There are no civillians in Nova Praetoria when the Magisterium Trial takes place - the content that leads up to it describes how the civilians all fled once we trashed the loyalist thought police in the MoM Trial - without any Seers to control them, the people apprently decided that the "utopia" of Nova Praetoria wasn't actually that much fun to live in

More resistance lies. Or, are you admitting to be guilty of herding civilians into the waiting arms of the Devouring Earth? That's low, even for a primal. The Great Leader will drive you out of Praetoria and restore peace and prosperity to the lands you have ruined, villain!

So they all ran away to be eaten by Devouring Earth? Yeah, okay, so the Praetorian storyline reaches a semi-conclusion with the Magisterium trial, but does anyone recall that Hamidon is a bit P.O.ed now?

Had to check the wiki, but I don't think that's quite right. Them being unable to hear her song may be unrelated to the Battalion absorbing the Well. One of the quotes they have there is as follows:

"The great Mother flies through the Heavens and we were her children. . . We were forced from her and left to die here, though die we did not. . . We have grown different during our time here. . . Because of that difference grown within us, we can no longer hear her song but it does not matter. . . Because she has wed the Dark Father she sings no longer. . . "

I think the implication here is that their time on Earth has changed them in some way, and disconnected them from The great Mother/Shiva/their Well. This explains why the Neo-Shivans are (probably) being controlled by the Battalion, while the old Shivans are not.

The Shivan ALSO mentions (in reference to the Blue Maiden aka Earth/Earth's Well) "We do not know who or what she is. . . We heard her name hissing on the thoughts of our brothers as they came to slaughter us. . . "
THIS raises the possibility (although a small one, just a theory on my part) that their time on Earth may have realigned them in some way so that they now fall under Earth's Well... which is why the Neo-Shivans are attacking them.

This makes a bit of sense, in my mind, since it helps to explain why all the aliens/magical creates/misc non-Earthling characters that players might make still fall under Earth's Well. Move to a new planet and stay there long enough, and you eventually get citizenship.
Well, unless you end up absorbing said planet's Well into your own. In that case you're just a jerk.

Though it's subject to change, being on Beta, Prometheus has some new dialog about the fate of Praetoria if you talk to him and tell him you're ready to take down Cole. Not going to bother logging in and copying quotes, but the just of it is that while we're preparing to take Cole down, other people (probably other/lesser heroes) are handing the evacuation of Preatoria. I can't remember if it's explicitly said, but I'm pretty sure they mean evacuation them to Primal Earth. So we're pretty much giving the dimension up to Hamidon.

So, the fallout of post-Cole Preatoria will PROBABLY be mostly having to deal with a whole bunch of refugees showing up at once... most of which are still recovering from a lifetime of brainwashing drugs, are criminals who are VERY good at hiding their presence from authorities, or are resistance members with nothing left to resist against (most of whom will probably end up becoming violent criminals as a result).

I'm actually hoping a future zone revamp ends up giving a section to a Praetorian refugee camp. And maybe integrating praetorian mobs into the area.

Not a bad use for Boomtown, actually. Becomes the Praetorian Quarter of the city, with the Praetorian refugees taking it over and using their technology and remaining Clockwork and whatever Powers Division personel they have left to both drive out the groups lurking there and rebuild the zone.

Now how's that for an image: a War Walker repurposed as a construction rig.

I imagine also that Praetor Duncan, penultimate survivor that she is, will feature in this.

Oh, sure. Let's give the Praetorians some land to settle on before we decide to lift a finger to help the Rikti Traditionalists. They've only been helping- at sometimes dire cost- to try and stop the war between the Rikti and Humans for years, while the Praetorians just walk through life in an Enriche fueled fugue, turning a blind eye to atrocities and dangers all around them.

"Earth Is For Humans" indeed. Sheesh.

Now that the conquest of Praetoria is complete, we'll need to mind-scan the surviving population to detect and eliminate any potential trouble-makers - the rest will be allowed to become citizens of the new Primal Empire.

I got no problem with giving Praetorians refuge since Hamidon is going to end up killing them if they stay. I think it would be a stupid idea to let them bring weapons of war and take their word for it that those weapons would only be used for peace.

And I don't care if they are armed or not, but those War Walls around Boomtown better stay up as long as those Praetorians are in there.

Which is why the War Walkers and Clockwork are doing construction. They've been disarmed, at least in so far as you can disarm something that big. But I like the idea that it's not some concentration camp or containment camp or a bleak refugee colony, but really they revitalize that part of the city, moving in and making it vibrant and prosperous.

I want homes and buildings, not tents in the ruins.

If we get some Paretorian charcters crossing over to live here, then I think that Noble Savage would make an ideal hero on Primal Earth - and I can also see plenty of scope for wacky hijinks with 2 Penny's living in the same city
