I prefer full sets of ... quality... pieces, rather than few pieces that are amazing with a lot of seeming repeat peices that aren't really unique.
I also almost never use a "full" costume set on one costume. To me that isn't being very creative and I like to mix and match for a seemingly unique look.

pieces. honestly that was the original appeal of the game to me, socket stuff together and use your creativity. these days, i like a lot of the sets, but they flow horribly if you dont use a full set. I made rian a dragon long before we had dragon wings, heads and reptillian skin. We got great stuff with the mutant pack, but there are clear lines that look inorganic.
Personally, I buy the sets for two reasons. First, its always cheaper to buy in bulk. Pieces cost 80PP each, sets run at 400PP. So if you're getting more than 5 costume parts, it's a good deal.
Secondly, I always buy the whole set because I know in 2014 I'll find a use for those shoulder pads.

I've never used a full set of anything on any character. I consider that to be incredibly poor taste and a sign of disregard for creativity. What the art team create is their vision of aesthetics, but to make something truly my own, I need to deviate from their packages and build characters on my own, such that another person won't end up with practically the same costume just picking a full set out of a drop-down menu.
I've bought every set released for the game so far (except the CoT, getting "minion clothes" is not sufficient), but I've never got these for the set. When I bought the GvE pack, I wanted the justice Boots and Gloves and the Sinister pattern. When I bought the Wedding pack, I wanted tux. When I bought the Magic pack, I wanted the high-collar cape and the Bolero. When I bought the Martial Arts pack, I wanted the Shredder head details. When I got the Valkyrie pack (Mac Edition, actually), all I wanted out of that was the Valkyrie boots and shoulders. When I got the Science pack, all I wanted was the goggles and gas masks. Cyborg I got specifically for the legs and arms. Halloween I got only and solely for the Think Tank, and Gunslinger I mostly got for jacket and the Sailor Moon bow.
I buy sets because I want "everything," but I never actually want full sets. I want specific items from those sets. In fact, the way David talks, it seems to me like costume sets are more of a limiting factor than anything else. They can't JUST have a space suit bubble helmet, they have to have a whole retro 50's sci fi set. They can't have JUST a loincloth, they have to have a whole Barbarian or Jungle set. They can't have cool stuff unless they can make a whole set of it... And I don't want a whole set of it. I want just that one thing.
For instance, I want "titanic arms," which is to say large, muscular human arms in the Robotic Arms category. I don't need an entire "Bodybuilder" set that comes with training tights, bandanas, rolled-up socks and oiled-up skin textures. JUST the arms will be enough.
So, yes, I'd rather have pieces than sets. I'd always rather have pieces than sets.

Pieces. When I look through any set I always look at the majority of them and say "Good lord that's ugly. I can never imagine using that in any form." So picking and choosing usually works out much cheaper for me.
And just like Samuel the packs I bought before were specifically purchased for one or two pieces and the emotes. Now that I don't have to purchase the whole packs I'm satisfied. I still think that packs should be produced but I don't think there should be a huge cost discrepancy between buying all the individual pieces and buying the whole pack.
It should be more like a value meal at a fast food place. You really only saving a few cents. What you are getting in return is convenience of getting the whole set without having to specify every part.

I don't especially care what a set looks like as a set, because I use the pieces individually, as do most of the people I see. However, I still end up using all the pieces of many sets - the recent IDF and Defense pieces, for example, are all very nice, and I'm using most or maybe all of them, spread across various characters. So if they'd just given us the IDF boots because that was the most asked-for piece or something, I would be sad. Really, as long as the pieces are usable without the rest of set, I think it's fine. Some of the recent pieces tint in strange ways and look out of place except with their set, because you can't make it match the color of other pieces, and that I dislike.
I enjoy the pieces, but I think out of context they'd be a bit out there.
If I had gone to the store as a kid and seen individual lego pieces I don't think they'd have been as appealing. But seeing a little box with a tiny jail, a pirate, and the parrot on top, for example, makes me see something I want, and the individual pieces I get as a result of that purchase are a bit more friendly.
There was a costume contest last night (I was one of 5 winners on my Titan alt), and a guy made a character named Paying Mantis. Looked like a combination of bug and rich guy, green everywhere, and damn, I've never seen a more compelling argument for the "money flying around behind you" aura. It was brilliant. But a concept like that I don't think could happen if they just released individual parts. Perhaps if it was all just one big mass of "random parts" then it might happen, but I don't think it would work if they made one costume piece at a time and put them in the market or something.

Pieces. I don't mind that occasionally, the pieces I use come bundled with a bunch of other things. Most of the stuff, I'll find a use for.
However, sometimes the other stuff just isn't impressive. I still haven't bought anything from the Gunslinger set because it just stinks so bad. The only things I want are the cigarillo and the gunslinger ((MALE)) pieces - but I pretty much only play females (and none of my females are saloon wenches). So really, the only thing I can get is the cigarillo. INCREDIBLY disappointing. But at least I can pick and choose, instead of the Super Boosters having to pay $10 for one piece.

I tend to generally use bits and pieces from many sets together for a more unique look, that said, I do have a few characters that have used almost all of a specific set for one of thier slots.
However, I generally prefer to buy costume pieces as a set.
I don't mind costume sets as long as the individual pieces can be mixed and matched seamlessly. The two sets that first came out with the Good Vs Evil edition, Justice and Sinister are good examples.
Look at the Gunslinger costume set for an example of a set where several pieces only work within the set and are problematic if you pick and choose.
The costume department at Paragon should always land on the side of intermixing costume pieces over only looking good within it's set. The biggest problem is (all together now) pre-tinting. I can understand assigning attributes to a piece that affects light reflection and scattering to represent the material the piece is made out of (leather looks different from cloth looks different from metal) but assigning a "color" to it is a problem when it comes to mixing pieces from different sets.

You know, Im surpised people consider it poor taste to use a whole costume set, and as Sam put it "lack of creativity" when maybe that's what they've envisioned fromt he start.
That said, no, Ive never used a whole set on one character. I mix and match. In fact, even though I buy the whole packs/bundles, Ive tended to only use one or two pieces out of the whole set.

This is the difference between character CREATION as we have here and character SELECTION as in a game like Diablo or Dungeon Fighter or Rusty Hearts. There's nothing inherently wrong with selecting a costume someone else made if that's what you want, but I personally see it as uncreative, because it's not, strictly speaking, "your" costume. It's someone else's costume you're borrowing. Someone had to show creativity to make it and put it together, yes, but it simply wasn't you. If you're not interested in creativity or leaving your own mark on your game, then that's fine. To each his own.
However - and this is where my bias comes in - I really have no interest in reusing other people's work. Even when I blatantly rip people off, I still try to inject enough of my own spin on it to make it distinct enough to be my own. I can't feel like I "own" a character if someone else made it for me. The only way I can feel like a character is truly my own is to customize this character in a way that other people won't be likely to replicate at complete random.
That's why costume sets bug me - because I'm never, ever going to use an entire set of anything. I will always try to mix and match between sets, and the easier this is to do, the better I'll like it.

I don't mean to equivocate, but for myself the answer depends on the set and the pieces offered.
1. Sets: If the sets are designed in such a way that they can be used for multiple purposes, I would prefer the sets.
For recent examples, I have found many, MANY diverse uses for pieces in the steampunk and barbarian packs, despite having neither steampunk nor barabarian characters. The gunslinger pack is so specific in its uses (am female, all female characters), this is an example of a set that isn't useful. Even the more generic-seeming pieces which look useful like the ("shirt" in gunslinger), if they are not useable with any jackets or robes, and can't be used as a layering pieces, these kinds of things are useless to me. (and for the record, I WANT MY 40 PP BACK! LOL)
2, Pieces: if they came out with a bundle/pack of say, hats and shoes/boots, I would be ALL OVER THAT PACK! Ankle boots? You BET! Hats that are flattering, like a beret or derby that doesn't look like a big rock fell on your head and flattened it? YES! Add in some ornate chest pieces like, say, big Egyptian neck pieces? Add maybe shoulder piece asps curling around my biceps? *fans self* No, I don't need an Egyptian character to find a way to use this, and yeah, I would beat a path to the Paragon Store, up to and including using violent means should anyone get in my way.

PS I also, I never, EVER use a whole set altogether. I find the thought of it just... somehow embarrassing. I get that "embarrassed-for" cringe when I see people running around in the full set right after some new pack is released. I do not wish to cause that same cringe in others, so I do try to mix things up creatively. I love to look at costumes and see what interesting and unique other people have come up with!
PPS Can I add that I am LOVING the option of purchasing items a la carte? The Thorns set is not my cup of tea at all, but I just adore the belt and the plain version of the shoulder bits. How great is it that they let us just buy the stuff we like, when something isn't to our tastes? GOOD ONE, DEVS!

I would really like the designers to purposefully design pieces in the "sets" that are not intended to go together on the same character concept. That would help break them from this habit of making 8 pieces that are basically useless when not used together.

A creative person is someone who takes parts and tools provided, but creates something new and unique which goes beyond what the creators of the tools and parts envisioned, even if just a little bit. For example:
<-- Party Kake uses the "Blast" look in white, so that her costume looks as close as possible to a layer of mutagenic vanilla frosting. Granted there are variations on her main costume that allow for various glove and boot options, but the rest of it stays. And it works.
That's obviously not the intended manner in which "Blast" is to be used, but hey, it works! And all it is is applied color.
If someone found a way to change the color of the gunslinger/scientist/witch look to make their character look like something else, more power to them! "Green cowboy" counts as creative!

Both. I've some characters that use full sets and others that use pieces. I have two versions of the same character and on one server he's a Magic origin, the other tech, but both are in medival armor. But then I used overplayed patterns to differentiate them.

I remember feeling so disappointed when the mutant set came out - I thought I'd be able to make some proper half this/half that mutants! But alas, it seemed rather horror-oriented.
And then I actually thought about just the shape and textures, and started playing with what they COULD be...
That's a huge part of the fun of costuming to me - using bits and pieces from here and there to make something interesting with them (The other part is being able to show a graphic representation of what the character is like, from nothing more than the clothes they wear).

Both if they are good. and as said before pretinting doesn't inspire me to get parts of sets I like to mix and match. My latest creation was a combo of sets
Martial arts set 5 pieces (half helmet and details-chest detail)
Circle of Thorn set 3 pieces (Shoulders, Gloves and Boots)
Imperial Defense set 2 pieces (Chest and Belt)
Going rogue 1 piece (head detail 1)
COH/COV 1 piece (Standard tights/patent leather)
I can spend just as much time Iconing as I do running missions sometimes, sometimes even more. I just want quality over quainty in both sets and individual pieces. Nuff said.

I think why the devs produce costume parts in a way players do not like is that the devs produce costume sets but players want costume pieces.

Because I mix sets, I do not compare how complete a set is. What I want is unique pieces we do not have already, not variations on things we already have.
I understand that the devs package these things as a costume set to sell it, but I would prefer they instead do a themed accessory pack with just the cool bits.
