Taking breaks to interact with the playerbase is fine, but there's a fine line he tends to forget - I'm his customer.
I'm not paying my money to his company for him to waste -my- time wondering what he's babbling about. I couldn't care less.
All he has to do to make me happy is his actual job. Seems simple enough to me.

Sadly, you're not their only customer. I am happy that he spends time in game, interacting with the player base. I'd still be happy if he continues to do this, specially considering that this happened on his own time, not the company's. But if you failed to notice this happened on a Sunday evening, then I apologize. If you did notice and went on your rant, then I'm glad the devs are used to dealing with customers who act like petty children.

Jay has a great way of writing dramatically and cryptically and I very much doubt he could just write something like this without the uppity ups approving it and given his talent for writing this way, I wouldn't be one bit surprised to find out one of his bosses asked him to write this as a teaser to keep the community interested.
Also, sometimes there are down periods at any job, there are times when your projects are done or on hold waiting for approval or there just isn't anything currently ready to go. When I worked in an accounting firm I'd get 20 minute breaks all the time when I'd turn in my various projects and have to wait for people to get back to me with approvals or check ins before I could continue the project.
In short, yes you are a paying customer but your not Jay's boss or supervisor and sitting here saying he essentially needs to "get back to work" is a bit over the top.

I've heard a rumor from a fellow player that someone jacked the global name for sexyjay and spread these hints? I haven't seen that confirmed anywhere, but it does concern me.

Imagine, for a moment, that a member of the game development team has his or her account hacked and someone then goes and pretends to be that person in a public interaction.
Do you HONESTLY believe that NCSoft wouldn't immediately issue a statement about it? It's been over a month now, this post is from January 10th.
Whereas, imagine for a moment, that your friend is just repeating an internet rumour, a particularly obscure one at that. It makes sense that NCSoft would not even bother with responding to it.
And from what I've read of SexyJay's style, this writing sample seems to fit. The idea that someone would hack his account, drop hints about a beast pack (that they wouldn't know was coming), and do NOTHING ELSE with that account...

The person in question was later reported by members of the CapeRadio channel to GMs, and the next night that global named was generic'ed (when a global name is changed everyone in the channel is sent a system message) with dozens of witnesses.
These riddles are guesses and falsehoods. Case closed.

1) Why has there been no one else mention this?
2) Why has a chunk of stuff from that (Animal Pack) already been proven right?
3) Why would Jay not come forward and either confirm/deny it?

As for the hints about the emdival stuf, if they go with a King Arthru angle, I wonder if they'd make him a past version of Marcus Cole, like Imperious, or a past version of Hero 1? The past Marcus Cole would fit with the way they've done Cimerora, but Hero 1's link to Excalibur and the Lady of the Lake would seem to make him a better fit.

1. Why don't you just ask someone from CapeRadio? Or Jay himself?
2. Why would Jay, even if we ignore him going outside of marketing channels which is a big no-no for the devs, spill info to one global channel on one server?
3. Why would he not once comment on the subject in this thread or anywhere else on the forums?
4. If you answer to the previous question is "he's too busy", then how does he have time to compose elaborate riddles, hang out in a game channel over the course of several days chatting and dropping hints to a handful of players.
5. Why is it harder for you to believe that:
A prankster with an easily falsifiable name and nothing else managed to fool a few people with hints concocted to sound exciting, that people would want to believe, people who then repeated rumors and and snowballed form there as rumors ought.
VS
A senior developer who has shown comparably little interaction with the community on the forums, possibly risked his job to drop hints in the form of elaborate yet misspelled riddles, to a few players on a single server in a closed channel, and has never spoke of it or was seen there since.
