The heroes are all tight wearing, but the villains no?
Freedom Phalanx? Tight wearers.
Longbow? Tights.
These two groups are considered threats. They wear tights.
What makes villains wearing tights, not a threat?
Here are a list of signature villains that do pull off tights.
Captain Mako, GW, Ice Mistral, Silver Mantis, and Scirocco. Although Mako is technically nude, I'm still lumping that into tights.
Maestro I would think applies, as well.
Viridian, although I'm not sure if you would classify his stealth suit as 'tights'.
And the Gold Brickers off the top of my head. -
Tights tend to look goofy depending on how they're used. Plenty of villains wear costumes, however, but villains wearing basic tights just wouldn't fit into the universe of CoX that well as a serious threat. They'd get laughed out of the city before they could even pull off their scheme.

We lack these groups and it's just sad -
I, too, hate how Optimus doesn't have his mouth plate on all the time. It bugs me to no end.

If I wanted to RP my characters as godly superbeings, I probably wouldn't use the Incarnate system as the explanation why.

Pretty much this. All depends on the blaster in question. Mine uses stealth and ridiculous amounts of damage to kill things before they even think of killing him. Whereas, say, an energy melee blapper'd probably get quite a bit of use out of the extra survivability.

Why someone would have such a ridiculously long name is beyond me. No one even likes saying longer names. They usually just find a nickname that's about one-two syllables long for the character.
But I'll /sign anyway 'cause that's just personal opinion and isn't a genuine issue with the feature. -
On my blaster I just jumped up to the balcony area and pelted him and his clones from above, stepping out of sight whenever I took too much damage. Worked like a charm.

Sounds like a ton of money just to have someone hang around on a few missions every now and again.

Isn't the city itself called Spider City, and Grandville just the name of the entire zone?

I've never been a fan of playing characters that are linked, because then they'll never be together in the same room unless I happen to run a specific AE. I'd say the best route is to have some friends play the close characters. Overall a much funner route, in my opinion.

'Worthy'? You're seriously saying some players aren't 'worthy' of a stupid little piece of digital coding? This isn't the holy grail or Excalibur we're talking about. If you made it to 50 and did the arc, bam, good enough for me. The incarnate system has managed to do an awesome job sparking interest in the playerbase to do old content that's still just as fun as when it first came out.

Yeah, the new animations certainly were pretty disappointing. I mean, variety is good, but they didn't even provide that much variety for certain powersets. Eeh.

You can edit the body size and gender of any costume slot, regardless of when they were made. It's the exact same as editing a costume. Just go to the body tailor, click the costume slot you want to edit, and then it'll give you a screen showing what you want to change about their body scales and whatnot.

Picked up the Cyborg and Good vs Evil packs. Wanted the Party Pack, but no cigar I'm afraid. Gonna have to wait 'til next Cyber Monday, I guess.

Honestly, I haven't run it yet. Probably will a couple times when it goes live. Looking forward to new stuff, variety's always nice, and offering a challenge is always good for those that want a challenge. Not like this is the only content we're forced to run. Just an optional mission that rewards one little badge. Kinda like in other games where an optional boss is tossed in that's super tough just for the sake of providing challenge to those that want it. No biggie.
