Well, I'll go in order here:
Rikti Katana: If the you get it from the Rikti, wouldn't they all be the same color?
Tech Wings: I agree. There are actually a number of options that seem like they would go together, but the colors make them seem a little off. The mask options all seem to be just a little off in color from whatever tights you're wearing, and that drives me bonkers.
Rocket Packs: As a temporary item, they don't seem like they drive the Devs as mad as they would as a real costume item. Basically, with the temp powers, you can kind of understand why they don't fit onto the character. But as a costume option, why would it hover off the back of your tiny character by a foot? Or why does it seem to have been planted into your huge character?
Also, what would happen with the jet pack if you used a temporary jet pack in-game? Would it activate the costume option instead, or would it overlay the temp power onto the costume piece? Both of these run into problems with implementation.
Would I like to see it? Sure. I just understand why they haven't yet.
But, not to be completely negative here, have you checked out Sexy Jay's costume request thread? There are a lot of requested costume options in there, and he does read through it. -
It's still infeasible, especially in this kind of form, because then you can basically make a powerset that is better than any of the individual ones.
For instance, let's take a Controller. We'll make him an Earth/FF Controller for this example. Even if you limited the choices to one other powerset, and the powers had to be swapped from the same tier, you could basically make this character:

My ghost-type character is a Dark/Psy Defender. Shadow Fall will help you with the stealth component without dipping into a pool, as well.

Well, the American servers aren't really split up into time zones. Yes, some are physically located on the east and west coast (Virginia and California, respectively). However, that doesn't really impact the populations on them at all.
Your best bet is to find a server that suits your needs. Do you like PvP? Roleplaying? Drinking while playing? Do you like more populated servers or less?
Just so you know, the servers in the server list are in an order. It goes as follows:
Last server visited
Least busy server
...
...
...
...
Most busy server
Now, population is one of the larger factors in how busy the server is, but we've been told by the Devs that a handful of players doing the wrong thing at the same time could make any server appear to be the busiest, so take that as you will. The two most populous servers are Freedom and Virtue, but the others are still fine.
Whatever server you choose, I would advise you to head down into that Server's forum, and ask what global channels a new player should use on that channel. Standing around stating that you're looking for a team isn't the best way to get teams. Global channels tend to be a lot better.

Oh, and just a general note on your post here. Slotting your attacks for 2 Acc/3 Dam, and your toggles for 3 DamRes or DefBuff and 2 EndRed is a waste of endurance. MUCH better to put an EndRed in your attacks than in your toggles. Then end up eating more endurance than your armor toggles will.

It really depends on what you want to go for in terms of bonuses. Some sets, it pays to put a full set in the same power, to get the best set bonuses. For most of them, 6-slotting a power with them isn't necessary, or even wise.
Basically, it's going to depend a lot on the character in question, and what you want to get out of slotting him with IOs. Your slotting requirements are likely going to be a lot different if you're going for +Def versus +Recharge.
My recommendation is to post in the respective Archetype forum for help, and see if anyone can put together a build for you. -
The reason that they only allowed one is to try to prevent botting. I'm not sure if they'd want to ease up on that restriction, but maybe not allowing any attacks to be auto-ed could help.

Edit -> And uggg...just remembered something else: non-stacking armors for most Defensive sets. Meaning that you couldn't run Frozen Armor and Wet Ice at the same time, and such. -

If it's in an arc, you will not be able to get it again.
You might be able to get one of the non-arc, generic missions from your contact, but I doubt it. -
Pretty sure it's always worked like this, too. Some of them have always turned into DE instead of Fir Bolg.

The devs don't have to include every last creature model..Just the more common land bound ones, like cats and dogs...And what's wrong with Amerikatt (for example) having the human power animations...all they would have to do is have her run and walk like a cat..She might not be able to use ninja run, though.
Even if you gave it the same animations as the current human skeletons, each animation would STILL need to be redone for it. You couldn't just port them over. You'd need to create the animation for the new skeleton.

Well, I still think that you're going to want Stamina. Against tough, single foes, Energy Absorption won't be as useful, and you'll want Stamina as a backup at those times.
Also, I can definitely suggest some power pools, but if you can tell me what you want to do with this tank (are you going to be solo? doing a lot of TFs? tanking for full teams or small? etc) I can probably offer better advice. -
Okay, going to go through this again.
This would require that a new skeleton would be made, specifically for your size cat that you want. One that has four legs, and would somehow be able to hold things like swords and axes somewhere in those legs.
Now, let's say that each AT has 5 powersets (since ATs duplicate powersets, specifically over primaries/secondaries, but this is still a pretty lowball number). That is 25 powersets per side, or 50 powersets. Include the EATs, and it's 58 powersets.
Now, let's say that there are 8 powers per set that would need animating for the new skeleton. This is to include things like Build Up, which wouldn't need much to go from one set to another, but probably does not include the EATs' extended sets. So, that is 464 powers.
Now, we also need to include power pools. 4 powers per pool, for 10 pools, or 40 more powers, for a total of 504 powers. Now, assuming that you don't care if the cat skeleton is made boy or girl, then we still need 2 animations done per power (one for on the ground, one for in the air). So, we're up to 1,008 animations that need to be re-done, PER skeleton that is put in the game.
Let's compare that to a typical new set. 9 powers, 3 skeletons, 2 animations per. 54 animations per powerset.
At that rate, you could create 18.7 new powersets in the same time that you create one new skeleton.
That doesn't seem worth it to me. -
Ice Melee DOES have AoEs, but the true AoE comes at level 38, so that might be a bit late for you. Frost is a cone, but it's good AoE damage in the lower levels, especially once you learn to angle it right.
That said, Ice/DB could be good, but there might be a problem area for you:
If you're trying to fit in some pool powers, it's going to be a tight build. Ice Armor really only has one semi-skippable power, Permafrost, and even that can be handy at times. Dual Blades, in a similar vein, requires you to have certain powers to get the various combos. So, you tend to want to have a decent amount of the secondary set as well. This can make for a pretty tight build.
If you don't mind that, it should be fine. Any endurance problems you may be having would go away at level 26, when you pick up Energy Absorption. After that, you'll never need to worry about endurance again, unless fighting very tough AVs. -
Well, this gets brought up every now and again. However, the answer remains the same:
The people who can find and fix the various bugs aren't the same people that are making new content/powersets. As such, if there was an issue devoted to just fixing bugs, there may be a lot of people at Paragon Studios (like the art department) just sitting on their hands, not doing anything.
As such, I fully support them trying to get bug fixes in as they can, but not making a whole issue devoted to bug fixing. -

I'd rather the second suggestion be implemented over the first. Autocompleting just because there is an event going on seems odd, since the story usually involves needing to find the information. But removing zone restrictions might work.
