I'm on trial considering purchase. A couple questions first.
Most of City is played in instances, so you'll not see many people running around. Additionally, since you're on a trial, you cannot start teams of your own, so it restricts you further. Using /search command in the chat line gets you the results of all characters in your zone, and then you can alter your search terms from that window to include more or fewer options.
Trial accounts are restricted from creating and starting Mission Architect story arcs, though they can join others who are running them.
http://www.paragonwiki.com is a huge resource for questions about lore, mechanics, definitions of items, story arcs, and way more. I recommend bookmarking it.

Also, be aware that the Broadcast channel is zone specific, not server-wide. Many people forming or looking for teams use global chat channels, which you cannot access with a trial account.

First, welcome to the game.
As stated previously, most people will be in missions (whether in AE or regular content) so you won't see many 'in the streets'.
I suggest you find your chosen server's badge or TF channel (check the Server section appropriate to you) and join that; once done, you'll be able to hop into various teams and perhaps even join a supergroup to your liking.
You can't use AE until you sub. This is one of those 'carrot' dealies. There's lots of content in there but I imagine they didn't want RMTers making sale arcs or such.
Justice is a decent enough server. I'm mostly on Pinnacle, Infinity or Champion myself, feel free to /t @Neuronia with any game questions you might have...

Infinity Villains
Champion, Pinnacle, Virtue Heroes
Justice is swaps places with Infinity frequently for the third/fourth most populated server spot, so it's a pretty good place to start a hero. If you're playing a villain, you may have better luck on Freedom or Virtue, since more players also means more villains. DrClaw, if you're feeling lost in the game, there are some gret resources to help you out. Justice is a great server with generally helpful players, from what I've seen.

There is a server-wide Help channel you can use to ask questions while you're in the game. To chat in help, type "/help, <message>." I play on Justice and answer questions in help frequently.

here's the thing about the "non top populated servers" that i encountered when i first started;
they tend to have VERY good communities (champion, pinnacle, justice, and the like), but they are hard to reach communities. this is not to imply that these tight communities are in any way standoffish, just that they tend to have server specific channels they chat in, certain routines they follow, it's like a clique. they will gladly let you into their world and as i found out on pinnacle, they will help you with everything you could ever ask for (not knock on other servers, just circumstance), the trick is FINDING them. they tend to be inadvertently obscure. i would recommend going to the bottom of the forums, finding the Justice forums, and keep an eye out for get togethers, once you attend one, all the vets will give you all the info you need to join their little club. the Pinns (drunken Pinns at that ) are all great folks, tons of fun, and more helpful then i could have hoped for, but it took me over a year to find the way in. or, you could just make a toon on freedom and be up to your armpits in players, either way.
so, as a side note to the groups on the lower pop servers, the diehards who love their quite little corners of our world, you have always been very kind, generous, and helpful with the newbies, just not the easiest to find. i have no recommendations on how to make this easier for new folks, but maybe it's just a heads up, the newbies need your help

Freedom: Blazing Larb, Fiery Fulcrum, Sardan Reborn, Arctic-Frenzy, Wasabi Sam, Mr Smashtastic.
I don't see very many players in game (I play from 6:00pm - ~10:00pm EST). Are there certain servers that are more populated than others (I've been playing on Justice)? I see maybe 2 or 3 global shouts when I play.
I cannot log into the terminals that allow you to play other player's created missions. Will I be able to when I upgrade my trial account or are there other criteria I have to meet?
