And the pool powers, there aren't many that actually interact with other NPCs much, espeically hasten, superspeed and teleport that I've read about the most, which the other character interaction was the complex part to do according to BaB's old power customization FAQ. If they don't come in with this issue, I'm sure they are on the top of the list of things to do for future issues or updates. So sit tight...there's still most likely several months before it is absolutely final...this is the announcement of the general information, not the release notes.

An odd(and rather minor) bug I found last night. When one is hovering/flying, /em juggle works, but not the others (/em Jugglefire, /em juggleelectricity, /em jugglemagic)

With the advent of AE, Drops--well--dropped significantly while players figured out the ticket system. The one thing we can't get from AE are purple drops. Less supply, but just as much demand. The cost of purples(already crazy) skyrocketed.

As for Stimulus, there was one. Not in inf, but recipes appears on the market the day of the 5 year anniversary. A number of Pool B and C recipes appeared for low price (for those that didn't assume expensive and bid as such). -

Placate is a debuff, thus it's unaffected by status protection. It can be resisted, by a very few critters, or by other players, but it can never be completely negated even in those cases.
Additionally, since there is no way to negate the effect, it means whenever the proc triggers, you're guaranteed that the target is Placated. It might be a shorter duration, due to Placate resistance (again, there are very few critters with Placate resistance, i've even seen screenshots of Hamidon and Mitos being Placated), but it will still be a guaranteed effect, just like Defense debuffs, Resistance debuffs, ToHit debuffs, Damage debuffs, etc.
So yes, it does provide a benefit. You can't "unplacate" a Placated foe, but you can wake up a Sleeping foe. It will provide more benefit in low mag Sleeps, or when used against foes with status protections, but it really can be beneficial for practically any situation where you find yourself using Sleeps.

The comment still stands.
They are delivering only two sets with alternate animations for i16, as opposed to every set.
"For our powers" in this case doesn't apply to anything that's not SS or MA, which is the case for MOST of the powers in the game.
So if you're not SS or MA, they are not providing alternate animations to you powers in i16.
If I instruct someone to "stack the boxes on the floor" and they only stack two of the ten boxes on the floor, the job is not complete. You shouldn't have to specify "stack ALL the boxes on the floor". It's implicit.
In this case, it should have been implicit I was referring to all the attack animations in the game, not just MA and SS.
The i16 info actually vindicates me. We're only getting a couple sets with alternate animations for i16. Even if we get some later, that still wont be for i16.

I mean, I really didn't believe we'd ever have access to alternate animations. I said "really lucky"if it happened. It's miraculous as I'm concerned. I'm psyched! The tech exists, and could even be possible for more of this down the road! It's fantastic! -

I believe it's been back-burnered again and again. From what I could tell about Incarnates, they were a particular Archetype(Tanker, Defender, Mastermind), plus an third powerset from an different archetype. Such a character runs afoul of "Why play the regular Archetypes?" -

I've suggested this a few times already but I don't even know if this game even allow a real Jump and Kick to happen.
What I mean is making Eagle Claw a 20'-30' range attack but instead of shooting something out of your legs (like Focus), you actually Fly, Kick and LAND near the target.
The only thing that is close to this idea is Lightning Rod type of power but you actually have to select an area first.
I think it will be a fantastic buffing idea for Martial Arts as it lacks any real advantage over Dark Melee and Energy Melee as ST Damage Set, and it fits the theme very well too.
What do you guys think?

It is frustrating that only the men can be tattooed. Granted, even then, it's limited to the Yakuza tattoos.
They now have the option to have different ears, pierces could easily be placed there ("Ears with loops", "Ears with studs") -

Procs seem to have their own aggro built in(at least damage procs do). When used in power that don't aggro by themselves (like confuse), a damage proc will cause aggro if it fires. -

Yup. Even worse about EA, no Psi Defense short of the smidgen from Energy Cloak. Toxic? There is no such thing as Toxic Defense!
The Damage Resistance is only from the auto powers and thus, very little.
The 'heal' was tacked onto Energy Drain, and is pitifully small. -

Also, Grant Cover. While the Defense itself only works on teammates, the DDR and the Recahrge DR effects you (and them). Both the DDR and RDR are enhanceable too. -

You cannot affect the refresh time of SoW, AT ALL. Period. No way around it.

The part where the dteailed numbers show the recharge is lower with Aegis Res/Rech and Rech/End/Res. It could be errouneous data, but the devs did mention that this could happen, they don't have a means of circumventing it.
I'll go test it out.
Edit: Tested, took a full 5 mins despite the recharge 'enhancement'. The recharge in the detailed info is erroneous. -
OK, so global shouldn't work. IO sets seem to be the only way 'round. It's not supposed to work, but they can reduce it's recharge, but no way to make it perma.

As far as I know Global Recharge effects can affect Strength of Will's recharge(not 100% certain of this, however). If global recharge works, it would take a monstrous amount of recharge to make it perma.
What does work: You can slot IO Set pieces with Recharge in them. Aegis Res/Rech will shorten the power's recharge. It would be very difficult to make it perma when it cannot take generic recharge IO's(SO's or what have you). -

The game does rest in a grey area (How does one 'arrest' with a sword?) Poisons aren't quite so grey.
In the real world, shooting someone with a gun is Assault with a Deadly Weapon. Tip your bullets with poison, it immediately becomes Attempted Murder. By poisoning your target, your motivation was to kill in the eyes of the law.
