    The duration of the slow is the same. The strength of all the debuffs (including the slow) is stronger for defender Freezing Rain than defender Sleet because the devs failed to create a defender version of the Sleet pet. Cold defenders summon the same pet as corruptors. Controllers summon a different version of Freezing Rain which has debuff values equal to defender/corruptor Sleet.

    /Storm vrs /Ice

    Having played both sets to 50, both have pros and cons as well as some duplication.
    - Both get Snow Storm
    - Both get Freezing Rain/Sleet (essentially the same power), but Storm controllers get it at 16 while Cold has to wait until 35.
    - Both get Steamy Mist/Arctic Fog (essentially the same power); again, Storm gets it earlier. The defense and resistance are the same, but Arctic Fog provides -speed resistance while Steamy Mist provides confuse protection (largely useless blue side).

    As stated, Cold gets Infrigidate and Benumb, both very good ST debuffs, the shields and Heat Loss, a very good AoE debuff/buff but on a very long timer. Storm gets Hurricane, one of the most effective tohit debuffs in the game, Thunder Clap (marginally effective minion-only AoE stun), Tornado and Lightning Storm. Relative to Storm, Cold brings more team buffs, more ST debuffs, less AoE debuffs (I would give Cold higher marks here if Heat Loss were up more often). Storm brings more damage.

    Both are fun. When I play my Storm I don't wish I had more debuffs.
  4. Also, be aware that the Broadcast channel is zone specific, not server-wide. Many people forming or looking for teams use global chat channels, which you cannot access with a trial account.

Build a build on the planner, works in Mids', for fine-tuned number crunching. Though planner will too have it's own numbers system, the main reason SP even brought me on. Though I don't think the numbers will be as extravagant as Mids'.

    The bug was that the wrong version was being summoned, thus making him defeatable. I was one of those that did - there was a thread with screen shots at the time but not sure if its still around. No special reward, no change to the TF other than the additional time to defeat him twice. As stated, the bug has been fixed and this is no longer possible.
  7. If I'm not mistaken, the Steel Canyon entrance to Paragon Dance Party used to be there. I think the sounds date from that.
  8. I teamed with a lvl 40 WS that had no vet badges. Took him 15 minutes to find RWZ. Died constantly.

    Plant / TA

    1. Oil Slick is broken in AE. Works (mostly) fine on regular maps.

    2. Other than the standard holds and immobilizes, Seeds of Confusion, Carrion Creepers, Glue, Disruption, Acid and Poison Gas are very team friendly.

    3. The sleep is indeed skippable, as is Spirit Tree.

    4. Opinions vary, but I like being able to quickly stack mag to hold a boss.

    Not what I said at all. I have taken multiple non-stamina characters to 50. However, if you don't have stamina, you will want more than 1 endred.

    Info on teleport

    If you have stamina it doesn't really need more than 1 endred. Slotting it for range makes it quite fast - you can get the jumps to 450+ feet.
  13. Telekinesis can be very useful (mag 3 toggle AoE hold + repel), but it is a power that requires some practice. You need to learn to use walls and geometry. Check the Controller Guides section. Somebody posted a video guide on youtube recently.

    I've never found much use for Repel.

    Tier 9 Def

    MoG: Endmod enhancements affect the recovery buff. MoG no longer has an end crash.
    OWtS, Elude, SoW, Overload: Endmod enhancements affect the recovery buff. The crash is not affected by enhancements.
    Unstoppable, Power Surge: Endmod enhancements DO NOTHING. Both the recovery buff and the crash are unaffected by enhancements.

    Orbiting Death.

    The graphics and the flight path of the fluffies have nothing to do with anything. They're purely flavor. The power works like any other PBAoE damage aura. It ticks every 2 seconds and anything in the radius can be hit, subject to tohit check. OD is damage scale 0.17, which is somewhat less than the 0.20 most auras have, but it has a 20 foot radius rather than 8 foot radius of most auras. Like any other aura you need to slot for acc, endred and damage for it to be effective.

    If you play in human form on large teams, OD can do a respectable amount of damage. It helps to have a tank to hold the aggro.
  16. Both are good - you can probably make arguments for either. I built my Sonic/Elec without Stamina, which is a little harder with /En. Power Sink is a really good power (nuke, CaB, PS, back in action).

  18. There are already many threads discussing recommendations to fix gravity, some of which are still on the first page of the forum. The proposal to convert Propel to a cone has been voiced in those threads many times. There is no particular reason another thread is needed.

    That said, there is absolutely no way that Propel as a cone keeps the same 1.96 damage scale. Nightfall is 1.10. Energy Torrent is 0.96. Frost Breath is 1.40. Electron Haze is 1.35. You're looking at a 30-40% reduction in damage, as well as a substantial increase in recharge (my guess would be to 16-32 seconds). That's assuming that the devs would give a control primary a non-controlling cone attack when they're already available in the ancillary pools.
  19. I like playing both defenders and controllers. I have taken 4 controllers and 3 defenders to 50, as well as 1 corruptor. They have different play styles and I may feel like playing one or the other depending on my mood. I do feel the difference in the higher defender buff/debuff values. I find defender soloing too slow (not harder or less safe) and find it more enjoyable to solo my controllers. That said, my Storm/Rad defender has no problem running the wall in Cimerora.

    I agree that defender damage modifiers are too low. The devs have a bit of a Catch 22 here, since if they raise defender damage they have to raise corruptor damage as well. If defenders go from 0.65 to 0.75, corruptors need to go to 0.85 or 0.90 (not a bad thing in my view). From an AT standpoint, defenders have more AoE damage available to them than do controllers, so I think the modifier difference becomes less important if these attacks can be leveraged.

  21. Almost all single target powers are balanced at 5.2 endurance per 1.0 damage scale. Cremate follows this rule (you need to exclude the "extra" DoT, since that is considered Fire's secondary effect). Incinerate is one of the few that does not. I'm not aware of a hard and fast rule for DoTs. For example, Gloom gets a discount, Scream doesn't and single target immobilizes get a penalty.
  22. There are legions of Storm defenders that manage to use Tornado effectively without any -kb whatsoever. Anyone who tells you that you need AoE -kb to use Tornado doesn't know how to play Storm.
  23. People seriously underestimate Storm. I run the Cimerora wall on my Storm/Rad. On a recent Hess TF I neutralized an ambush with 10-15 mobs and multiple bosses at one end of the room while the rest of the team completed the mission at the other end. As long as you don't get mezzed, there's not much Storm can't tank.
