The British police service, I'd wager. It's a common police call box, the Tardis simply happens to look like one. If you'll notice, the Drudges are written like Cockneys and they have a sort of Victorian English social structure. The police call boxes around the zone are a reference to that.
Granted, I'm sure Dr. Who making that call box design so common is part of why they were specifically added, sort of like how the Optimus Prime truck used to be the Black Market. I guess the Tardis and Optimus Prime swapped colours, since the Black Market truck is blue while the call boxes are red. Point is, this makes sense to be there since Dr. Who didn't actually invent that design.

To be honest neither England nor Scotland has any police boxes at all anymore, except as historical curiosities. This is occasionally alluded to in Doctor Who when younger , contemporary characters do not recognise the TARDIS as one. They were made obsolete by personal radios about forty years ago and have all but vanished. The same goes for the traditional red telephone boxes (as seen in Faultline). They have almost entirely disappeared over the last twenty years, made obsolete by mobile phones.

Over the weekend, I was in a (rather large) house that had a full, old style phone booth in it with a working phone... and I used it to make a call!

I think during the i23 beta one of the devs mentioned that, yes, one of the people working on the game is a huge Doctor Who fan and did a bit of homage to it for the NW zone.
Maybe that's why the whole NW zone loads slower...soo many TARDIS' and timey-wimey loopy stuff....hmm...

Even before cell phones made the phone booths mostly obsolete (and I think I read a story that New York is turning their phone booths into WiFi providers), booths were disappearing for the open variety. Recall Clark's frustration in Superman: The Movie.

A Fun Party Game: Tell someone under the age of 25 that you'll tell them about something and give them $5 if they don't say, "That's stupid," once they hear about it. Then describe a rotary phone. You'll never have to pay. (This game can also be played substituting Polaroid cameras or Sony Walkmen for the rotary phone. Gnashing teeth over how young people don't know how good they have it, etc. is optional, but the best part of the game, for me. And, as with all Fun Party Games, add liquor for additional fun (if you are of the proper age).)

If memory serves me correctly, and if anyone here can verify or prove wrong, that police boxes in SCOTLAND are red.
So as a way of keeping authenticity to the British Isles as well as a lovely homage to certain sci-fi shows, the long standard British Police Box model was used with the Scottish red.
I am unsure, do not quote me, this is just my own personal assumption on the matter.
