Regarding INF being inadequate as payment, I'm not really sure what else would be used. Recipes or enhancements run the risk of being unusable to the recipient, and thus being sold for INF anyway. Real money is fraught with potential fraud issues.

It also likes to show waypoints for critter ambushes for some reason, often labeled Target or ????. I couldn't say if that affects the display threshold, it's just another potential point in the "always been buggy" list.

Agg, the announcement doesn't have many details of the event itself, just when/where it's happening, and that Captain Mako will be on the server. Is this a hang-out-in-Pocket-D event? Or a Mako-brings-sharks-to-random-zones-for-mass-combat event? Also, it mentions prizes, and temp titles, but not what the prizes ARE. These are the questions asked in the OP.

If it has been some time since your trying of Hover: At some point (I forget exactly when) Hover got a major speed buff. It is no longer that 3-4 mph crawl, but is now about the same speed as base running speed. It is still slower than simply Sprinting, never mind other travel powers, but I find base run speed is plenty fast enough for normal gameplay.

There are a couple possiblities I can think of.
First, we now have four pages of character slots. Depending on how long you've been gone, this may be up to 3 pages more than you are used to, and your characters might have ended up on later pages. Below the character slots are the arrows to select pages. If your characters have hidden this way, you can re-order them however you like. (Turn on remembering account names at log-in if you want the new order to stick though.)
Second, double check all the servers. I can't speak for you obviously, but when I go back to other MMOs I haven't played for awhile, I can't remember the servers I played on correctly, and have to poke around (unless the servers tell me how many characters I have on them at select screen, which CoH doesn't).
Third, did you ever have a second account, and if so, are your sure you're on the correct one? Or alternately, did you accidently create a new account?
A Fourth possibility is that your account got hacked at some point and characters were maliciously deleted, although it would be hard to know if that was the case. There has never been official character deletion (without cause, like cheating, maybe not even then) to my knowledge, only freeing up of old names for characters under a certain level. And that only twice.
If none of the first three is the case, my only other suggestion is to contact support. (Number four could only be verified via support anyway, and I feel the probability is low regardless.) -
If what you mean is that all your Freedom slots are locked, that's normal when an account drops to Premium. All slots on servers you visit while Premium get locked, and even once you're back to VIP, they'll stay locked until you unlock them. However, you should have enough server slots to unlock all your characters now that you are VIP again, you just have to do it manually.
*I reserve the right to be wrong about some details, as I've never dropped to Premium. This is just my understanding of the intended function of the system, and if I'm wrong, someone will be around shortly to correct me, I'm sure. -
The CoH Updater no longer works, so you must use the NCSoft Launcher.

I see from your white name that you are a Premium (or free) player. In order to access the creation portion of Mission Architect, you must have completed Tier 6 of the Paragon Rewards system (20 Paragon Reward tokens earned). If you subscribe you will gain creation access as well, but will lose it once you stop subscribing.
If you are already Tier 6 complete, I can't help any further. -
My guess for the 'botch-up' is the wrong guess on length of downtime. They guessed 12 hours, but were down 20+. That said, these things happen when computers are involved.

According to Paragonwiki, the Kismet: Accuracy (To-Hit) is a proc with 100% rate of fire. It lasts for 120 seconds after usage if used in a click power. In a toggle power like Afterburner, the effect is continuous while the toggle is on. Unfortunately, Afterburner's Only Affects Self means you'd get no benefit slotting it there. You can't use any attacks while it's active, and the Kismet drops if you turn it off. I'd suggest putting it in Hover instead, since you plan to take it.

I'm no tech guru, but my first thought is to ask if you updated your display drivers after the re-install? If not, you probably should. If you did, perhaps you upgraded past where you used to be, and the new ones don't like CoH as much?
If you don't get a response in this thread, try a post in the Technical Issues and Bugs sub-forum. Lots of tech-heads there who will be glad to help. Read the sticky about asking for help and include CoHHelper and HijackThis logs in that post.

You may be confusing the Bonus points for buying in bulk with the Stipend points VIPs get with subs every month. The Bonus points count toward tokens, but the Stipend ones don't.

Yes, by turning off your XP gain. I'm not sure if it's truly double Inf gain, or if the xp just converts into inf. I seem to remember it being both at various points in the past.

1) If my understanding of using catalysts is right, ATOs MUST be slotted before they are catalyzed. An ATO sitting in the tray can't be catalyzed.
2) Regular ATOs and Superior ATOs count as different sets for the purpose of set bonuses (and the same set for purposes of slotting), so in your example you do end up with the first 3 bonuses twice, and none of the 4-6 bonuses. -
No, costume parts bought in the market are unlocked per game account, not master account. (Costume parts earned through badges or other gameplay means are unlocked per character.)

Well, I don't remember him ever being in the tutorial proper, rather just in the comic book intro. Although maybe he was near the exit heli and I don't remember him being there (there's a lot of people there and I tended to leave quick.) That said, I only have run it a couple times, and that was when it was first released, so my memory no doubt needs adjusting.

If you can handle an increase in mob level, raising to even +1 seriously boosts the iXP reward rate. Unfortunately, I don't have any incarnates with any slots to unlock (other than Hybrid), so I can't go test this to tell you just how high the boost is. I was gonna say the +1 doubles it, but that doesn't seem right. Hopefully someone with actual knowledge can help out here.

Re: Tsoo Sorceror (Sorc) teleporting: I always assumed it was something along the lines of 'preserving the healer'.
Situation: The group including a Sorc aggros. Ink Men begin attack, Sorc ports off. After someone gets to half health, Sorc ports in (usually with -to-Hit running, more Sorc preservation) drops his heals on the injured party, and ports off again.
This way, it is slightly harder to target the 'healer'. Either you drop a Mez on the Sorc at the start of the fight, chase him down after he ports away (probably gathering more aggroed spawns), or switch targets to him when he comes back (and whiff a lot due to -ToHit) hoping to drop him before he takes off again.
All that said however, it IS annoying that they TP off when Morale breaks and come back half an hour later. Same with Headmen Gunmen from the Rikti, and Sky Raider Porters. Just one reason I try to drop Teleporters first (or second if there's a bigger threat like Comm Officers or Raider Engineers). -

And of course, pets/Lores will count against that cap. I bet the devs were thinking a 16 target cap is fine since you only have 16 players in the trial, and forgot about pets stealing the buffs. Someone file a bug report! -
More precisely, the only way to get rid of it is to get rid of the powers IN it. Not yet having done Magisterium however, I don't know what temp it gives, or if it's tradable/deletable.

Since it is from the VIP Paragon Rewards, you should be able to hover over the reward token you placed to get it and see the tooltip that tells you what you got. It may not tell you the locations, but at least you'll know to look at back items, for example. (Wings and a couple back details are part of the 3rd pack.)

So if you make a change on one computer, the other one won't know about it. Also, if you don't use the 'remember account name' box, characters are listed in some default server order, possibly by creation.
There were some bugs with this feature when it first came out, where the file got corrupted, but I think all the bugs have been squashed by now. Or at least I haven't heard about any lately. -
I have been able to drop some timed missions, but only if they were not the active mission. I can't remember which ones however.

Judging from what I'm reading on Paragon Wiki, the base debuff is 10% for all the various Gravitic effects, stackable 4 times, so max debuff of 40%.
Can't comment on usage with any particular sets though. -
No other missions period. In Flashback mode, the only mission you have is the current one in the arc you are running. If you choose not to complete the Warrior Farm, you cannot progress the arc, nor can you obtain missions from any other source.
