I wouldn't expect blue side players to be able to dress up as NPC villains, but red siders should be able to unlock different villain group costume parts while working for them.
Dress up in a Council outfit, infiltrate Striga's volcano base, as opposed to fighting your way in. -
I only plan on taking Burnout on one character, my Spines/Regen Scrapper, to get Instant Healing up more often. Her endurance bar doesn't move all that much anyway, so it's no huge loss to my endurance.

3 Arcs to get to know the characters, and then that finale? Yeah, really like the arc.
We already know what happens to Flambeaux... so what happens to Dillo and Grym? *hoorb.* -
You can change to them with no issue. When you select them at the tailors to edit, a box will pop up saying that there are some costume issues with the costume that will need to be fixed when you open it up for editing.

Give Resurgence and Revive the untouchable window that other melee rez powers get.
Then, to buff Revive, an excellent suggestion from Leo_G I believe was to have it act as a Regen-specific burnout, recharging your clicky powers. -

Celestial Katana
The armour pieces take colour really weirdly and it makes it a bit hard to match with other metal parts.
The flaming backpiece though is awesome, and I love the Celestial Eye Aura. -
Done the first arc, the one thing I've liked in the Villain arc is Crosscut. He's all kind of nuts, the good kind of the bad kind of nuts. I'll run through them on one character I think, and on a badger or if I want the badge titles for them, but... yeah, Death From Below sounds a better way to level during the lowbies.

Galaxy Falls, Philanthropy Rises
Page 6 of the Paragon Times, Friday Morning Edition.
While it has been only four days since the meteor shower struck Galaxy City with tragic and devastating consequences, already the charity works begins for local philanthropists and fund-raisers. Shay Bennett, a Los Angeles born property developer who came to the city four years ago has been busy at work.
'It's at times like these that it's important to band together, and to get things mobilized so those affected can regain some normality in their lives and not have to worry about having a roof over their heads.'
Backing up his words with action, Mr Bennett has working with FEMA to get people back with their families and re-homed in other parts of the city.
'We've been lucky with property development in Kings Row, Overbrook and in the suburbs. Thanks to generous donations from thrift stores, we're getting people re-homed, clothed, and thanks to the Paragon City Volunteer Society, working if they feel up to it or getting them back to their own jobs with carpool schemes and transport initiatives.'
Shay, who lives in Founder's Falls, has also been arranging for gardens near the Founder's Fall train station to gain a memorial to Galaxy City.
'It's risen to prominence after the Rikti War, and the work of all the heroes there, the people, and the inspiring figure that is Galaxy Girl need to be remembered. I'm hoping we can have fruit trees planted, a plaque in honour of Galaxy Girl and a plaque to all those lives lost and the heroism seen in Galaxy City on that day.'
A series of charity events are being planned to raise money for those in need, including theatre shows in Atlas Park's Promenade area, and a local music gig at The Pits in Kings Row, held in honour of Galaxy City nu-metal band Gemini Rises, who died during the meteor strikes. -
I use the four with Damage Procs. They're a nice little bonus when they hit, and will likely use them up till SO level.

I bought 5 Character slots because I needed them, that cost me 1600/£13.60, a price which has actually gone -up- from before (5 character slots used to be 11.99 Pounds Sterling)
I bought 1 Costume Slot for 800/£6.80 because I had some characters who rather needed it, the rest I'm going to wait for until they come down in price or go on sale, because while I'd happily drop £17 on 5 Global Costume Slots (If they were 400/£3.40), £34 is a bit much to swallow.
I have no problem with the costume bundle being 400 points/£3.40.
The Aura and Cape Unlocks were an excellent price for me. 160/£1.36 for each seemed just right.
If all new power sets come out on sale like Beam Rifle, I have no issue with purchasing them at that discounted price point. -
"Who were you talking to?! Is help on its way?!" A woman asked, no, demanded of Natasha Sheers, tears in her eyes. She had just finished her call to the only person she wanted to talk to at the time, and had steadied her breathing.
"No help is coming." Natasha said firmly. "That's why we're going to get ourselves out of this. If we all work together, to help the wounded and to follow orders, we'll make it out alive." She looked meaningfully at the elevator doors. "The fire escapes are out on this floor. We can use the maintenance ladders to get down to either the ground floor, or a floor with access to the fire escapes.
"That'll never work! There might be fire down there, we could all be burned-"
"Let me worry about fire. If we don't try it though, we'll die. I don't feel like dying much. I have a sofa to get home to, a bottle of wine to open, and someone to drink it with. This whole -area- has been hit by meteors. No one's coming because they can't. They're trying what they can to help, but they're being overwhelmed."
Nat ignored the woman's protests as she started over towards the elevator doors. "Is everyone ready to move?" She asked firmly, looking about at the survivors of that level of the Galaxy Tower office complex, mostly staff of Serif Accountants and various reporters.
"We've patched some of these people up as best we could, but Miss Serif... I'm not sure we should move her in this condition." Dan Edisson of the Paragon Evening News said, rubbing a hand at the back of his neck. "She's in a pretty bad was as is..."
"I know, but is she going to be in more danger here than if we move her?" Jewel Green of the Paragon Standard chimed in. "What's not being able to walk versus death? And with the medical care in the city, the first isn't a definite..."
"Jewel's right, Dan..." Natasha sighed. "Those strong enough to, help the wounded down the ladders. We'll go down as far as we can, and if we can get no further? Go through an office block to get to the ground level. I'll take point."
"Can you hear yourself?" The woman, a Serif employee, shouted. "You're no hero! You can't just go down there and save the day!"
"No, I'm not a hero." Natasha stated. "I've done things that could be considered heroic. I've helped my partner stop an Elder Goddling from coming into this world. We've travelled and seen rogue mages and odd things aplenty. I once strode into a cave full of demons wearing only boots and a longcoat to rescue them from a demonic marriage proposal. But for most of the time? I've only reported on it. Shied away from doing what I could, because I was scared." She was walking towards the woman, fists clenched and back straight. "Well I'm more scared now than I've ever been, so what's stopping me?"
The woman looked blankly at her, all of her objections suddenly forgotten.
"Open those elevator doors. Pick the one that is least damaged and we'll go down it."

The first elevator they opened was... not suitable. Fire roared below, and twisted debris created dangerous, unnavigable nodes in the way down. The second was on fire in places, but the elevator car was above them, and a little fire was nothing.
"You sure about this?" Jewel asked behind her.
"Positive... I just need to... focus..." Natasha said between breaths, looking at the fire below. It danced, twirling and writhing in ecstasy, happy to be doing the only thing it was meant to. In all the carnage of the past twenty minutes, it was the most beautiful thing she had seen. She felt all the familiar feelings start to build. The little catch at the back of her throat, the tingle under her skin, and the warmth spreading in her stomach. The palms of her hands itched as she watched the fire. The little feeling in the back of her head kicked in. It'd be so easy to make everything around like that, burning brightly and happily without a care in the world.
Natasha was better than that little voice though. Well... someone believed she was better. And that was enough for her.
'You just have to let your fire, your nature, guide the flames where you want.' M had said to her in her phonecall, her Unity Vigil friends and family commslink the only thing she could get with a signal.
"Once I jump down-" she waved a hand at the man who was about to object, "Once I jump down, I'll bring the fire down with me, and hopefully the heat. It should be safe to climb. Use both ladders, and let those not carrying anyone go first. They can open doors and help out. When we get out, head for the Arena. There's an evac point there." She didn't give them a chance to reply. Taking a step off, she started to freefall down the burning elevator shaft. She wanted that fire close to her, and if she wasn't going to be able to stop, she'd just have to bring it with her. Wisps turned to tendrils, which then turned to huge bursts of flames as she fell, bringing the fire with her as it started to surround her body.
Brighter and brighter she became, her clothes starting to burn away under the intensity that didn't even redden her skin aside from a flush to her cheeks. The more that surrounded her, the better she felt. She just had to keep her focus, picture what she wanted and what she had to do to get that.
A burst of flame escaped her hands to slow her fall down as she reached the bottom. It was easy, but oh so enjoyable to obliterate the elevator doors with a lash of fire, slicing it apart before pushing through it. The ground floor had been cleared, and aside from piles of falling debris and patches of fire, there was a relatively clear path out. She had to wait of course, for them to all get down, but in the meantime...
Scooping up handfuls of fire was the easiest thing in the world. Adding it to her mass of incandescence, she made sure to thoroughly clean the path to freedom of every little flame and bonfire. It tickled her skin, not that her nakedness could be seen under the the inferno surrounding her body.
By the time she was done, everyone had arrived down. Exhausted but not dead was something. Without a word, Natasha started out of the building. There were things in the way. Hideous things made of odd matter and ruined surroundings. They were between her and the Arena, and attacking anything in their sight. She knew there was only one answer to that.
"Stay close." She called, her fire roaring around her as she started to think about what she was going to do, feeling her excitement build. "Time to burn a path through to safety."
And with that, Natasha Sheers, reporter for the Paragon Times, leaped into battle, her hands blazing with fire to strike down the alien beings foolish enough to stand in her path.
After all, M would be watching... -
I own the Rocket Board.
My characters who can fly will still be keeping Fly.
Why? Because it's part of -their- character. Zortel flies with her suit of power armour. Rushmore flies because it's iconic. Fusebox will use Fly and Rocket Board because she's a geek enough that even if she can fly, a rocket board is just too cool to pass up. Tina P. Caustaf will fly as she's a demon with wings. Fear Trigger will fly as its telekinesis.
Jus' like that.
Also, fly can be slotted with Knockback protection, Stealth and Slow Resistance. Rocket Board can't. -
I'll go on about power customization till it happens. It's a big deal for me.
Get to level 35 with blue mystic looking fire. Get lumped with orange fire APP powers. - NOT FUN. It takes away from the look and feel of characters.
Tough's Chest Pound on Activation - SILLY. I don't want it, I want something else.
Hasten Pompom hands - I don't want it that colour/that effect/visible.
So on and so forth. These are FX issues that detract from my character. They should be a focus. Everyone can use them. -
I agree with people.
There are some things I'm still unhappy with the game with, but I'm happy with things as well. I've got more character slots on my favourite server, the Barbarian set is rather neat now that we've seen a bit more of the stuff (though I cry at some of the bits males get and females don't ><) and I look forwards to spending more points, in the hopes that my purchases will go 'I like this, more of this' and 'I will pay you for this.'
Also, did I mention character slots? -

In the store is the Aura Unlock purchasable item. This costs 160 Paragon Points and lets your characters, whatever their level, use the auras that you would otherwise have to unlock at level 30 with the mission.
The same goes for the Cape Unlock. 160 Paragon Points, lets all characters of all levels use capes without doing the mission.
This is 160 Points to unlock access to auras or capes for all characters on your account, current and new ones you make. That's what I call a bargain, me. -
Amanda Wong stepped away from her telescope, lower lip trembling away. All of a sudden, her legs gave out from under her. Jonathan was there, gently lowering her to the group.
'They... they weren't fun meteors...' She said in a quivering little voice, before bursting into tears. It was all Jonathan could do, holding her close as she sobbed.

The Wizard's Well by Freedom Plaza, Galaxy City, was in ruins. A chunk of meteor smashed into the top apartment, and the resulting damage had sent beams and chunks of ceiling falling into the store. Juli, the pink haired store assistant, was rather confused. She stood behind a counter with a large pole jutting through her chest.
And then she sidestepped, easily coming free with no damage. 'Uh... what the...'
'Cheese it, guys!' Jane called from the center of the store. 'I've given you the ability to wall hax. Get clear of here and try and find a safe zone.'
Eddie, the store manager, had gone pale as he found her. She was impaled on several chunks of building structure, hands glowing brightly with swirling purple energies. 'Jane... c'mon, let's get you out of here, living dead girl.'
'You're intangible. If I drop the spell, I won't be able to get it back up.' She laughed. 'And I hate to be a negative ninny, but the great DM in the sky has decided to god-mod the hell out of us. Level 9 Meteor Shower. At least there's no bloody gazebos...'
'Damn it... I-'
'Talking's not a free action! Get out of dodge! I've got my medi-port. Cheese it.' Jane tried to reassure them, giving as much of a thumbs up and a grin as was possible while having several large chunks of metal poking through her body. She was relieved when they cleared the place.
'Warning,' her earpiece began its repeating message, 'medi-port connection offline.'
'Yeah, I know... ah well... rocks fall, Jane dies.' She grumbled. 'Sure rolled sucky on the random encounter table today.'
The sound of squeaking came from under her hat, the brim poking up as her familiar, a large black rat, poked his head down.
'You run, Boo. Not going to ask you to die for this ship.' Jane smiled. 'Use your mighty rodent agility to escape the harshness of gravity and space-descending objects.' The pair exchanged a moment of silence, before the rat sprinted off and out of the store. He turned around to regard Jane, whiskers twitching before the rat continued off alone.
Mage sight was often handy. Today, it was not so. She could sense the large meteor heading directly for the area she was in. Shuffling a little on her implements of impalement, she gave a shrug.
'Time to die how I lived. Burning, compressed and surrounded by geekdom.'

The world was rather bright and blurred as Natasha opened her eyes. There was something hot and sticky running down her head, and the sounds of panic filling the air. Groaning, she started to haul herself up, before a wave of nausea passed over her.
'Hey... you okay?' A man asked from nearby.
'Wish I knew... what happened?'
'They're saying that meteor shower... it landed in Paragon City.' A sudden boom from nearby shook the entire building. 'Okay... still landing.'
'Damnit...' she brushed her hair back, before checking her hand. Blood and dust from the collapsed ceiling nearby stuck to her hand. 'What's the plan for getting out?'
'There isn't one!' A woman, another reporter, sobbed. 'The elevators are out, and the fire escapes are collapsed... we're trapped up here.'

'Mmmmh...' Ryan sighed happily, head nuzzled against his partner's shoulder. 'I should get up and get ready for work, but... too comfortable.'
'Know the feeling, but I don't have to start as insanely early as you.' Sean chuckled, one arm looped around Ryan's shoulders. He had to admit that Ryan's apartment, even if shared by one rather vibrant and sometimes vocal young woman, was very relaxing compared to Vanguard's barracks. The bed itself was firm and comfortable. Just enough give to be soft, not enough to make getting up a hassle.
'It's one of the downsides of being a head teacher for a school of powered teenagers. Get up early, file paperwork, meeting parents. And occasionally deal with giant monsters or getting blasted by radiation.' The blonde rattled off, before poking Sean's toned stomach. 'How about you? What's the Lady going to have my favourite Vanguard squaddie up to?'
'Lots. I'll be in Galaxy City today, there's been reports from Longbow of some Rikti activity from the sewers network, so we'll be going in with a few of them to shake it and see what falls out. Then got training in the RWZ... so I'll probably be free on Friday. Movie?'
'Movie sounds great. So, you have a day filled with sewers and Longbow and Rikti. Know what this means?' As Sean shook his head, Ryan grinned. 'It means pre-emptive shower. Won't do to have your hair all messy before jaunting about the sewers with Liberty's lads and lasses.' He said with a tactical strike of messing his boyfriend's dark brown hair up with his hands.
'Can't say no to that.' The young man laughed, fending off the attacking hands as best he could.

Jane Darc, the Madame of Midknight, the terror of tabletop gaming, the ronin of roleplaying, the girl gamer, the undead ubergeek, the patron of purple... was shopping. Or, more to the point, rearranging. It was Tuesday, after all. Tuesday was one of the two days she spent at Galaxy City's The Wizard's Well, helping out and chewing the fat long before the games she ran there were due to start.
And she was furious.
'Why must the weekend shoppers insist on putting books back in the wrong place?! This... THIS is DMG Two Fourth Edition! And this.... This is the Third Ed Shelf!'
'That's kids for you...' the man behind the counter sighed.
'Well the kids are wrong! Sick and perverse and wrong. Do they care -nothing- for my organizational skills? I bet they do it for kicks, the little anklebiters. Oh god I feel sick...'
'Jane?' The store clerk called out to the purple-suited mage.
'Someone... put D&D Splatbooks in the Pathfinder section... that's just messed up.'
'You don't want to look in the comics area then,' a nose-ring outfitted girl with bright pink hair grinned as she came past Jane carrying a box of TPB's. 'It was kid's comic night last night.'
'Oh I swear if they got Marvel in the DC and DC in the United Comics section I will hang the lot of them.' The zombie gamer muttered darkly, clenching her fists. 'Someone put the coffee on! I feel like a Dewy-dramatic power montage of sorting.'

Nursing her coffee was the best that Natasha Sheers could do to stay awake. A press party had gone on a little late the prior evening, and she was paying for it now by an early press conference at Serif Accounting, relating to 'discrepancies' in their books. How missing millions could be called 'discrepancies' she marvelled on.
'I'd like to apologise once again,' the receptionist announced to the throng of reporters kicking back their heels, 'that Miss Serif will be delayed in getting here due to being delayed at an airport.'
Nat chose to focus on her coffee rather than the receptionist. If they'd let her know in advance, she could have spent longer at home. Longer at home translated to good coffee, a great breakfast, and excellent company.
'What a terrible start to the day.' She grumbled into her poor approximation of coffee.

The man behind the counter at Julia's cafe was not Julia. Neither was the woman. Alex Reed stood at just under six foot tall, arms athletically muscled and his crop of red hair cut short. Samantha Reed, on the other hand, was much shorter. And was in possession of bright purple hair.
'You two going to watch that meteor shower today?' An elderly man asked at the counter, waiting for his daily muffin and latte.
'If we could get the time. Today looks like it's going to be swamped here.' Alex laughed, looking around the already bustling cafe. Since they'd taken it over five years ago, it had become a rather popular spot for the surrounding office buildings, shops and homes in the Orion's Belt area of Galaxy City.
'Besides,' Sam said as she placed the fresh muffin on the counter, 'I doubt it's going to be anything spectacular.'

On one of Talos Island's many little chains of islands, Amanda Wong had already set up her telescope and was eagerly peering through it. Her bald head, freshly shaved that morning, bobbed up and down as she adjusted the position on it.
'Amanda, you have training to do.' Her big brother said softly to her. 'The meteors aren't due for a while yet.'
'You don't seem excited.' Amanda pouted.
'Forms, Amanda. You need to work on your forms and your stances.'
Sighing, Amanda left the telescope alone to hop over to her brother. He was very serious faced this morning. Maybe that was another part of jet-lag. He didn't want them to go watch the meteor, and still didn't seem happy about it now.
'You're no fun.' Amanda stated as she stepped into a solid stance, feet at shoulder length apart and crouched down into a half-squat. 'Meteors are fun and pretty.' She added with a nod.
'They were often believed to be bearers of ill omen, Amanda. And these days, that usually means Praetorians...' He explained softly, moving around her to check the stance. 'Many people back home want me dead, and you back in the IDF. We need to be ready for that.'
'We'll be okay, big brother! We have each other, and here-you, and friends!' Amanda nodded again.
'I know, dear sister... I can only hope that these things will be enough for whatever comes.'

Started there over six and a half years ago. Will miss it greatly. The great friends I've met through the Galaxy Girl RP meets, the sedate, quiet way to start a character away from Atlas Park's bustle. So long, old friend.

Therefore, I can't support your suggestion.
Because a Rogue in Paragon City can't use Ouroboros to do lower level hero content, and can't get missions from level-appropriate hero contacts. The same goes for a Vigilante in the Rogue Isles.
Also, as far as I know at the moment, Rogues can no longer access all off the Hero Exploration badges in issue 21, because the Galaxy City Echo portal is only in the Blueside Ouroboros map. Redside Ouroboros has no portal, which means no access for Rogues, while Vigilantes can get all the redside exploration badges (not counting those that are awarded inside missions like Jail Bird.)
Fear Trigger, my DP/Mental Blaster, is a Vigilante because that is what she is. She kills the Family, because the Family killed her mother. The alignment is right for her. The problem is, she can go to the Rogue Isles, but cannot do any Vigilante missions there, apart from the Vigilante > Villain Alignment tip missions that have her slipping into villainy. The only Vigilante content in Paragon City is the small number of Alignment missions per level bracket.
Her Alignment power is pitiful compared to Call to Justice and Frenzy, but even though it's rubbish, I have to make do because it fits her concept. She cannot earn H/V merits and the 5 random reward rolls and easy rare recipe purchase they enable, but she also has no proper vigilante content and no access to the vast majority of redside missions unless I find a team doing them. -
1: Roman Armour/Weapons Pack - Awards the stuff from the successful completion of the ITF for all characters from creation to 50.
2: Invention Costume Pack - Awards the wings and boots that can be crafted from salvage and recipes to all characters from creation to 50. (So Burnt Wings, Dragon Wings, Winged Boots, Rocket Boots et al.)
3: Weapon Unlock Pack - Awards the various weapons unlocked from defeat badges, such as the Tommy Gun, the Red Cap Knifes and the Rulaaru items for all characters from creation to 50.
4: Incarnate Merit Aura Pack - Awards the range of auras and path auras purchased via way of Astral/Empyrean Merits for all characters from creation to 50.
(Bonus 5th + 6th: Incarnate Merit Emote pack - Emotes and Costume change emotes + Incarnate Merit Chest Detail Pack - the chest details.)
