There are 5 costume slots for sale on Paragon Market. You are seeing a shopping cart button to add them to your shopping cart.
If you buy a costume slot it unlocks on all of your characters.
It's 800 pts to unlock it.

Ok, but the icons are very small and appear on costume slots I already possess. I can access and use them just fine. Why would these icons show up on costume slots I already own, and have owned for many years?
Also, the 5 'buy in store' slots that show up underneath the original 5 have shopping cart icons with 'buy in store' written under them. This is a large shopping cart icon, not the much smaller padlock I see in the upper corner on some of the slots on my older characters.

Sorry about the misunderstanding. I don't have any padlocks on my costumes at all. can you post a screen shot?

If that link worked right, you should be able to see the little padlock thing in the upper left corner of 4 of the 5 costume selection window panes.

I have NEVER seen that icon present there on any of my toons.
Possibly it denotes some kind of item(s) in the costume that are change, relocated, no longer available, or locked somehow? I'm struggling to think of a logical explanation for that...

I believe the padlock means that some of the parts in that costume are ones that have been moved in the reshuffling of the costume menus. You may have to hunt down the part and redo it if you edit the costume.
However, it turned out that Smith was not a time-travelling Terminator

You can change to them with no issue. When you select them at the tailors to edit, a box will pop up saying that there are some costume issues with the costume that will need to be fixed when you open it up for editing.

On my Dual Blade stalker, I had the padlock on my costume that uses the Organic swords from the mutant pack. When I went into the costume editor, my swords were changed from the organic swords to scimitars. I scrolled through my weapon options and the organic swords were still there, so they either got renamed, or moved on the list.
I guess if that's all it means then I can safely ignore them. Thanks.

Looking at the picture, I would guess the face part has been changed/moved.

You will be able to enter the tailor session, and look for the parts with price changes. You were given a free tailor token to fix the parts without cost to you. If you are not satisfied, you can back out without changing the costume.

It doesn't seem to have any affect since I can still use all my costumes regardless of whether the icon is there or not, but its presence has me puzzled.
