Why is Grandville called Grandville?
Because it's grand?
It's just the name of the place...It predates Arachnos. Kinda like how Berlin Germany was still called Berlin during Nazi rule.

The town being called "Grandville" implies that it is a NICE place, as opposed to the place where all of Recluse's plans are carried out at.

It used to be a much grander island, too, before a volcano erupted. What we currently know as Grandville, Port Oakes/Cap au Diable and Bloody Bay all used to be part of the same island.
And yeah, it's not like Lord Recluse picked a spot in the open ocean and decided to construct an archipelago there. The Rogue Isles considerably predate the founding of Arachnos.
It's the leading exporter of crisp-based Nestlé candy bars.
IIRC, most of the Etoile Isles were once one big land mass off the coast of America, the two notable locations being Grandville and Port Oakes (which was renamed). However in the 1800s, the volcano underneath that land mass erupted, splitting them into the separate islands that we know today. Grandville is simply what remains of the capital town that was once there, also known as Grandville.
Not sure if I can find a source for that right now, but I seem to remember those details.

Recluse himself says what equates to "No longer will you be told what to do, you can take what you wish, when you wish. The heroes are doomed!"
And then he goes on to proclaim he will rule the world with an iron fist and that he'll cover the world in darkness, but he still possesses the ability of a great orator, in that he can make the people believe he intends to give them what they want in the form of their own free will and choice of morality.

That's among the reasons villain content is so terrible. They alternate randomly between trying to make a case they are the good guys, and being overt bad guys. You could find tons of examples of explicit public propaganda of BOTH. They also can't make up their minds if they are anarchists or fascists.
And sometimes they alternate in the same content!
A game is not supposed to be some kind of... place where people enjoy themselves!

Most people are taking the English definition of the word "grand," but bear in mind that an awful lot of the Rogue Isles' names come from French. In French, you have "grand" which is large, and "ville" for city. So, Grandville is just French for "big city." I suppose it's the largest city area in the Isles, but it's still a bit of a misnomer in comparison to Paragon.
The thing I have to wonder is if it's an indirect reference to another comic city named for being a big city: Metropolis, home of Superman. Or if it's just its own big city and our devs are painfully bland in their naming.

Recluse does not expect loyalty: In fact he expects DISLoyalty. But he does hope you're smart enough not to cross him. He just takes anarchy to it's logical conclusion: If there's no one making any rules (IE: No archon) the there's nothing preventing him from doing whatever he wants.
"Why build up an army of spider-themed thugs?" you ask. Why not? If you want to stop him, feel free to try.
Recluse accepts no moral imperatives, no restriction on his free will beyond his own desires (and that of those powerful enough to check thm, but even that is temporary)
When you move to the extremes freedom and tyranny becomes the same thing: The only truly free indivdual is someone with unfettered power.
