Daos is high on the list... My favorite stalker would like nothing better than to see that jerk chopped into fish-bait and fed to the Leviathan.
My night widow would say the same thing about Phipps. In her opinion, he practices the kind of petty, smarmy, vindictive evil that gives real, serious villainy a bad name.

Statesman would have been top on my list, but he's already gone now. Tyrant and his overpowered praetorian crew would be next up probably.
After Maelstrom, the Television.
What is it, anyway? An emergent intelligence in a cable network? A totem spirit like an oread or kami? Blank Reg transmitting a pirate channel from a houseboat?
I first encountered Television after finishing Phipps's arc. Maybe my impression was colored by that...
Television is Weston Phipps's style of petty, vindictive evil on a global scale. Where Phipps tries to subvert and sabotage any good that Grandville residents might do, Television is trying to make sure that evil prospers by convincing the good to do nothing. It tells the gullible what to think, indeed tries to teach them not to think at all. It's like that punk Cole and his propaganda machine, only subtle... OK, now I see who Television really is. Hi, Tyrant.
Detective Becktress. He smiles way too much in a dark area like Kings Row.

Not a big fan of killing anyone, but weston phipps would certainly be on my "beat the snot out of" list.
wade is currently a bit obvious, letting that one play out.
maelstrom is also assuredly on the"btsoo" list, not only for his treason and him coldly killing his close friend, but for insta-killing me with that teleport kick while i was changing buildings in the tpn, the twerp :P
I'm going to go with two choices...
The NPCs I most often wish I could kill - or as the OP implies, remove from the game permanently - are the pushy NPCs, particularly the bank patrons.
The NPC I think is most deserving of a gruesome death is Weston Phipps.

As to who I'd kill off:
Willy Wheeler. His arc requires my character to be as big an idiot as he is. Any villain with sense would through him off the ledge before completing his first mission.
Captain Mako. OK, so he's tough and nasty. That would make him a good lackey for another villain, but he's just not bright enough to be a major leader in Arachnos. Maybe I wouldn't kill him, but I would demote him.

Azuria was the one that always got to me -- Her idea of keeping things "safe" requires a new dictionary. Far too many thefts laid back at her feet -- some eager MAGI official should have taken her job and made sweeping changes YEARS ago. She's got to be a plant by some evil mage group. That's the ONLY thing to explain why she'd still be there after all that.

Thanks to my (incompetent) hero who couldn't even target him (redsider Rularuu nut and persona non grata in the Club) and apparently couldn't properly set a mine field, States is dead (yay me).
I'd say I want his head but if done properly there shouldn't be anything left of it larger than an atom.
Phipps on the other hand, I don't want to die. If he's dead, he can't suffer.

Peter Themari - His evil comes at a low level and completely out of left field. Until his arc, you're mostly just doing standard missions with a slightly less heroic flavor. Afterwards, even Westin Phipps arc is fair game.
Maelstrom and Desdemona - Gag reflex from being force fed their extreme power-ups and retcons over a very short period of time.
Reichsman - Never liked him nor the fact that he's magically a member of the 5th Column after being imprisoned for however many years. Since we've knocked off the Statesman, might as well take out Bison too. Feel free to have Requiem do it off-camera even.
Manticore - His characterization has gone from decent and unique (within the game) to completely dimwitted. Now that CoH's "Superman" and "Jean Grey" are dead, let's get on to killing "Batman".
Manticore. Preferably before the events of the SSAs. Preferably before the events of the Silos TF/SF. I really can't think of any others aside from Westin Phipps, but he doesn't count because that's the feeling he's designed to evoke. Can't let 'em win so easy.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.
