Why wouldn't they be able to - for either question? The devs have been pretty blunt about what they can't do - while it feels like they ignore PVP, if the free/premium players couldn't, I'd imagine it would have been mentioned by now.
Remember, they're wanting people back and spending money.

Zwillinger had said that F2P would bring a lot more pvp blood into the game. Unfortunately, I'm having trouble locating the reference.

They will be able to PvP. In SOs. Without incarnate powers.

I've heard a lot of dedicated pvpers speculating that the whole f2p deal will immediately turn people off to pvp: they'll go into a zone and immediately get wrecked. Badly. It's hard to see that as incentive to spend more money on the game, especially if they ask around and learn what it takes to make a build that is considered competitive.

That is actually a good point. F2P don't have access to IOs either, if I recall correctly.

So, did anyone happen to find out yet a SDCC or otherwise whether or not f2p/Premium players will be able to PvP? If so, do they still have a chance to drop a pvp recipe?

But, honestly, I can't see the devs gating PvP since access to PvP, IIRC, is still a requirement for one or two red-side accolades that can be had through PvE blue-side.
As for bringing in fresh meat? I doubt it. I once had Arcanaville try to explain DR to me and ... it didn't go well. I don't think I'm all that stupid, but the current PvP baffles me. It's too arcane, if you will, for wide acceptance in an otherwise straight-forward button-masher.

When they finally did work on pvp, they took all the input they had solicited from the pvp community over the years and did the exact opposite of what people wanted.
That happens in any PvP game until new people learn the game mechanics. |

There are bugs in pvp that have never been addressed since the arena was added in I4. |
If the rest of the game had followed the same pace of development, the whole franchise would've gone under years ago. |
Usually you don't have to learn a whole other set of mechanics in order to pvp. |
There are vets that have been playing since launch that are still baffled by the current pvp system. |

New blood, old blood, doesn't matter, long as they drop stuff.
It atrophied because this game was designed from the get go to be PvE, and as such has always had a dedicated PvE population. Nearly all of the playerbase has no interest in PvP and never has.

You don't need incarnate powers to PvP, but if F2P players want access to those powers it's just another incentive for them to spend money on the game. And it only takes a single purchase to upgrade an F2P account to a Premium account. GR isn't that expensive.
