What powers are you testing out? Some powers aren't affected by recharge slotting or bonuses.

"as I add sets" makes me think you are talking about Global Recharge bonuses from set IOs
The individual power recharge times shown when you hover the mouse over the power only shows the result of recharge modifications that are directly slotted into the power and not the cumulative effect of Global Recharge bonuses.

Hum so when I add a luck of the gambler it wont show up as speeding up my powers like on footstomp ?
IE when I added my 4th lotg my foot stomp did not show faster.
Look in Combat Attributes if you want to verify your set bonuses are functioning. On your power tray, click "Power" then click "Combat Attributes". Recharge bonuses are listed under "Base".
The enhancements screen and the Detailed Info window do not utilize set bonuses, only enhancement values (e.g. a "recharge enhancement", not a "recharge set bonus").
