So why isn't Statesman in the tutorial anymore?

Well, I don't remember him ever being in the tutorial proper, rather just in the comic book intro. Although maybe he was near the exit heli and I don't remember him being there (there's a lot of people there and I tended to leave quick.) That said, I only have run it a couple times, and that was when it was first released, so my memory no doubt needs adjusting.

Guardian 50s (redside): Connie Mand
AE arc: Spirit Plane Invasion, #29282, @Honbrid
States should be by the exit heli... In a circle confab with Posi and... Uh, others. (can't remember) i'll run it again tonight just be sure, but he should be there.

Apparently you didn't read the patch notes very closely or you'd have seen that he is still supposed to be in the tutorial.
