The emote is currently in game, but you can only see it via demo editing. I believe it's MOV EMOTE_FACEPALM, but I'd have to switch computers in order to check.
If I recall correctly, that was one of the last animations Back Alley Brawler did, and he just got fired before it was given an actual emote name.

They'll be in the "The Internet Is You!" booster, which will feature 8 internet-themed emotes, one dollar per. You'll be able to facepalm, double facepalm, dramatically look over your shoulder, and even act like you're riding an invisible bicycle.

This game have been around long enough that there's probably all sort of things "lingering" in the code like this facepalm emote that we don't have direct access to. For instance we know that there are a number of badges (like the ones for "reinforcing" your current alignment) that were simply never turned on. I'll bet the Devs could sell several Booster Packs worth of stuff just based on things that are already made ready to go that they could just push out the door tomorrow.

So, we were kind of implicitly promised a facepalm emote last July. At the San Diego comic con, tshirts of Maelstrom doing a one handed facepalm were given out as prizes. It said City of Heroes Going Rogue.
I asked Positron directly face to face if that meant it was in the game now, and he said it was on one of the internal builds.
So...what happen? Lost in the void?
