So while I won't be surprised if we don't get any I think this would be a great way to encourage mutual migration between the EU and NA communities.
As they are testing the server merge now, this may happen sooner rather than later, if all goes well. And since they just had a sale on server transfers, I don't know if they would so quickly follow that up with free transfers. In other words, we'll have to wait and see 
.
They cannot at this point direct where server transfers are used, but adding some server transfers as incentive for EU to NA and NA to EU as suggested would be beneficial in my opinion.

This would also be a great time to run a name purge. Having a better chance of getting a name you like on a server would encourage you to make (or transfer) characters on/to that server.
Since they just got through doing half-price transfers last week, I doubt they'll do free ones soon.
We aren't currently planning on offering any free character transfers.

Well, I dont have interest in GSA now. I got plenty of slots thanks to veteran rewards, since I delete a lot of characters and Im not altaholic but I was hoping to move all my characters to NA servers.
Considering it's an automated process i would like to see one day having a few free transfer tokens each month so we could play on whatever server we like. If we use up our tokens we would have to pay. seems reasonable to me.

Nothings stopping you from moving your characters to other servers other than your unwillingness to buy some transfers.

At such a momentous event, the bringing together of two communities separated for years, I would have thought that a period of free transfers would help encourage folk to move about a bit and see the other servers.
I wasn't expecting them but it would have made for a nice celebratory gesture. Oh well.

Hopefully they may reconsider or are just keeping it a tight held secret to be announced when the event goes live.

All I'm saying is that we aren't being told we can't do any transfers, and all along I have maintained that I think in this situation a few free transfers would be a good idea.
On a side note if I may make a comment objectively, If we do get the option to make some free transfers I think it may not be the best idea to move all of ones characters at once. Test the new servers out first. One server may look like a good idea but once there, a person may not like the general atmosphere. Don't make a huge move and then later regret it.

For example my new project is leveling up the 16 new characters I made last week in Praetoria, (yes 16 new characters) in order to get the prestige bonus they will get when they hit 20 and join my new personal SG. Over half of them are complete with bios and all of them are already halfway to level 20.
I'm eagerly looking forward to the 4 new servers and 48 character slots.
Of course other players experiences at leveling may vary.
