SoW's recharge is non-enhanceable. 300s Recharge is fixed.

Yes, it was fixed precisely so it could not be made perma. It has other nice features, like no big crash, so it's quite nice for that. If they hadn't made it fixed, it would have looked more like Unstoppable for recharge time, etc.

As far as I know Global Recharge effects can affect Strength of Will's recharge(not 100% certain of this, however). If global recharge works, it would take a monstrous amount of recharge to make it perma.
What does work: You can slot IO Set pieces with Recharge in them. Aegis Res/Rech will shorten the power's recharge. It would be very difficult to make it perma when it cannot take generic recharge IO's(SO's or what have you).

Powers like Strength of Will and One With the Shield are hard-coded to be affected by absolutely no recharge. Doesn't matter how you try to reduce the recharge, it won't change the fact that Strength of Will recharges in 300 seconds. Just the way it is. However, like I said earlier, it's balanced out to make it worthwhile. I'm sure some people will support Unstoppable to the death, but I would probably prefer something like Strength of will over the negatives Unstoppable has.

OK, so global shouldn't work. IO sets seem to be the only way 'round. It's not supposed to work, but they can reduce it's recharge, but no way to make it perma.

No, SoW completely ignores any form of +recharge. Enhancement, set bonus, buffs, it's completely static - there is no way to modify it, ever.
I just hopped on my WP/Fire that happens to have 22.5% recharge (going for the Aegis f/c def) and 30% global recharge. From when I activated SoW to when it was ready was 5 minutes - its base recharge.

What part of "it's a fixed recharge rate and it cannot be altered in any way" don't you get?
You cannot affect the refresh time of SoW, AT ALL. Period. No way around it.

The part where the dteailed numbers show the recharge is lower with Aegis Res/Rech and Rech/End/Res. It could be errouneous data, but the devs did mention that this could happen, they don't have a means of circumventing it.
I'll go test it out.
Edit: Tested, took a full 5 mins despite the recharge 'enhancement'. The recharge in the detailed info is erroneous.

The good news is that -recharge can't affect it either, which can be nice if you are facing enemies with -recharge.
So without the fixed recharge, would this be worth taking?

Depends your build. I have it on my WP Tanker and use it occasionally under extreme alphas and/or AV situations. It comes in handy but not a "must have".
It becomes more important if your WP Tanker isn't built to be a team Tanker but you're trying to use it as such (i.e. no Tough/Weave and/or defensive components).

I vote absolutely.
*) It can be used as a temporary end boost while leveling, which is generally before significant IOs are applied. (I say temporary because the crash is just about as much end as you gain over the 2 minutes.)
*) Combined with Tough allows you to cap s/l res. This makes a huge impact. I wouldn't want to be on an ITF or STF without it.
*) On the rare occasion that you do get mezzed, you can still activate it. It's a rare application now (post toggle-drop change), but it's still worth mentioning. (I've used it this way vs Malta and Ghost Widow - the later when soloing her as an EB or doing the Mender Silos TF.)
Its also up 40% of the time, which isn't bad by any means.
Is SoW perma-able? if so whats the amount of recharge to do it, and would that recharge be useless or does it come with other stuff and not just gimped for recharge....im not good with the numbers but it seems doabl
5 min recharge, last 2 mins, so anything near 2 mins will satisfy me...
