It was definitely AFTER Issue 6, because they still functioned when I started playing, which was the December after Issue 6/CoV dropped.

That's not what you said. You said "ED makes resist not go [about] (above?) X value for a power". That's not what ED does.

ED has nothing to do with the resistance cap, which is a separate mechanic. ED makes resistance percentages decrease as the total percentage gets higher, just like all other enhancement percentages. ED affects all characters the same. The resistance cap makes it so that an archetype cannot get over X amount of resistance to a particular damage type, where X differs depending on archetype.

Look in Combat Attributes if you want to verify your set bonuses are functioning. On your power tray, click "Power" then click "Combat Attributes". Recharge bonuses are listed under "Base".
The enhancements screen and the Detailed Info window do not utilize set bonuses, only enhancement values (e.g. a "recharge enhancement", not a "recharge set bonus"). -

The green mitos are bugged, they can be held but their heal aura is coded to be like 10000 seconds long or something. Castle explained it at one point, but I'm too lazy to search.

I have 48 months of veteran time, so I don't have City Traveler. Most of my characters don't take travel powers, and still end up either the first one at the door, or close to it. It's a perk of having played the game for 48 months; I know where all the shortcuts are.
I can skip *TWO POWERS* and still be travel-power fast! *gasp* -
Yeah, it's just a display error (that the game responds to). You actually have your prestige, the game just needs to be ... nudged gently.
Throwing your wireless mouse aggressively at the hardwood floor is not recommended. *eyeballs global channel friend* -
Uhhh, 3.1GB is the size of the game at the moment. That's not the size of the recent patch. Are you sure you're DOWNLOADING? Are you mistaking "APPLYING" or "FIXING" or something else entirely?

I think the sewer "invisible music boxes" are also changed, as I play with music off and I no longer hear that in sewer maps.
I don't know if I'd classify the Mission Complete "fanfare" as "music", but everything else is brilliant. I will miss the audio for Mission Complete, but I'd rather it be gone than to turn on everything else just to hear it again. -
