Run the new halloween trial, using the LFG tab. Win, and it's one of the options! The trial is excellent and not that hard so it's pretty dang convenient to get.

It was confirmed by Paragon that it was a character unlock not an account wide one. This was before it went on Live however but I imagine it's still the same.

Yeah, if it's not, this is a pretty sore disappointment. I really need that emote on my staff character, who of course is not yet rolled and won't be before the event is over, unless they're planning on releasing Staff before TM

Definetly per character, I picked it on my brute, logged over to my master mind and it wasn't shown in her CC list.

There's a careful balance to play between convenience and exclusivity/special events. We want for there to be a reason to anticipate holiday events; we believe that they're pretty special as evidenced by the new Halloween Trial, and want to convey that sense of appreciation to you guys.

Combine this with the principal of wanting to introduce the concept of limited time items to the Paragon Market, and we have our seasonal offerings.

On the other hand.

Part of the impetus of the Paragon Market is to make more things more available to more people. As such, we're always considering what we should or shouldn't offer on a regular basis, especially if demand is high enough.

That and we like money.

TL;DR version, we have, and will continue to pass along feedback of this nature to the business development team.

Thanks

My only real hope, regarding limited time purchase stuffs, is that if it's not purchased and not available in the store, I'm hoping it also won't be clogging the costume creator with pieces there's absolutely no way to use.

I can't speak for others but...

The badges are why I run the events. The costume pieces, at least as per character unlocked, become a burden and almost discourage me from running the events. I can only kill Snaptooth so many times before I doze off in front of my laptop.

Oh, man, the bat aura. Talk about your things that seemed like a good idea at the time. Sounds really cool; in practice, it's more annoying than people leaving that PBAoE power with the bubbling mud hot springs effect on in Wentworth's. (Although, admittedly, at least it doesn't have a sound effect.)

I've always thought that it was a shame that CoX doesn't have proper seasons and weather. I know how much of a pain it would be to implement it, so I doubt it will ever happen. It's just something that I'd like to see.

Actually... The Valentine's Day event is very different in that you can keep the mission(s) on characters and run them at any time and anyone on your team can earn the rewards.
If you want any of those pieces while the event is not running, ask around on your server and you're bound to find someone who is willing to run it with/for you!
I have a couple saved up still, on Virtue, I believe.
Heck, even with a couple of server transfers, if absolutely possible... you can get those items for any character at any time on any server.

Well, maybe NCS could retcon Paragon city from Rhode island to Florida or New Mexico or Baja Califonia, where there weould be less noticible change in the seasons.

I rather like the idea of the halloween events, but yeah I'll echo that I think it's kind of a bummer that I only get access to some of these things for a very small part of the year when some of their rewards are something I'd like to be able to get any time of the year, like if I want to make a new character later on.

There's nothing wrong explicitly with making unique items for these events, but then there needs to be some alternate way to get them when the events are not being run.

Like, the Witch's Hat? If I don't want to (or can't) run the Tip mission to earn the meticulous badge, I can wait to do katie Hannon's taskforce and go for the badge.

Now a problem example is like, the bat aura. I can run the limited time trial, sure, or I can buy it in the market, but the market listing is only available til Nov 18th. It's an account wide unlock, sure, but if someone doesn't get it before the trial or market listing is gone, that's it. That's a bummer.

Anything listed in the market shouldn't be limited time. Maybe limited promotions like discounts or extras associated with it, but the items themselves should not be taken off the market.

Again, really, if there's an alternate way to get all this stuff year round (even if its harder) I'd have no major objections. But relying solely on being active during a (relatively narrow) window for things like costume pieces and emotes.. eh. I'm not thrilled.

Or they could deliver new rewards each year.
That may sound greedy at first, but is it really? This year, they added the cool Halloween Pack.
Why not a second Halloween Pack next year... and a third, the following... and so on?
That'd really make it fun!
And I'm not even talking about just the store pack.
I think having rewards you unlock through the event is good and fine.
In fact, I'd say... run the event, let people earn them... then open them up for sale.
However, I'm not tied to that idea or anything... Just thinking and typing at the same time.

So if it came down to either being able to buy holiday items in the Paragon Market or not having holiday events at all I'd be willing to go without the events, or at least have events that had no unique items associated with them. They'd probably be pretty boring like that, but at least no one would be upset with the whole limited item issue. *shrugs*
And yeah, this too...
I mean, we know there's a constant Halloween world from the historical documents titled "A Nightmare Before Christmas", so it'd be a great idea to maintain persistent holiday zones/events in this game.

/swoon

I'd love a Halloween zone that was always up or maybe only opened after a successful zombie invasion or Deadly Apocalypse event there would be an hour or so that you can LFG to get into the current House of Horror zone.

(although I'd just love zone wide place based on the art and enemies in the House of Horror - good lord the art is SO impressive!)

I just want to provide the following feedback as it relates to this statement: while I want you to have more revenue to continue making the game more awesome, and I know that one way to do this is to increase demand through artificial scarcity (which is exactly what limited time items are-- people will buy them even if they don't really want them just in case they might decide the should have bought them in the future), I consider creating artificial scarcity to be a questionable business practice. Not "maybe you should go to jail if you do it" questionable, but "that's not cool" questionable. Disney does this with their movies, and everyone I know thinks it's a jerk move designed to make more money.

In short, I do not see anything good about wanting to introduce the concept of limited time items to the Paragon Market. I think it's Not Cool™.

I also agree with the OP that by restricting certain costume items either seasonally in game, or in the market, you restrict concepts from being made for a year, just because you want the selling/rewarding of certain costume items to be tied to a season. One of City of Heroes biggest selling points is about using its customization to realize a concept. I think arbitrary limitations on costume items weaken that selling point.

I think a better way to make the holidays special as it relates to costume items would be to introduce new ones to the store permanently each season, but put older ones on sale during the holidays as your seasonal offerings, and continue to give some away for free via the events (this is a compromise-- my opinion is that no costume item in the game should be gated, aside from small amounts of real money to pay for development costs of new costume items with expectation of a reasonable profit).

Also, I personally anticipate the content that comes in the holidays. I was very excited about the Halloween trial, and couldn't wait to run it with my fiancee and look around for the little fun details. I'd have been excited if the trial didn't give any rewards at all. It was a lot of fun, and I'll probably run it a few more times even though I've gotten what I want for rewards out of it.

Liquid's above post is a bit long to quote, but I agree with everything he said.

I will not lie: though I find the Murder of Crows cc emote, Bat Aura, and all of the pieces in the Halloween costume pack to be very cool and well done, I have no current characters nor pending ideas that are in need of any of it. So I have yet to buy it. However, the fact that it will all be gone in a month, at least until next year, has me wondering if I should get it "just in case."

I understand that inciting that mentality is part of the marketing strategy, but while it may work for short term gains (as I am sure many people thinking similarly will buy or have already bought the pack), it becomes an annoying gimmick over time. You leave your customers feeling pressured to buy your premium products, even if they many not need it right now.

There is another industry in our world that does the same thing: Insurance. And nobody likes insurance agencies. Sure, we all buy it because yes, odds are one day we'll need it. But I do not think a gaming company should want their customers feeling like they are buying costumes for insurance purposes.
