Some thoughts on /Time
Correction. I pulled this straight off the beta server, for a corruptor. So it should be accurate.
Chrono shift recharges in 360 seconds (6 minutes) It lasts 90 seconds (the +recharge, the +recovery only lasts 30 seconds) So, at the recharge cap (360/5) it recharges in 72 seconds. Thus, its pretty possible. You actually only need 400% recharge (360/4 = 90) and with about 95% in enhancements, 70% from hasten, and 50% from chronoshift itself, you only need 185% recharge. Add in spiritual alpha and you can knock it down even further... |

Even if it took getting to the recharge cap to do so, you could probably do it while still reaching the softcap.
Membraned/Cyto'd/Enzymed PBU/PB + T4 Radial Clarion + enhanced Far Sight = over 33% defense to everything. Of course that also means you're not taking dark mastery for perma soul drain...

A) Too many damn powers that need taking. B) Too many damn powers to click. C) The buff isn't that great. If 50% +rech from my Chrono Shift doesn't put into the stratosphere of +rech then, uh, screw you. D) The +dmg isn't that great, and the added healing isn't that great. Basically, combine that "meh" factor with the fact that I don't want to have one more power to monitor and it's a pretty unappealing selection for me. Since I'll be leveling this toon the old fashioned way when I21 hits, I'll probably take it and respec it out later. |
I don't think the Accelerated feature is all that impressive.
Not to mention after all that, you start to get to the late game, and running with more and more people who use IOs, and I just don't see it being all that impressive.
If it was an AOE buff (even if it didnt effect yourself) I could see keeping it. But when it's just 1 or 2 people...with everything else Time has to offer, I'm really not seeing it.
Mind you, some +DMG is nice of course. But let's take Kins for example, often times when running my main, I'd say they could skip me, as all SB did was make them have to target someone else, and all I got out of it was a faster running speed, which while I like having it, took time away from them doing other things besides buffing.
I feel the same way about the other ST buffs, like Clear Mind, I find a waste. AB/Fort I don't think are all that either, but that's in a set dedicated to buffing others, so it's a bit different.

Selfish Solo Reasons:
- Lore pets juiced up on +damage bonuses can get even more ridiculous than they already are.
- They also (the boss pet mostly) get a little extra survivability from the regen.

Clear Mind/Thaw is a different kettle of fish, it'd be great if they got the AoE buff change too. Throwing them up individually is a hassle, since they don't last very long and are generally purely proactive.
As for Temporal Selection, I'll be taking it. Who knows, maybe after playing with it I'll change my mind. It's not as insanely powerful a buff as AB or Fortitude, but its still a nice damage and recharge buff. You're right, it won't have that large of an impact on highly IOd characters, but not everyone builds for a lot of recharge. Maybe it'll just be a buff that's best used on people who aren't heavily IOd (or just not IOd for recharge.
The damage boost is nice too. Nothing major, but nice.
I guess the way I see it is: it's a support set, it's a good ally buff power, why not take it? The stats on it don't look so meagre as to be worthless and lord knows I've served time on far more clicky support sets (Kinetics) so I don't think it'll be a problem. It might end up like Frostworks, fine with one slot, nice to have but nothing crucial.
Edit: Fortitude has a 120s duration, 60s recharge. TS has a 120s duration, 120s recharge. Fortitude can be maintained reliably on 6 people with high recharge, so I figure TS could be maintained on about three people.

So my question is what is a good match with time? DP/Time sounds good because of all the melee action. But I already have a DP/MM blaster. Beam sounds like a bad mix because of all the clicky and targeting. I dont have any Rad attacks toons.... hrm.

Time has an AoE slow patch, not too unlike Tar patch, so a primary with a Rain type of power will be able to go to town without enemies fleeing.
Outside of endurance concerns my first choice would be (and will be) Fire Blast.
With regard to the rest of my build: I have a lot of recharge, so as to make Chrono perma (And get as many Hail of Bullets off as I can). I'm running 6 Luck of the Gamblers, and tons of +5%/+6.5% set bonuses.

Castle further elaborated on the rule of five in I13 Closed Beta saying that the exclusion of more than five of the same bonuses is based on the name of the bonus and not its value. For example, a character can benefit from up to five global benefits of Luck of the Gambler: Defense/Increased Recharge Speed, which gives a global +7.5% bonus to Recharge Rate, as well as up to five set bonuses of +7.5% Recharge. That's because the first bonus is named "Luck of the Gambler: Recharge Speed" while the second is "Huge Recharge Bonus". In seriousness, I've not written the TM guide because it's not out yet. I've not been able to properly level and play it, so I'm not in a position to talk about it, let alone write a guide for it.
Sometime after i21 hits I'll start work on my Poison and TM guides. In the meanwhile, got mah damn Empathy guide to finish. That should be done by this weekend though.
As for what primary, what Deus said. Only potential concern with Fire is endurance, but that can be solved with good slotting and/or Cardiac.

If you don't want to go fire (why wouldn't you?) rad blast works fairly well. You can just stand in the middle of the fight and spam Irradiate and Neutron Bomb, each slotted with Achilles Heal procs (plus one in Slowed Response).
It melts minions and lieuts away pretty damn fast, but you'll be extremely jealous of Fire's single target damage.
Ice blast will be nice too. Blaster level Ice storm and blizzard, plus the distortion field means the mobs wont be leaving the patches anytime soon... plus the ST nature of ice isn't that bad, even when compared to fire.
I paired up Psi/Time on test and it played well at 50.

Highlights are lots of slows, lots of mitigation against incoming damage, and high DPS! (not as much AoE as fire though, but definitely higher DPS)
I also took leviathan mastery for school of sharks, it locks down enemies when your ready to use ice storm and frost breath
Plus with colour customisation, Time Manipulation can look very much like water/whirlpool effects! What is not to love?!
What about Dark Blast/Time? Good self heal, some nice -to hit to go along with the +def of Faright. I know darks damage isn't the best out there going but dam Gloom hits hard.
For all of you asking questions about combos that go well with Time I would gravitate toward a more PBAOE or AOE set Since time is Very in your face, my favorites so far are Fire/Time(The mobs melt like friggin budda! y'all!), Elec/Time(Believe it or not it works!) and Ice/Time(I haven't rolled one yet but I do have a Ice/Dark so yah!).
Rad would work well but I would avoid Neutron Bomb...that animation is so long and Time needs a lot of attention.
Dark is so cone heavy and unless you like running back and forth for ultimate cone round up I would say a big no.
Dual Pistols would be ok. (with a lot of Recharge)

While it may look just like that 3+second long animation from Repulsion Bomb/Bonfire it's not. It may still be kind of slow in actually dealing damage because the "bomb" has a travel time to your target, but it's not because of animation time.

I rolled an Ice/Time/Leviathan on the beta servers and the combination is incredible!! Really good mix of AoE, and if you pump up the recharge as high as possible then your standard attack chain of ice bolt, ice blast, bitter ice blast does some really high DPS.

I'll be looking at an Ice/Time/Power Corruptor I think. Power Build Up looks to tempting to skip.
I'm more of a thematic player myself, but don't want to walk around 'regretting' my secondary.
I'm thinking of a Sci-Fi based character... Time Manipulation and Rad? I don't know. Rad is kind of the red headed step child of blaster sets.
Fire would probably be the -strongest- to pair up with Time, but thematically I'm not sure it works for me.
