/Storm vrs /Ice
1) Cold Debuffs Regen.
2) Cold debuffs 60% resistance (Sleet + Heat Loss)
3) Cold Buffs allies to 25% Defense, 30% with arctic fog. It can also increase HP by about 1000
4) Cold slows the enemy to a halt through Snow Storm, Infridgerate, Benumb

Storm has Freezing Rain and Snow Storm (Slows and -30% res/def)
If you're talking soley about debuffing (and thus ignoring point 3)), then there you have it.
Also, it's called /cold domination, not /ice (as per the title)

Having played both sets to 50, both have pros and cons as well as some duplication.
- Both get Snow Storm
- Both get Freezing Rain/Sleet (essentially the same power), but Storm controllers get it at 16 while Cold has to wait until 35.
- Both get Steamy Mist/Arctic Fog (essentially the same power); again, Storm gets it earlier. The defense and resistance are the same, but Arctic Fog provides -speed resistance while Steamy Mist provides confuse protection (largely useless blue side).
As stated, Cold gets Infrigidate and Benumb, both very good ST debuffs, the shields and Heat Loss, a very good AoE debuff/buff but on a very long timer. Storm gets Hurricane, one of the most effective tohit debuffs in the game, Thunder Clap (marginally effective minion-only AoE stun), Tornado and Lightning Storm. Relative to Storm, Cold brings more team buffs, more ST debuffs, less AoE debuffs (I would give Cold higher marks here if Heat Loss were up more often). Storm brings more damage.
Both are fun. When I play my Storm I don't wish I had more debuffs.
Storm also has O2 boost.
And while its a craptacular heal, it has amazing mez protection bonus's. Including perception boost. Great when fighting arachnos, and for pvp.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

Thank you all for the input. I have been trying to wrap my head around cold for some time. It helps when people give an unbiased opinion. I knew cold was a team oriented set but wasn't exactly sure why many people were gaga over it. I've always been impressed with cold but believed that over all storm was vastly superior in all situation. Thanks again for all the info.
Infrigidate is so fast and good and can hold several procs if you choose
I was gonna say Cold dom hands down, but that's for pvp..havn't really thought about the comparison for pve...i guess Storm has more damage and more disorients..
for pve, i'd still have to say Cold
perma jump is ---> /up 1
Also a very different play style to keep in mind. Well, assuming you don't skip what makes them different.
The duration of the slow is the same. The strength of all the debuffs (including the slow) is stronger for defender Freezing Rain than defender Sleet because the devs failed to create a defender version of the Sleet pet. Cold defenders summon the same pet as corruptors. Controllers summon a different version of Freezing Rain which has debuff values equal to defender/corruptor Sleet.

Pretty sure I saw sleet's slow as kind fo decreasing (1st 20s slowing by XX% and next 20s for YY%, YY being lower than XX), while FR had a 30s ZZ% slow (with ZZ inbetween XX & YY).
Might be wrong, didn't pay close attention to it.
I am trying to wrap my head around this. I was talking with a friend and we were debating stormies vrs icies for debuffing. He claims that /Cold is superior but I just don't see it.
I have no experience with /cold domination on any AT. People talk about it like its the 2nd coming for controllers.
I have checked it out in Mids, on paper, in astrology, and even asked Miss Cleo. What is it that makes /Cold so good??
I know /cold is good. But is it really that good?
