Power Surge: Slotting for hold/accuracy?!

When Power Surge drops, it summons a PBAoE EM Pulse, which is a hold.

I just noticed this after looking at Mids' and it seems like that I can slot Power Surge with accuracy and hold enhancements, what's the point in this? This is a self-buff power so it doesn't require accuracy and it obviously doesn't hold enemies. The only thing I can possibly thing of a use for the hold is increasing the mag resistance but I doubt that's the case.
I looked around in the forums and couldn't find a question that's been asked about it, so can someone enlighten me what's the point in slotting for accuracy and/or hold in Power Surge? Thanks.
