I have a comment/question/gripe here, and it pertains to the very rare levels. Each one lists needing two rare powers to be made. However, every single one lists both the partial rare versions as requirements. The two conclusions I can draw from this mean either that it's merely a text bug/limitation and any two rares will do, or in fact the total versions of rares are literally useless to the advancement up the tree. The in-game tree even seems to indicate that the second theory is true.
If this is in fact intended, this means that anyone who creates a [Cardiac Total Core Revamp] cannot use it to make a very rare. This means the total trees are dead-ends and it should be noted ASAP for players to avoid them at all costs, unless they for some reason have no intention of going to very rare. Furthermore, if this is the case and it's intended, it should be immediately reconsidered, because it's an absolutely horrible idea. Especially for unsuspecting players who go this route and waste the time and effort. -

Does slotting a dam resist SO/IO in them do that ? If so yes.

Another good candidate is recall friend.
A lot of characters of mine picked up that power, after inherent stamina respecs. Just to use it as a WG mule. -

If I miss getting it unlocked by about 25-30, I run a flashback mission through the SG base.

Flashfire is your key control power.
AOE stun, hits up to 15 (IIRC).
Stun, then immoblise, the in for fulcrum shift and hot feet. Onto next group
With sufficient recharge slotting flashfire should be up almost every group. -
The position of the midwife at delivery exerts more (gravitational) influence on a baby than the position of any celestial body, bar the earth moon and sun.

Two previously suggested inf sinks
1) an unlockable costume option. 2 billion inf fixed cost recipe 'the inf cap'
2) A (or two) billion inf buys you a badge (named appropriately)
Either is better to my mind than equipment wear -

Even if you ignore everything else
Slot the 5-6 of each of the uncommons at 50 from the sets
Crushing impact (melee)
Thunderstrike (ranged)
Multi Strike (PBAOE)
Detonation (TAOE)
Doctored Wounds (Heal)
Red Fortune (def)
And forget about the rest of it.
The fact that they are all 50 and from the same set should temper your worry about oddballs.
Instead of (using CI) (using 1 acc 3dam 1 endrec 1 rech as the comparison)
42.4% acc
99.1% dam
42.4% endrec
42.4% rech
You get
68.9% acc
101.5% dam
68.9% endrec
68.9% rech
as well as any set bonuses, which you can happily ignore, apart from the fact that you will be even better...
Half (actually a touch over) an IO extra of acc, rech and endrec, all at 50, the enhancers all look the same...
Whats not to like (even for you) ?
My first venture into IO sets was like this. Picking sets because I liked the names, and they made the characters better each time I slotted a power. -

My wife and I ran an Khan, ITF and then a Lady Grey in rapid succession.
Her character went from unslotted to common, to uncommon (including buying one Grai Matter), with a few (5 IIRC) shards left over.
My character went from common, to uncommon with 15 shards (plus a Hero 1 common component) banked towards the eventual rare tier.
3 (maybe 4) TFs to get to uncommon from a standing start. -

I'd suggest late game TFs like Lady Grey and the ITF.
If solo, I have been running the Lady Winter mission, Borea repeatables, or Shadow Shard ones. -

Trip mines stacked from a decently slotted solo blaster can 'one shot' an EB pulled onto the stack -
I never gut old characters
Even if they still have non-inherent stamina etc in a couple of years time, will that make them less effective ? (less than optimal for sure, but I don't min/max every character).
Heck my rad/rad still have an I7ish era build with just a couple of IOs added. Still a very requested character for me to bring. -

you will see a significant improvement in each character using just crushing impact (melee), thunderstrike (ranged), doctored wounds (heal), red fortune (def) detonation (TAOE) and multi-strike (PBAOE).
Its not fully optimising, but all of those sets have decent set bonuses and are affordable as well as looking after the key parts of each power to enhance.
Mez sets, are generally cheap for a controller, same as pet sets. So feel free to fiddle much more with those.
