That said, in the CoH chronological universe, she would be "coming of age" about now, the Vindicators are in need of a new Psion, and Sister Psyche is the next target and has had dealings with Penelope.
Personally, I'd rather have Blue Steel. (Not that he's any more beloved than Yin.)

gee wonder if they will change the salvage needed for the halloween event also?,personaly I see this as a way to seperate them from COH and using this and the coming storm as a way of launching COH2, and not pay any royalites to JE?

In all seriousness though, I was hoping for the Back Alley Brawler to get his own TF some day. He looks so lonely in that unused corner of Atlas Park, he was the level up contact in the "wrong" starting zone, etc. Of course, if there were a BAB TF, I would want/expect it to be more "War on Drugs/Regulators" centric anyway, in keeping with his backstory.
If I had to wager influence on it, though, I'd go with Hero 1. I mean, how you define "minor character" is somewhat vague, he has been the central figure in a lot of in-game stuff, but not as a hero. He's also an Incarnate, so "minor" I don't know about, but he's still my odds-on favorite. He fits the bill. Again, you'd hope if there were a Hero 1 TF that it would fit his backstory and be about the Rikti, but then there's already the Lady Gray TF for that, so what else you gunna do with him?

I don't know how much to read into this but the use of the term "beloved" is interesting.
For example, I like Doc Delilah (and not just for her appearance). But I wouldn't consider her "beloved." Same goes for BAB.
The only character I can think of with that level of affection is the afore-mentioned Penny Yin (and SISTER FLAME of course!)

If it's Penelope Yin, I'm iffy on what looks like Standard Heroine Combat Lingerie. Latex garter belts and high heels don't really fit the more innocent and idealistic character they've developed her into.

"a hero in their own right" suggests someone who isn't already a hero. Penelope Yin seems most likely to fit that bill. I'm not sure I think of her as a minor character, given that she has her own story arc and guest shots in two others, but it comes down to how you define "minor" (and she is, technically, a minor).
The only similar character I can think of is Azuria, and she's arguably more famous for being the keeper of the screen door on the M.A.G.I. vault than for her antics.
How many characters can you describe as "much beloved"? Not many. It seems like it almost has to be Penny.

The only one I can think of as minor and beloved is the previous only kid in Paragon, Penny Preston.

We've seen him try to redeem himself, get into fights way above his weight class because "It's the right thing to do" and the players can still watch his progression.

Fusionette becomes a major player who has a strike force where you have to deafeat Flambeaux... AND Flambeaux becomes a major player on the villain side with a task force where you have to defeat Fusionette.... Who's on board with me here??

Azuria isn't the real culprit.
The real culprit is Gregor Richardson.
Azuria gets artifacts stolen form her M.A.G.I.

NO!!! Not Statesman. Its like killing Superman. I am a huge Superman fan and kind of look up to Statesman with the same respect. Statesman is like the Superman of the COH universe. I am a 5 plus year COH Veteran and love this game. I still love this game, but will really miss Statesman.

Statesman had to die. Otherwise your hero would always be a second string hero to him. And your villain would be a perpetual loser.
You're the main character of the story. You become the iconic hero everyone looks up to. You become the new Statesman.

As I skimmed through the free MMO list on mmorpg.com I noticed that CoH wasn't on the list at all. It still seems to be listed as a pay for game that requires a sub. Just sayin'.
