The Statesman Memorial
If I remember correctly, there WILL be a memorial of some sort, but we won't get it until at least Issue 24 (no specific timeframe was given, but Issue 24 would be the earliest a memorial would likely show up at this point).
Positron: "There are no bugs [in City of Heroes], just varying degrees of features."
There is a statue planned but it will end up getting the Spinal Tap - Stonehenge treatment and end up placed in a dog park.
I think that the best spot would be the generic hero statue in the middle of the lake in Prometheus Park - or if they wanted to go really big, replace the generic hero statue in Blyde Square.

We should clean up PP and put it there. Which gives the devs a good reason to revamp PP in the way I suggested.

I wouldn't hold my breath for any kind of memorial.
Isn't that "generic hero statue" in Blyde Square supposed to be Atlas? The hero one, not like the one that's in AP.
EDIT: Perhaps not. But that's a big statue.

As for where to put a Statesman Memorial, what about Independence Port? It's where he was hanging out for most of the time in the game, anyway.

"We put his statue where he was most often found: Onboard the Longbow ship.
Where's the ship? Uh, you see, it was a really big statue..."
Lets put it underground, in one of those little cave doors... like how Fort Trident is just some non-descript cave entrance. Then, have Nemesis collapse the entrance, so we won't have to do any fedex missions there to stare at his crotch that's being shoved in our faces.

Maybe he could form one of the small statues kneeling at the feet of the gigantic Penny Yin statue?

Long as we don't have to see his junk...

So with statues of minor heroes all over Paragon will issue 23 have any note of the WORLDS GREATEST HERO having passed? Will his statue tower over some part of the city? Will there be a memorial site where people can go to mourn or later generations can learn about him?

Considering the fight it took to not have him scrubbed from our badges and that SSA#1 was there just for character assassination I really don't see them putting in much more of a memorial than putting a history plaque on a dumpster somewhere, bonus points if they put it in the dumpster.
There should be a 500 yard tall statue of Statesman. And you can see it floating by about a mile off looking out of the Pocket D window.

Personally, I think that the Statesman's statue should go behind Maria Jenkins in place of whatever that statue behind her is... with a modest plaque beneath. Adorn the statue with a moving version of Statesman's cape and DONE!
I don't believe that Statesman would have wanted his passing to be overblown into a giant event. And I think that Maria is the perfect sentinel to watch over him. Perhaps if you visit her pre-45 she would give a short schpeal on having known him well in life, sending you to Ms. Liberty to pay some final respects.
Villain suggested memorial to Statesman.

Then there could be a zone event where Lord Recluse attacks to destroy it and preserve some small shred of his friend's dignity, and you can either help him or help the Clockwork to defend it.

I figured it would be facing away from her, on his knees but face down in the dirt, with the pointed heel of Penny's boot lodged firmly in his ... patriotism.

I hope they make a statue for Sister Psyche and Miss Liberty, as well.
My suggestion would be to make a whole memorial garden. Then as the focal point, do something like this. States in the middle, Psyche and Ms. Liberty on either side. Placed in such a way that each is casting their eyes to a different part of the garden.
The only issue is that there's no one for the back.
Sooo...
*grabs the knife* Any volunteers?
Something similar to the Praetor statues in Nova Praetoria would be ncie - but on a smaller scale - like some kind of memorial park, with water features.
The strip of land across the street from Atlas Plaza is a bit too small, and Prometheus Park is also kinda limited for more than 1 statue as so much of it is taken up by the lake - so the memorial garden could be in the park area behind the police station.
