Well with a SS/SD brute you're not going to hit the Hard cap for resistance without team buffs. SD gives you defense so you should build for defense. The soft cap is 45%, you don't really need to go over it. I try to aim for 46-47% Defense because of -Defense attacks.
As for I'm just going to get hit, with Soft Capped defense you're not just going to get hit, you're going to get hit about 1 out of 20 attacks. Also 45% defense is about the same as 90% resistance. -
This is more how I would slot it, I just moved slots and IO around. It gives you more defense, better DPS and as better recharge.

You should take The Regenerative Tissue: + Regeneration in Revive out, it only works when you use Revive.
I would like to have more defense in my build but it's not like you need to have it. but if you're going to spend 2 billion on the +3 Defense IO then you should at least have Steadfast Protection +3 defense in your build too.
In all your attacks you took out the procs. Procs are good to have it will help with your DPS. If you don't have the room for some of them that is fine. However I would put the Procs in One Thousand Cuts and Blinding Feint because the purple IO go so far in to ED that if you take the damage IO out out and replace it with the proc you will be doing more damage over time. Also if you're only going to 5 slot your attacks you're better off going with Crushing Impact because of the +5% recharge time, which helps regen a lot. Mako's bite is okay but, the best set bonus is the +3.75% Defense to ranged.
I would also say you should put Achilles' Heel: Chance for Res Debuff in Ablating Strike. It will help a lot with your DPS and help against mobs that are resisted to lethal.
I would also take out 2 of the LoTG in Moment of Glory and put just recharge IO in, so Moment of Glory comes back faster. Really don't need the Hit points with Dull Pain and the accuracy with Blinding Feint.
Don't think you really need the Endurance Reduction in Integration, you should be just fine with endurance as long as you're not running Focused Accuracy. -
I never store any salvage with my accounts. For me I don't know if I will need or when I will need it so I just sell it all. How I see it, why sit on salvage that I can sale for 2 to 4 million. I could use that inf to buy a salvage that I need or even help buy a recipes

Some of the purples sets don't do anything for you. You could get a lot closer to perma-haste if you took out two of the purples and put at least one more slot in Hasten.
Going to echo this, just because you have lots of purples doesn't make it a good build. Also 6 slotting purples is not always a good thing too. -

Looking at it, I don't think you know what the rule of five is.
Pretty much what the rule of five says, you can only have 5 for the same set bonus, or in this cast only 5 LoTG 7.5% recharge. You have seven in your build so the last two do nothing for you. -

So 0.83 HP/s decrease.
Which means that in the time between Siphon Life castings you would regen back a tiny bit over 3 HP in that time with the current slotting you have.
It's not an amount that will ever save you unless you plan to not use Siphon Life much, but it's possible this is a point where I tend to diverge from the accepted wisdom on slotting for +regen bonuses.

Okay planing to respec my DM/SD now.
This is the build I think I'm going to respec too, and wanted to see if I could make it a little better. I don't really want to spend to much inf, just made a new build that took about 4 bill so don't really have that much right now. I have most of the IO, the only ones I don't have is what I will be putting into Soul Drain.
So I took Maneuvers but I'm not going to be using it, don't need it to be over the soft cap. I just got it as a place to put a LoTG 7.5%. I also wanted Tactics so I could put Gaussian in there, I had it in Soul Drain and while it was okay I just wanted some accuracy in Soul Drain. Also I like Tactics more than Focused Accuracy.
For the Alpha Slot I'm going with spiritual.

I would think so, didn't look at the builds to close. With Scorch you can run Incinerate>Scorch>Cremate>Scorch. It is a good attack chain and with a fire/shield it can get up to 230 DPS. It might not be as good as Incinerate>Cremate>Fire Sword but it should take less recharge.

Confuse will need to recharge in 3.036, it will need 164% recharge
Incinerate will need to recharge in 3.432, it will need 191% recharge
Blaze will need to recharge in 4.092, it will need 193% recharge
Fireblast-->incin-->blaze
Fire blast will need to recharge in 3.036, it will need 163%% recharge
Incinerate will need to recharge in 2.64, it will need 279% recharge

Here is all the End Game stuff that CoH as.
If you have Going Rogue, then you can start the Incarnate System. Which is the new/start of End Game for CoH.
As for PvP it had a Big change in I13 that a lot of people didn't like. Most people I know don't PvP that much anymore. If you play on Freedom, which I think where most people who PvP play, you should see people there.

The Merits really shouldn't be use to buy SO's. That really is a waste you can get so much more out of them buys stuff from Invention System Some of the stuff you can buy will sell over 200 million at Wentworth. You can do random rolls or save up merits to buy a IO that you would like to sell or want. You don't need to use the Invention System but you can make a lot of Inf just selling stuff you don't need to make inf to buy SO's.
Tips are just random mission if you don't have Going Rogue.
Day jobs are just badges, that give you temp powers you can use.
Vanguard Merits- You can make costume parts or make temp with them too at the Vanguard Crafting Table

I'm going to go with Werner on this DM/SD is the best when Surrounded. If you don't want that then Fire/SD would be good to.
If you really want to do Fiery Aura, a Fiery Melee/FieryAura can put out some good single-target damage too. -

To get perma-dom you need a little more then 90% recharge plus Hasten, well that is what I have and I just have perma-dom.
Edit: Also if you're a full Villain and have the power frenzy you don't even need to attack because that builds domination up for you
