  1. Well, taking what you have and modifying with cheap in mind, here's what I came up with. It shouldn't be too expensive. You can get the two Perf.Shifter +End in a few short days of Tips via HVMerits.

    It's not the best build ever, but it should be very functional.

  2. Yeah, this is an annoying problem.

    Several of the contacts in Praetoria literally cut-off mid-stream if you outlevel them.

    Sinclair, as listed on the ParagonWiki, caps out at 15, which matches where he cut you off.

    It needs to be worked on. Most normal contacts will continue giving you story-arc missions even if you outlevel them.

  7. Another example to go with Balanced's right above. Ignore any set bonuses, as we are just interested in enhancement value.

    L50 Acc/L50 End/L50 Rech/3xL50 Dmg = 42.4% Acc/End/Rech & 99.08% Dmg

    L30 Focused Smite (all 5) + L40 Crushing Impact Dmg/End/Rech
    = 56.5% Acc (gain of 14.1%), 58.4% End (gain of 16%), 75.27% Rech (gain of 32.87%) and 95.29% Dmg (loss of 3.79%)

    Way better overall enhancement. Focused Smite recipes from L30-L40 are very inexpensive. I regularly buy L50 Crushing Impact D/E/R recipes for 100k or less, so anywhere between 40-50 shouldn't be expensive.

    When frankenslotting, don't get caught up on the level of the enhancer. Focus on the overall enhancement of the power. That's all that really matters. Pick the minimum level to achieve your desired enhancement value and then anything above that is just bonus.
  8. Combat Jumping will solve the "off the ground" immobilize problem. It also gives you a spot for the Kismet, which is quite handy.
  9. Ok, taking what you had, and trying to keep cost down since I don't know your fund levels, here's a basic rebuild with minimal new purchases.

    The only psuedo-expensive thing I added was the Kismet +ToHit in CJ. This is obviously optional, but it's well worth it. I picked CJ in place of one of the dropped powers because it goes so well with SuperSpeed.

    As noted by New Dawn, your set bonuses are pretty haphazard. But, I left them alone and just got basic functionality slotted up for minimal cost.

    There are still 9 slots left to allocate as you like.
  10. Now then, you have two utterly wasted picks. They are Kick (or Boxing, you only need one of them) and Flurry. Also, these, and Brawl have wasted slots in them. You have plenty of ElecMelee attacks and should never swing these, especially as underslotted as they are. All you do when swinging these as slotted is waste time and endurance. Flurry should be replaced with Hasten. You don't need hasten, but at least even one slotted you could click it when massively slowed. Flurry, especially underslotted, is pretty much worthless.

    So, drop kick (or boxing) and flurry (get hasten). Unslot all slots from brawl and boxing/kick. You could even one slot hasten, or leave it at the 3 slots from flurry to maximize its uptime.

    Lightning Rod needs some accuracy. Stone Prison and Fossilize, if you ever use them, need some accuracy.

    Power Sink. Oh dear. Power Sink is awesome in a box. It takes End from your foes. It gives End to you. It's auto-hit. This should, in my view, be at least 4 slotted with 2 recharges and 2 endmods.

    Toggles don't need any recharge. Anywhere you have an end/rech slotted should instead be an end/resist.

    Lightning Field doesn't need any recharge. It's a toggle. It does, however, need accuracy.

    As you noted, your slotting in Grounded is wasteful.

    Your slotting in Health is pretty much wasted, as Energize should cover your HP replacement needs.

    I'll play with the build some this morning and see if I can come up with an inexpensive modified version and post an example for you given the feedback I noted above. Lunch calls right now though.

    New hard drive

    Assuming they get the CoH folder transferred over intact, the only thing you'll likely have to do is reset your Graphics settings.

    Those are saved in registry entries, which they are unlikely to copy over. CoH at launch will create these missing entries with the default settings.

    Very minor annoyance, at worst.

    Keep in mind the Hero/Villain Merits. 4 days (5 tips per day, 1 morality every other day, 22 missions) and you could have 2 HVMerits.

    This would get you the Miracle +Recovery quickly and cheaply with minimal fuss.

    The +HP bonus is #3. #4 is a "heal" bonus, which doesn't effect regen.
  16. The to-hit bonus is about you hitting them. The Beginner's Luck bonus helps you hit them.

    Them hitting you is a different subject entirely. Not saying you are wrong, just that it's not the same subject.
  17. Keep in mind the new Hero/Villain Merits for reinforcing Hero or Villain alignment.

    They can make getting LotGs and KCs a LOT easier/cheaper.

    edit: Also, the Heal bonus from the 4th Numina's in Health is useless. You'd be better off replacing the H/R with a Regen.Tissue +Regen.

    I didn't believe this one bit. So, I created a brand new Level 1 Praetorian.

    His "to-hit" in combat attributes at level 1 was 90%.

    Normal to-hit is 75%.

    So, Praetorians DO get the Beginner's Luck bonus to-hit.

    Yes!

    You don't slot FH with +regen, you slot it with Heal enhancements.

    You don't slot RttC with +regen, you slot it with Heal enhancements.

    The Spiritual boosts (beyond the common) that have +Heal are the equivalent of slotting extra Heal enhancements in all powers that take Heal enhancements.

    More HP if the power gives +HP (HPT), more Regen if the power increases Regen (FH, RttC), more Heal if the power Heals (no help to WP).

  21. Er, yeah, that. I didn't even pay attention to the name/title. Just the +3% Def part.

    Both the +3% defense (steadfast and gladiator's) IOs stack together with no conflicts.

    Build Advice

    I don't really have much to add to the good advice so far, but I will say this.

    Mocking Beratement actually rocks all the way out to 6 slots. The 5th slot is a huge F/C defense bonus and the 6th is a ever juicy 7.5% recharge.

    MB is just awesome.

    Also, I would suggest SoW just as noted, but I'd put the Gladiator's +3 Def in it. Since it has no enhancement value, and SoW doesn't need any enhancing, it's a perfect fit.

    I would suggest one of them be Permafrost. You could move the Steadfast +3 Def into it, and use the slot in Tough for a L50 End/Res. It also puts you at 100% Resistance (half duration) to Recharge debuffs, which is pretty nice.

    The other two, it's a complete toss-up.

    SS (stealth IO) + CP
    CP + FA (high end cost = meh)
    CP + PP (PS +End) <-- probably my pick
  24. I would suggest switching Char out to 4 Basilisks Gaze.

    You get the same E/N defense and Recovery bonuses, and you can +7.5% recharge.

    Not to mention Char lasting longer.
