It seems trivial to create a character who shoots fire or freezes things in ice or whatever by use of SCIENCE! In a thread in the art/screen shots forum, someone made a SS scrapper who uses steam powered metal arms to pummel things. I went and, in playing around, made this sonic blaster:
with the wrist blades and some sort of large glove for overlapping, the first steampunk character i had was a claws stalker.

I think any powerset having to do with Electricity is spot on, but as others have pointed out there's probably a way to rationalize anything into being steampunk.

Pretty much anything can be rationalized, as said.
/Storm - weather control machines, or just steam and wind generated from the character.
Necro/ - Beware Doctor Dread and his Galvanically and Chemically Reanimated Horde!
Demons/ - A steampunk robot forged of metal brought up from Hell and fueled by hellfire and damned souls.

At the current stage, my two Steampunkers are Kinetic Melee and Broadsword, so really you can do anything with it.
Yes, because during the Victorian Age, which Steampunk is supposed to take place in, mustaches were in style. The clean-shaven look of the Regency was totally out of fashion.

I find that Energy Blast(Assault) colored with white, various shades of grey and desaturated blues and yellow/browns make good Steam Burst effects.
Combine with mechanical looking gloves/arms (I prefer Resistance Gloves and Shoulders, colored a brassy tone) and if you have it the Steam Jets Aura, and you're golden.
I have an Emp/Eng Defender, and an Elec/Eng Dom who are steampunk themed.
EDIT: Radiation can also be fairly easily colored to look like Steam. I'm considering a Steampunk costume for my Elec/Rad Controller.
Edit again: The Thunderhead aura can also work well enough for electric using Steampunk characters. For instance, use the Arms option and color it grey and you have a steam cloud with periodic arcs of electricity.

Mine is a Claws/SR brute. I did the single big blade because I thought it would be a little more steampunkish.
In addition to all the other ideas posted, one thing that's worked well for me on more than one character has been recoloring Fiery Aura a "dark" grey (using Bright Flames) or a "light" grey (using Dark Flames) to make it Steam/Soot Aura instead. The idea here is that the fire damage comes from superheated steam rather than actual fire. And particularly when using Bright Flames for the two "armor" powers, the flames spiraling upwards really do look close to wisps of steam.
I've also done the same thing with Energy Aura, though that looks a bit less like steam.
Honestly, though, like any other concept hook in the game, "steampunk" is a purely cosmetic thing. You can find a way to make anything fit.
Finally, don't forget that you might want to make use of the costume pack for ideas that aren't strictly "steampunk," whatever that term may mean to you.

I have a dp / dark miasma corruptor, Triggermortis, that's steampunk themed.
Mind control with a Victorian magician/mentalist would be a perfect fit, especially if you combine costume elements from the Magic booster.

A stage magician as well as a mentalist were just two of our many bullet points.
We had a couple rocketeers, steam driven automata, a Native American scout, a tramp steamer captain, a man-lizard from the lost world, a hairy long bearded hermit who wore rags at best, a tight rope walker, a cavalry man from the US civil war, a tesla scientist, a second generation utopian from a free love community (who went by "Bloomer Girl"--one of my favs!), pith helmet and jodhpurs wearing adventurers, a Houdini-esque escape artist, a barnstormer, and many many more beyond that.
Pretty much any and all blueside archetypes and power combinations were represented. With a bit of imagination, steampunk can be much broader than I think some folks assume. (and I might add that all of these characters were each played by different people--we had pretty solid participation in our first year with SG nights bringing out 16-20 people each time. The thing that ultimately did us in was the non-existence of SSK and playing sidekick-mentor tetris trying to make teamups work on SG nights.)
Though retro pulp is not necessarily steampunk, one need not look further than League of Extraordinary Gentlemen or the fairly recent Sherlock Holmes film to see that most any type of character from the antebellum through turn of the 19th-20th century can easily be given a steampunk treatment. Really all one needs to do is familiarize themselves with those wider genres of pulp and historical fiction to find a wide range of inspirations for characters and treatments. No need to limit oneself to already explored themes within the sub-genre!

All my characters
I've been thinking about a steampunk character, and I was trying to list the archetypes that made sense. I've come up with the following (hero):
Electricity Scrapper
Pistols Blaster
Electricity Blaster
Mace (wrench) Tanker
Gravity Controller
Devices Defender
Any other ideas?
