The real irony is that Paragon City, were it a real place, is supposedly in Rhode Island. For it to be the only real state that can't participate in this contest is pretty funny all things considered.

It would be nice if for once these contests didn't require .PSD format.
I appreciate it's the go-to format but I'm sure there are plenty of people like me who are pretty artistic but don't have time to buy/learn that.
Another competition (like the loading screens one which I was so excited about at first) which I shall be missing.

My City Was Gone
I can almost understand why non-state U.S. territories are excluded from things like this. But what makes Rhode Island so special as a state to be the only state excluded as well? I'm perfectly well aware that states are allowed to make their own laws so spare me the 3rd grade civics lesson - I'm asking this question more rhetorically than anything else.

Put simply, NCSoft doesn't want to pay the fees nor do the paperwork and posting required by RI State Law, understandably.
"Any person, firm, or corporation proposing to engage in any game, contest, or other promotion or advertising scheme or plan in which a retail establishment offers the opportunity to receive gifts, prizes, or gratuities, as determined by chance, in order to promote its retail business, where the total announced value of the prizes offered to the general public is in excess of five hundred dollars ($500), shall file with the secretary of state upon a form that he or she shall provide a statement setting forth: (1) the minimum number of participating objects to be made available; (2) the minimum number of prize winning objects that will be included in the promotion or advertising scheme or plan; (3) the proportionate opportunity of winning prizes; (4) the minimum value of prizes to be made available; and (5) the rules and regulations pertaining to the promotion or advertising scheme or plan which shall include the period of time and the geographic area to be covered by the contest. There shall be a filing fee of one hundred and fifty dollars ($150) when the statement is filed. Failure to file a statement shall be a misdemeanor."
The only chance we RIslanders currently have is if the prize item has no redeemable value (electronic or digital, per se), or the total prize offering doesn't exceed $500. I've discussed this with Ocho and Avatea, and when (no value) free items or equivelant digital giveaways (such as costume codes) are done, I figured Rhode Islanders should be allowed to participate in those particular contests, since it doesn't seem to count under Section 11-50-1 of Rhode Island General Laws. Both have told me their 'legal eagle' would be forwarded my information. No news or changes have occured on this front yet, nor the last couple "under $500" contests.
Regardless I'm not upset, just disappointed that once again I don't get to play in the sandbox with the rest of you for this.

You must submit your entries in .PSD format ONLY (there is a free Photoshop Elements trial available here if needed). |
I haven't used Elements, but I'll wager you could make your image in whatever graphic editor you wanted, save it as one of the popular formats, open it in Elements and then save it as .psd.

Regardless I'm not upset, just disappointed that once again I don't get to play in the sandbox with the rest of you for this.

I realize this particular issue by itself has a snowball's chance in hell of being enough to sway public opinion. But if enough of these cases are brought to light then the state government might choose to "correct itself" just so that it doesn't have to be embarrassed being the "odd man out" all the time.

Anyway, as a Rhode Islander, do something about it. You're a citizen of a democracy. You have a voice. Exercise it. Even if it's to get them to raise the minimum threshold to a more reasonable $5,000, or, a minimum threshold of $500 per winner and not total winnings.
In any case, NCSoft needs to do their homework better regarding RI law since this contest doesn't meet the state's threshold of notice.

Your task is to invent a brand-new ad campaign—displayed on a billboard—to promote a product, retailer, restaurant chain, in-lore political candidate, or service of your own devising (or based on lore) that you've always wanted to see in the game!
Whether you do it with a drawing, a painting, or a screenshot, we are offering you the opportunity to create your own billboard for the delight of the denizens of Paragon city and/or the Rogue Isles. Make it clever, funny (or punny!), make it deep and contemplative, make it dramatic and histrionic—it is up to you as long as it fits into the City of Heroes universe AND doesn't infringe any patent, copyright, trademark or other intellectual property right, or any privacy, publicity or publishing rights of any third party, or libelous, obscene or otherwise contrary to law.
Remember, the use of copyrighted material or trademarks NOT owned by the Sponsors or yourself is indeed STRICTLY PROHIBITED.
Now, how do you go about designing a billboard? We'll try and keep it as simple as possible but make sure you familiarize yourselves with the following requirements for your entry to be valid!
And a little art direction to help you hit just the right note:
Your submission will be judged on originality, creativity, and visual appearance. Feel free to submit as many entries as you want, but you may only place once as a Contest Winner. We reserved the right to make alterations to the winning entries.
Do NOT post your submission publicly! Enter only through email or through one of the above mentioned sites. We will share the winning entries with you when the contest concludes.
Here's how to enter:
1) Between 11:00 p.m. CT (5:00 a.m. British Time / 6:00 Central European Time) Monday, November 29th, 2010 (Tuesday, November 30th, 2010 in Europe) and 11:59 p.m. CT (5:59 a.m. British Time / 6:59 Central European Time) Monday, January 24th, 2011 (Tuesday, January 25th, 2011 in Europe) send an email to cohcontests@ncsoft.com with the subject heading "City of Heroes Billboards Contest." 2) Include your Billboard file as an attachment if its size doesn't exceed 5MB or use Sendspace.com or https://www.yousendit.com/ if you have several files or the total file size exceeds 5MB.
There will be three (3) Winners and their prizes are:
