Yeah, I'm with the OP on this,I think the unlocks should either be account wide or purchasable.
You shouldn't have to wait to realize a concept. The same can be said for the Roman outfits. If you want to create a Roman gladiator you have to wade through 35 levels of not being the character you want to be just to get the costume bits.

I'm definitely going to have characters made for the new powersets, Dom sets, etc. that will want that CCE and I'd rather not wait a up to a year to get it.

If they made it so that there were no limited timed costumes and emotes based on holiday events then the Devs might as well run every event concurrently 365 days a year. The fundamental point of a "holiday event" is that there are supposed to be aspects of it that are limited. *shrugs*

Zombie Shambling temp power (We have the animation in Necromancy Zombie Horde's moving animation)

So if it came down to either being able to buy holiday items in the Paragon Market or not having holiday events at all I'd be willing to go without the events, or at least have events that had no unique items associated with them. They'd probably be pretty boring like that, but at least no one would be upset with the whole limited item issue. *shrugs*

I, for one, do not go 'Oh, I wouldn't run X if the Santa hat wasn't a reward.' I and others like me, surprise surprise, run the holiday content simply for the fun of it. I run the Ski slopes to see if I'm any less derpy than I was last year (Smart money is on no) and beat up banners if people are doing it because, well, why not?
Why not? is a very good question, actually. Why the hell not?

Don't get me wrong, I'm not against events, I just don't see why they have to be time-gated when time doesn't pass in Paragon City. It's never winter or summer, it's never July or October. What I mean is, I want to see a way to trigger these events all the time, and not an intentionally inconvenient one like running a specific Task Force and then hoping.
I mean, if I want to trick-or-treat during the off-season, then let me run a mission or an arc and enable that ability on that character for, say, then ext week of real time. Or if I want access to the Ski Chalet, let me earn access from DJ Zero by beating Snaptooth for the umpteen bazillionth time.

The technology to let just some specific players be taking part in a zone event doesn't exist in the game. If they can do phasing for story arcs then presumably they could add it for events, but the question there is is it worth it to the devs when they probably don't agree with you in the first place about the limited availability being bad?
From their perspective, the advantages of holiday events are manifold. Players don't get tired of the content since they don't always have access to it so every time it rolls back around it feels fresh again (obviously debatable) without the devs even having to do any additional work on it. It gives players something to look forward to and changes their usual routines, whereas if it were always there some people would probably never even know it existed because there would never be any push for them to try it.
All of the holiday events clash heavily with the game's canon. I know you guys tend to knock the game's canon in the first place but just setting fire to it doesn't seem like the best remedy. It makes some sense to have large glowing gifts with monsters in them lying around during "the holiday season," for instance, but if that's still going on in June then it's obvious that nothing in the game is meant to be taken seriously at all, cf "the other super hero mmorpg."
Finally, if all events were happening at all times I think it would be rather more difficult to wrangle up a full team of players to do any specific thing, and not just between the different event content but also for normal content. Some people probably love running around clicking on doors and presents, and if they have the opportunity to do nothing but that all year long they will take it. That's one less person who can interact with other players.
Whew, I came up with more reasons not to do that than I thought I was going to!

Paragon can you please put such things as the Valentine, Hallowean and Christmas unlocks as either global unlocks or in the store?
I'd really like to make a killer scarecrow with a pumpkin head and loads of evil crows, that beats down people with the stick he used to be held up by (Staff melee), but well I won't be able to since by the time that set comes out hallowean will be over and the events locked.
Likewise with the santa gloves, they really pull the barbarian fur set together, but we can only get them around Christmas.
