What if you were in charge of Issue 21?

For the upcoming issue, what if you were the head honcho calling the shots on what got done? What would you include in it?
For me: 1. Power customization for all powers. *Priority Number One. The Must-Have/Issue Theme.* 2. Two complete new costumes from head to toe. Also additional miscellaneous stuff for various body parts that wouldn't normally get a full costume (flat foot animal fur, wings at level one for animal characters, etc). 3. Radio and Newspaper missions could be used in every zone, not just selected zones. 4. Rework the lower level hero missions so that I'm not running to King's Row to get a mission to go to The Hollows. All missions (except maybe the major stuff) would have an entrance on the same map as the mission giver. Exceptions might be to meet new contacts, who would give a mission on the same map they are on, and not send you off somewhere else. 5. Allow capes at character creation. Don't require a mission to get them. 6. Add in a few new travel powers, such as fire flight and hoverboards. |
I think I would do a cosmetic overhaul to Atlas Park... It needs it...
Masks... regular masks need a BIG overhaul... you cant even use white for a mask with out looking like some kind of odd tan line...
and i would fix pvp... a full roll back to pre i13 pvp.. good enuff...

Easy. Dump ALL the new currencies and salvage garbage brought in for the Incarnate system, and convert everything over to "Incarnate XP" that you earn to gradually unlock your next slot (you get to nominate which slot you want to earn it for).
Simplify the entire stupidly over complicated system that's taken a pick up and play MMO, and turned it into a number crunching borefest that's almost as interesting to play as EVE.

Complete power customization (which, in my head, should include things like alternate travel power animations).
I will take whatever else is put into the game, from beyond this, with a big grin. My only wish is for an ice slide option somewhere, jet packs to be optionally permanent, and a "Minimal FX" option on Hasten.

I am a blaster first, and an alt-oholic second.
More Incarnate Trials and a rebalance of the Devices Power Set (ok, that's what I want to see as a player, if I was actually a dev I think my priorities would be different).
Now that Incarnates is out of the way, here's where I'd go:
1) Asymmetrical costume options, including left & right arms/legs
2) Jet/jump packs as an alt to Fly/Super Jump. The animations are there, just re-skin/color and make them available
3) Full masks that skin colors to not bleed through and have textures to match body skins.
4) Global completion on "intro missions" or at least, an alternative random mission offered at the same time. No more locking out Contacts just to "show off" a hazard or zone.
5) Global unlocks on mission/event based costume goodies.
And the Biggie... 6) A reworking of the Teleport Travel Power(s). Personally, I would simple add fifth "Long Distance Teleport" power that costs a large chunk of end to go anywhere on the map (maybe even with a zone option as well, using the base transporter landing points?), Easy way around height issue using map, bind it with the "/stuck" command so it kicks you out to the next reachable space.
Also, Starting with Issue 22, I would make some changes on what to expect in issue releases:
a) 1-2 Power Customizations, based on Origin (Like a ray gun alternative for blaster powers, for example)
b) 1-2 Costume Options. Either one or two full costumes, or one or two "really cool things"
c) 1 new arc (or several mini-arcs) covering content from Level 5 to Level 45. It could be one contiguous arc , several linked arcs or several mini-arcs.
d) 5 new random missions, added to the mix.
e) 5 new tip missions, added to the mix.
... Hit it ...

A hoverboard isn't a travel power. It would be a costume recipe like Jet Boots, and Wings.
Add more Sf's and give villains another villain only zone.

New costume pieces.
Bo-staff/Spear powerset
Acrobatic Travel type power pool- NOT (ADD ON PAID FOR) NINJA RUN
Range Power pool (Pistol, Rifle or Bow animation already in game)
Expand Preatoria by 5-20 levels. Or add a TF there.
Nothing incarnate at all - I would use even issues for level 50+ odd issues for under 50/QoL.
1) color customization for Epic powers
2) next 2 Incarnate slots
3) New Hami trial
4) a solo trial to test the limits of your build
5) 2 complete costumes
Issue 21: Reclamation
Storyline: After years of just "containment", city officials have decided to reclaim the hazard zones. They want to clear out the gangs and rebuild the Hollows, Perez Park, Dark Astoria, and Boomtown. The problem is that the gangs don't want to leave and they're prepared to remind the city WHY these places are considered "hazard" zones.
At random points, riots begin at the security areas as waves after waves of gang members start attacking. Heroes are tasked with defending the security zones and keeping the chaos contained. Side missions include shutting down the Arachnos agents that are responsible for arming the gangs.
Meanwhile, the Rogue Isles are also facing their own troubles as the luddites, mine workers, and Gold Brickers try to "reclaim" the Isles for their own. Villains are tasked with keeping the infrastructure going in those locations before Lord Recluse takes more "sterilized" measures. Side missions include sabotaging Wyvern blockades and arming the gangs in Paragon City for their riots.
Additional features:
- BASE ITEMS! More room textures, more room furnishings, incorporating some of the Praetorian furnishings into bases.
- Move shirts from the Jackets category to "tight" so they can be used with jackets.
- More trenchcoat options (open and closed jackets).
- Gun-holster belt.
- Sidearm holster for chest detail
- Hero Corps NPCs included in Architect Entertainment missions (pattern after Longbow)
- Hero Corps logo for chest detail
- Headset-and-mic for face detail 2.

1. Add a 7th or 8th recipe option for all sets so that you can better slot out your powers rather than waste a slot just for set bonuses
2. Add 1 or 2 more power options to all PPs and APPs/PPPs including PPP pets for MMs just give us what Cor's get

I21 Super Group Base Love:
Sooo many things we need for bases, including but not limited to, NPCs (Trainers, Tailors, butlers ect), market access, multiple floors. Rogue & Vigilante Groups, open to toons of any alignment and able to place teleporter beacons for ANYWHERE for those toons that can access those areas, including the ability to chose the spawn location.
I21 Mastermind Love:
A Heroic equal/counterpart (Call it "Commander" or "Leader" or whatever) New MM types, full pet customization or at the very least alternate forms for each class of pet, selectable on creation and changeable at the tailor like power customization alternates.
I21 Rogue & Vigilante Love:
R&V exclusive zones, the ability to create/start as a Rogue or Vigilante and R&V Super Groups open to toons of any alignment. (As in Base Love)
I21 Praetorian Love:
Level 20-40 zones and content and Praetorian Super Groups.
I21 Fifth Column Rising! 5C trouble in every zone with new contacts and arcs for every level.
And further down the road in I22 Midnighter Club Love! New (Time) Zones and increased story complications and arcs. Hero side zone revamps/updates for Dark Astoria, Faultline, The Hollows, A Moonbase Zone and Truely alien invaders!

Also:
1) Costume pieces.
2) Future enemies are something new and fresh. Enough of Praetoria...we are getting flooded with this stuff and I, for one, am beginning to resent it.
3) A co-op, epic TF like the ITF. Innovate it so there is a pick your path etc. option so there are choices that matter to be made along the way. That way there is a slightly different wrinkle for the first several times. Make it different than what we have. I was not too impressed with the Sutter TF.
A storyline focus that moves away from Praetoria (two new tfs that have NOTHING to do with Goatee Universe), powerset proliferation, the next trial/slot.

Pool power customization
A continuation of the hazard zone reclamation starting with Dark Astoria.
The fog has been lifted in Dark Astoria as the Banished Pantheon and Circle of Thorns have been pushed back to a smaller power base within the walls of Moth Cemetery. The new city zone could have the occasional spooky occurrence (strange ghostly laughter, unexplained shadowy figures and a smattering of wandering NPCs driven mad by the horrors they have seen) and random zombie attacks as the undead pour out of the Moth Cemetery hazard zone with Adamastor leading the charge!

If I were in charge of I21?
My List:
- First and foremost, for players to get a grip on reality, get a frakking clue what goes into coding and programming, get them to get over their sense of entitlement that if an issue doesn't have what they want to stop whining.
- Introduce some more iTrials to further the develop the endgame content that people have been whining about for years (and now that it's here people are complaining about the Devs focusing on end game content!)
- Introduce some new architecture to Paragon City and the Rogue Isles.
- Introduce at least one new villains only zone.
- Add some Enemy Group costumes to the available list of costume pieces that players can use.
- Proliferate some powers.
Move the "what I'd do" to issue 22, since issue 21's at least as half-baked already as this one... so with that somewhat better timeframe:
- Arcs and a TF exploring Dark Astoria. (Two TFs, actually, the second higher one exploring a cycle of lightening and darkening of the area over the years.)
- Beginning a Shard revamp by putting content in the Firebase Zulu zone. We have Incarnates - their stuff comes a little later (issue 23, next zone over, starting to face Incarnate-level threats.)
- Villainside Shard instances dealing with Darrin Wade's plans - arcs and at least one TF, preferrably two, with a good level spread (and the second one, again, being "use that incarnate level power on something other than Tyrant's dancing girls.")
- Arcs starting to backtrace the Shivans and dealing with detecting the CS.
- Delete any and all reference to "Dr. Mindstorm or whatever his name is is the reason for power proliferation!" including that stupid cutscene VEATs get.
Move the "what I'd do" to issue 22, since issue 21's at least as half-baked already as this one... so with that somewhat better timeframe:

1. Progress on issue 21. Issue 21 is in progress but not complete. Thus, "Half" baked, aka incomplete, still in development. (And no, not a statement of "It's halfway done already.")
2. Statement of opinion on issue 20. The interface changes don't seem well thought out, items are steps back from what we had (the new team window, frankly, sucks, even in "classic" mode,) we've just complicated the salvage system - someone mentioned earlier how we'd removed the old base salvage because it was "too complicated," and now we have multiple branches all with their own salvage? It doesn't seem thought through. Thus, "Half-baked."

I'd also do another round of proliferation, finally finish off Power Customization (I seem to remember Posi saying things like different types of Superspeed were coming, what ever happened to that?) and introduce a Level 20-35 zone along the lines of the RWZ, probably a magical based one set in a revamped Dark Astoria (I'd add a few new enemy types to the Banished in doing so). I'd be sure to keep the fog though. I like the fog (maybe allow player actions to affect it though)
