I am unsure, do not quote me, this is just my own personal assumption on the matter.
NB. The above does not apply to the tourist-popular parts of London. They're probably full of police boxes and red telephone boxes -

It's been bothering me that community center was missing ever since I realised that the statue was in the game. Ironic that it's taken so long since Synapse (the character) actually makes a comment about how quickly it's been built in the comic book. -
Further to the above, if you replace the generic Heal IO with the Heal/Recharge from the Numina's set and use three enhancement boosters on the Numina's Heal enhancement then the Regeneration value is back into ED territory. If you boost the Heal enhancement five times then you're within 1% of where you were with the generic.

If I can just step away from comic books for moment but stay very much within the realms of comic book style stories, the Summer Blockbuster is very similar to an old episode of Star Trek - The Next Generation, The Royale, where the crew discover that the only way to escape the alien built, fake casino that they find themselves in is to play out the roles assigned to them.
That aside, in world with AE, isn't this how the movies would be? -

I got The Heist first up every time on Saturday and Time Gladiator first up every time on Sunday. I assumed the order was rotating daily.

Although Gilliam himself was inspired by the address of the flat where George Orwell lived when he wrote 1984 in naming his "Form 27b/6". Take your pick of which one inspired the CoH designers. -

Since misery loves company I'll share my similar moment from this weekend.
I managed to buy the Mission Teleporter Power from the Market, by mistake, when trying to buy the Team Teleporter, a mere five minutes after catching myself doing the same thing and avoiding it on another account. -
The login server is back and some of the servers are changing from "down" to "unknown" so it looks like things are coming back.
There's a 6Mb download. -

Add them to your wish list and look at them every few days without buying them. I don't know if it will do any good but, so far as I can see, counting these things are the only tools that the Devs/Marketing have to determine potential sale items.

Roderick is correct.
I've just confirmed in game that that the Think Tank can be used with capes. (I put the Think Tank head on an existing caped character.)
When I checked the Free Items Only box capes were hidden for this character even though they were available (unlocked through mission.) -

The same thing happened here that did in my first mmorpg, a long time ago... in a galaxy far far away (before the dark times...).
I got the abilities/powers/whatnot that I wanted and then I just logged on and... did whatever I felt like! I so very much enjoy having completed my characters' skills/powers and just doing what seems fun or what seems fitting or just exploring something.
Funny thing is that one day I just stopped logging on. There were at least two major game revamps that were the trigger for lots of people to finish with the game but I weathered those. There just came a point one day when suddenly the game didn't offer me anything anymore and I went from maintaining four accounts and contributing to a support web site to nothing overnight.
I guess that what I can draw from this is that we would all certainly stop playing once that game stopped offering us rewards but that rewards can take take a form beyond what the game offers mechanically. -

Quickness from your Super Reflexes coupled with the large number of attacks in Dual Blade should keep you attacking all the time.
You can afford to take more attacks with Super Reflexes because it' much easier to softcap positional defense with that set without Pool Powers.
For accuracy, you are just getting to the point where you start getting far more slots than powers. Invest a few in your attacks and drop an Accuracy enhancement on them. Beware though, you're always going to notice misses more on DB because they break your combos so it might seem worse than it actually is. -
