Time Manip is fairly heavy on slows, debuffs, and a bit of control (especially with a Lockdown proc in Distortion Field), with a couple PBAoE buffs for defense, tohit, and recharge.
Dual Pistols is, after the I24 changes hit, looking like it works out as a somewhat bog-standard no-snipe blast set.
Expect to be getting up close and personal with the enemies a lot to keep Time's Juncture on them. At which point, Hail of Bullets is going to be very useful. If you do stay in the middle of the enemies, Empty Clips might end up not terribly useful, since cones work best if you're off to the side of the spawn. Also, since it's likely you'll end up in melee range a fair bit for your PBAoEs, you should probably slot up Farsight for defense. Slotting it for ToHit is shaping up pretty handy with some blast sets, to help with the I24 fastsnipes, but DP doesn't have a snipe, so that's not a huge consideration.
Oh, and you could probably do well with slotting pretty heavily for recharge, to try to get Hail up more often, get Farsight up more, etc. Chrono Shift helps with that, of course. -
I dunno what Hybrid you're talking about Dechs, but I know for a fact that at least Control T4 Radial doesn't ever pass to pets under any circumstances, and I think the other control/assault ones are the same way. You can summon while it's on, or toggle it while they're alive, and either way, the pets do nothing.
Though, by all means, if some of them DO work the way you said, and you've personally tested it, feel free to let me know, but from what I gathered, that was basically a myth. -
Dom hits perma at about 123% recharge. Can't slot it though, so it all needs to be global. And you should probably beat perma by a small margin. Domination drops your dom bar to 0 when it ends, not when you activate it, so if you only have Dom perma'd by a small window, and you miss it, you have to build the bar all over again. Getting perma means you're usually not chasing the dom bar.

I just read through the thread, had an idea halfway down, and am left wondering why nobody suggested it at all yet. I understand that the tech might not be completely capable of it, but it might be possible, and I think it'd help a fair bit.
How would people feel if the godmode powers were changed from a click to an expiring toggle, like the Hybrid powers?
A lot of people have brought up the issue that sometimes, the crash hits while you're between spawns, or while the team can handle your being suddenly detoggled, but other times, you're just hitting a fresh +4x8 spawn, and the crash is very much fatal. If these crashing powers were made into expiring toggles (0 End cost/sec, of course), possibly with the current crashes, possibly with them reduced, how would people feel about that? The mere ability to control when the crash hits could well make a world of difference. -

Oh, and I guess someone should mention the regular events on the server. Rikti Ship raids happen every Sunday, there's supposedly general PvP happening on Mondays (I haven't paid much attention for a while, dunno if it's still ongoing), and there's a +4 ITF run Wednesdays. Also, there's usually a Cathedral of Pain run once every month or so. -

Only on your screen, and the screen of the person receiving the tell (If they're near you). Any other random bystanders don't even have the server send the tell to the game client, so there's no way for them to see the tell above your head.

He has Tough Hide, which gives him 5% defense to all types except psi, he has Resist Physical Damage, Resist Elements, and Resist Energies, for 10% resist to all but psi, he has Unyielding, giving him resistance to all but psi (somewhere in the 6-10% range, I think), and he has Temp Invulnerability, which he fires periodically through the fight, and which gives him 50% resistance to Smashing/Lethal. So anything of Fire/Cold/Energy/Negative/Tox is doing alright, Smashing/Lethal is periodically dropping to half its normal utility, and Psi is both undefended and unresisted.

During I23 Beta, I mostly kept track of the Hybrid slot as it went through changes. I wasn't doing the actual beta testing much, but I still wanted an idea what the slot did, for when it came out. Thus, I was very happy when I saw this quote:

So, with the Magisterium trial having been patched up today, I got my MM in on a few, unlocked the slot, crafted a T4, and was happy. I'd gone for Control Radial, since I figured Hawk's statement of "at a reduced strength" simply meant a lower proc rate (I'm not nearly crazy enough to assume they'd get the full 70% chance, that'd be insane), but with all the bots' AoE, it'd still be able to spread around some control. Also, I didn't go Clarion on him, and the stat resist is delicious.
Except, I've run some tests, and it seems that Control Radial Embodiment does NOT pass to my pets, at a reduced rate, nor at any rate. One Power Analyzer later, and the practice dummies in the RWZ are showing no mez of any sort from my Hybrid power unless I use my personal attacks. So, I'm left wondering; is this is a bug, or is it that Hawk changed his stance on Hybid+Pets, it's WAI, and he simply never mentioned it? -
By permanent license, you mean the Tier 7 Paragon Rewards unlock?
That, and any Invention unlocking method (Temporary licenses, VIP, etc.) all give full access to the system for as long as you have them. -
Misses DO count as hits, since they mean your character's defense (Which is a HUGE part of many builds) did its job, and throwing them out makes a lot of characters get lower numbers.
Not that I expect too many people to have massively-high defense with toggles off, but still. -
AFAIK, Combat Attributes has always show values of debuffs and such before resistance is factored in. In the case of Preemptive, I think it's being floored so heavily be the level difference effects (Which ARE factored into Combat Attributes' display), which could also explain why one of the preemptive effects is stronger; that person probably has an Ultimate going.

His resist to damage is about 25%, IIRC.
As for his regen it works as follows:
Base regen is .33%/sec.
He also has an unresistable debuff on himself that scales his starting regen down based on the number of players. (All iTrial AVs scale their base states based on league size, otherwise a 12-man BAF would be stymied by anything that was challenging to a 24-man BAF). I've usually seen this somewhere in the -0.26 to -0.24%/sec range.
So, before the Favor starts in, it's something like .07-.09%/sec.
I don't actually know the amount he gets off the Favor (I think Guy Perfect once mentioned the exact number, but I was signing out at the time), and even if we pin down the exact amount, the actual amount of Hit Points he gains each second is gonna depend on his MaxHP. And MaxHP is the main thing that the iTrial scaling affects. -
I spam Surveillance on every AV I ever fight on my main. Tyrant has 167% resistance to -regen. I've seen him with enough -regen debuffs sitting on him to floor him three times over, and their net effect was -0.00HP/second. Every league that has brought him down by stacking on -regen should have been perfectly capable of it without the -regen, since it was doing NOTHING.
He has similarly past-100% resist to -defense debuffs, -recovery debuffs, and I think maybe -damage? Something like that. -

Tyrant's being +6 relative to us means that he takes 15% damage, debuff, etc. from all attacks (30 while an Ultimate is going. Yeah, they double your effectiveness.). He also does 66% more damage to us, has a net 2.25x Accuracy modifier, and even gets +5% toHit, meaning that if a player has their defense up to the normal incarnate softcap, he's actually broken that, and you need 5% more defense to get back up to it.
Basically, +6 is the point where the game decides to CRUSH players for going that far, so he gets a ton of benefits. -

My understanding - (which is by no means always correct or unlimited) is that Tyrant has 80% regen debuff resistance. After the math, two -500% regen debuffs is supposedly all that's needed to floor his regen *as much as we can floor it*.
A benumb and a drain psyche or equivalent.
Some have mentioned that DoT aspect as also being a viable choice.
In the end, I think any league with good balance of buff, debuff, damage and damage mitigation -- with players who are focused - can do this, with the additional aid of Ultimates and Tier 4 reds and Red team inspirations. -

Yeah, I did some testing during a failing Magisterium run last night. Spent almost the entire fight simply moving from place to place, holding still for a second, and seeing whether my listed level shift adjusted to add on the shifts from the Lights of the Well. I also looked at the shifts applied to several leaguemates. From what I can tell, the shifts only applied if someone was standing in a circle with about the same radius as the crater, centered partway between the center of the crater and the west edge of it. Inside that area, you got the lights' shifts. Outside of it, and you were locked in at +3 no matter what.
A demorecord file I made reveals something called "Well Watcher" at coordinates (-4859 46.3125 19751). Methinks that this, or something like it, has an AoE power which counts the lights, and applies a level shift to each player in range for each light it doesn't see. If it's not in the right place on live, or the radius of that is too small, or something like that, then it seems easy enough for it to be completely failing to shift people standing in the wrong spot.
Assuming this is consistent, and the shifts only work in that area, the same area, every time, then any time Tyrant wanders over to the east parts of the crater, you'd have the whole league fighting as if on a Really Hard Way run. And I really can't see it as WAI that Tyrant has to be in a specific, unmarked spot for the shifts to apply correctly. I tried taking a bunch of screenshots while I was mapping it out, but I was an idiot and left screenshotui off, so I just got a bunch of shots of my guy standing around like an idiot.
Still, if anyone else can make a few simple tests of moving to the various edges of the crater, wandering around the map a bit, etc., all while the lights are down, I'd like someone else to observe this and confirm that I'm not simply mistaken. -
I can second that the shifts are simply not working. I noticed a few issues on the trial I was just on, and the lights simply were not shifting many people, for no real reason. With all the lights down, I counted a total of six people on a league of about 20 with more than their base shift. And everyone with more than base shift was all the way to +9, so it's not team-based, nor is it AoE-based. In fact, I watched one guy kill a light, and he himself wasn't shifted upwards. Basically, the lights seem to be simply refusing to shift some people.
Methinks this might explain why some people have been complaining that the trial's really really tough, and others have thought it to be a breeze. It comes down to how well the league is getting the shifts from the lights.
Edit: In fact, since it seems there's a problem deeper than the UI not natively showing shifts, can we get the thread title changed or something? -

In fact, other than Hybrid, everything Incarnate can be earned without missions via street sweeping in DA. It'll take a few years, but he was meant to be a challenge, wasn't he? :P -

EDIT2: Can an aura take this? For example, could a Blaster with Hot Feet put this proc in there? Death Shroud? Blazing Aura?
Any proc that gets slotted into auras, rain powers, etc., only has its chance to fire trigger once every ten seconds. -
That sounds... reasonable. I wonder how much this becomes something people will try to game, by avoiding enhancing certain powers' recharge, and instead heaping on global buffs more than they already do, but in general, this seems like it'll work.
