Faking Light powers?
Take a look at Radiation Blast colored bright white. One of the toons in my sig, the "Swede of Light" is a Fire/Kin with similar coloring. I sort of regret rerolling him from Radiation/Kinetics Corruptor because I think the original was more thematic, but so it goes.
If what you're looking for is more like "chromatic light" I also have toon called "Fedora Borealis" who is a Fire/Radiation Controller. You can get some really brilliant effects from that combo.
Energy Blast/Assault colored correctly also looks very light-ish.

I have a Kin/NRG defender as well that is based around a priest that uses power from his enemies and reflects it back at them. The powerset colors were meant to simulate light and Repel, while virtually useless, was my "light shield." I don't really recommend this powerset other than for thematic purposes however as the two powers work against one another.
It's not for everyone (especially once you get into heavy enemy mez territory), but they can be really fun.

I'll never recommend a non-Kheldian Kheldian, as they're a pet peeve of mine, but as you can see that is an option.
However, as was recommended earlier in the thread, Radiation works very well. In fact, since actual light shares some characteristics with radiation, it really works pretty well.
When I wanted to create such a character, I went with a Radiation Emission/Radiation Blast defender, both with a white primary and a pale yellow secondary.
If you're looking for something perhaps a bit more smitey and biblical, you could replace Radiation Blast with Energy Blast, which is fairly knockback intensive (Depending how attractive that is to you, as I know Knockback has become rather demonized in this game.)
Or you could even get a little more aggressive, and change it to a Fire Blast/Radiation Emission Corruptor. You could even give up the support, go for overwhelming offense, and take a Fire Blast/Energy Manipulation or a Radiation Blast/Energy Emission. Makes for a good avenging angel concept.
Ice/Ice Blaster. Dedication to concept is an ugly thing.
Claws/WP Brute. Sex without the angst.
Every CoX character lies somewhere on this spectrum.

2. Peacebringers underperform (especially if you lock yourself with human only), and we've done math to prove it. Early levels they tend to shine, since they are essentially a blaster with self heals. Later in the game, though, blasters get better survival tools while doing much more damage.

Too bad Illusion/Dark isn't an option for a 'troller. Tinted white instead of dark colors, that powerset would thematically make for an awesome Avenging Angel sort of thing.

I have a couple of light-based characters. I'm not sure either is what you're looking for mechanically, but might provide thematic inspiration.
One is an Illusion Controller. I know you've tried that, though, so I won't belabor the point. I also have a Rad/Rad Corruptor who thematically redirects "ambient electromagnetic energy" (including, but not limited to, light). I think it's worth mentioning because I used power customization to color this character's powers in all the colors of the rainbow, with reds and oranges being used for anchors--functioning as a subconscious "stop" or "use caution" flag--and blues and purples being used for attacks, with bright white reserved for the most potent powers.
Feel free to play off of that concept if you want.

I'll second what lots of people have been saying. Recolored Radiation Blast works very well. Energy Blast also works well. Peacebringer is thematically exactly what you are looking for but definitely underperforms so I cannot in good conscience recommend it (my PB is the only level 50 I can no longer play, and it makes me sad). Recolored Gravity might also work if you want to do a controller or dominator - the powers look very good in bright white or white/bluish. A Grav/Energy dominator might be what you are looking for.
A few things -
(a) all you're going to hear re: human form PBs are doom and gloom. Play and decide for yourself. I had fun taking mine to 50. Then again, I don't play with a stopwatch and a spreadsheet next to me. I'd still consider forms, though - they are, after all, translucent and wouldn't break the "light" idea.
(b) I also have a "non-peacebringer Peacebringer" in the form of an Energy/Energy blaster, white/white tint to everything. (Specifically because I was trying to make non-Kheldian Kheld analogs. The grav/kin non-warshade Warshade was... interesting.)

Peacebringers are awesome, though they are kind of weak-sauce in comparison to pretty much every other AT out there(especially Warshades).

Why do the powers have to be white? Green latern controls green light and a proper light controller would control all colors of the spectrum.
I would prob make an illusion/empath or illusion/radiation colored bright white.
Light bending, holigrams, illusions, and focused blasts like lasers. I would choose illusion/radiation for a light based toon.

My light-based character covers the whole spectrum of visible light. I had the original inspiration thinking of the old Rainbow Raider, one of Barry Allen's (Silver Age Flash's) old Rogues' Gallery villains, along with Halo from Batman and the Outsiders.
My girl's name is Sister Spectrum, and she's a Rad/Rad Defender with all her powers brightly colored with one of the 7 colors of the rainbow spectrum: Red (pure offense, attacks), Orange (holds, mez), Yellow (debuff), Green (self-buff), Blue (teammate buff), Indigo (Heal), Violet (Rez). The only real exception is her Atomic Blast, which I made pure white to differentiate it from all her other powers. For her Epic I took the Dark Mastery powers, which thematically work since darkness is the inverse of visible light (and thus her ability to manipulate visible light's opposite truly indicates her mastery of her powers). I also threw in the Grant Invisibility and Invisibility powers since they likewise work with the concept of manipulating visible light.
It's a neat concept, and visually it looks quite nice. It's worth remembering that light-based powers don't always have to be pure white, as a few others have noted as well. Green Lantern is only one aspect of DC's relatively new concept of the Emotional Spectrum, where each color corresponds to a primal emotion: Red-rage, Orange-greed, Yellow-fear, Green-will, Blue-hope, Indigo-compassion, Violet-love. I used that spectrum to sort out how I wanted SisSpec's powers to work.

My favorite light-based character is a dominator using gravity control and energy blast. The idea is that she can harness the power of stars using cybernetic implants, so she can use both the energy of the star and the mass of the star to attack and control. Initially she is able to draw her power from the sun. As she gets more powerful, she gets new costumes that relate to different types of stars - red dwarfs and the like. It's a fun combo to play, and I finally found a good theme for gravity control.
I'm in the crowd who uses the entire spectrum for my light character. FF/Energy Blast Defender with each shield and blast a different color.
I've been trying to create a "light manipulation" character for days and it's just not working out. There are some archetypes I don't want to play - tank, scrapper, brute, stalker, mastermind. I like ranged supporting characters, especially controllers and defenders.
I tried Illusion Control which sounds like a perfect fit, but it didn't seem to have much actual control (which is a shame, flash looks so awesome). Unless there's a secondary that would help with crowd control then Illusion isn't an option.
Any ideas? Has anyone else made a convincing light toon? I feel so picky, so it's really difficult to come up with anything
