Too bad her ingame face is practically the same as Foreshadow's.

I guess she's proving that indeed, women can do things just as well as men can.

I'm not sure how anyone would think that looks pretty. Her face looks swollen, her eyes are practically on the sides of her head, and her jawline would make Buzz Lightyear blush with pride.

While I wouldn't go quite this far, I simply find her costume chaotic and vastly over-done. Zippers, buckles, belts, padding, midriff, multiple colours, face plates AND face paint, and none of it really feels like it follows any rhyme or reason, at least not such that are easy to determine at a glance. I've seen worse costumes (the statesman's face plate always looked ridiculous to me from anything but a dead straight angle from where it looks like a whole helmet), but Penny's is definitely up there. It just feels too random to me.

Some part of me does worry the devs are going to start overexposing penny.
I mean do the Devs remember why players hated States and hate Recluse?
Because they're ubiquitous, trumped up as more powerful than any player, and yet they do about as much as playtapus that is not Perry.
So, while it's nice to Penny moving up (and seriously, she, nor any of the phalanx, are involved in ANY of the new Praetorian stuff, what's she doing fighting Shadow Hunter?) up in the world, you may want to start dialing it back before people get tired of her being "The worlds most powerful psychic" and you need to put up a Signature story arc to kill her off.

Well, my theory about Penny's costume is that it's because she's a huge fan of Tetsuya Nomura.

Yeah it's pretty damn bad. I agree with your sentiments. It has no identifiable unifying theme and the colour scheme isn't working well. Way too 'busy'.

her shoes would be 12 sizes larger, and she would weigh about 30 lbs..including the shoes.

honestly, i like the costume, but i like busy costumes. plain spandex Is a visual aesthetic that just strikes me as dated and old fashioned. her costume is interesting.

And... I do not find her face weird looking at all. I have no idea what people are talking about...
